The nature and functions of public heritage facilities as part of Australia s National Estate are
first explained. Next, because of their nature and functions, it is shown why public heritage
facilities are public goods. The economic theory of public goods is used to justify why some
goods should be provided by governments and funded from taxation and others on a commercial
basis by business firms. The theory is based on the existence of certain types of externalities in
markets. Whether public heritage facilities are assets or liabilities and a part of the government s
financial position is assessed against the SAC4 (1992) concepts of assets and liabilities. It is
shown that they do not satisfy the concepts because of their public goods nature. The proposal is
then advanced that public heritage facilities should be regarded as assets of the nation which are
managed by government as a trustee for the benefit of society; and that, as trust assets, they should
be accounted for separately from administrative assets of government. Finally, the types of
information required for their good management is explained and it is shown that full accrual
accounting information designed for commercial firms is not appropriate for the management of

The Integrated Stress Response ( Isr ) Essay
The integrated stress response (ISR) is characteristic of multicellular eukaryotes, and is triggered
when cells experience any type of stress stimulus. Stress stimuli include misfolded proteins,
oxidative damage, heat shock, and viral expression. ISR is initiated by phosphorylation of
eukaryotic initiation factor 2 alpha (eIF2О±) at the Ser51 residue, which promotes stronger
binding to the regulatory subcomplex of eIF2B (Starck et al., 2016). This stronger binding inhibits
eIF2B from catalyzing guanine nucleotide exchange of GDP for GTP, because it cannot release
from eIF2 (Weaver, 2012). Several subunits of eIF2B are involved in guanine nucleotide exchange
(Kashiwagi et al., 2016). The inhibition of guanine nucleotide exchange will limit the supply of
initiator methionyl transfer RNA (Met tRNAiMet), which plays a role in initiation at AUG start
codons. Therefore, during IRS, eIF2О± phosphorylation blocks global translation of protein
synthesis (Starck et al., 2016).
Kashiwagi et al. (2016) provide the crystallized structure of eIF2B from Schizosaccharomyces
pombe. This structure locates all the regions, except the Оµ subunit HEAT domain of the protein
and allowed them to better understand the mechanism of P eIF2О± to eIF2B binding. The structure
of eIF2B is important, because it will provide information to better understand the pathogenesis of
leukoencephalopathy with vanishing white matter (VMW), a neurodegenerative disease that causes
deterioration of white matter.

for civil rights movements. King wrote letter to Birmingham jail while confined in Birmingham jail
for leading a demonstration protesting segregation. King believed that everyone should be created
equal and that our laws should reflect our equal rights. Friedrich Nietzschewas born in 1844 and
died in 1900. He was born in Rocken, Prussia, attended Lutheran boarding school in Pforta and
graduated in 1864. He enrolled in the university of Bonn to study theology and soon after
changing his views on religion and becoming an atheist, he transferred to the University Leipzig
to study classical philology. He was known for his many important works in philology and

There, the quest for knowledge seems unending, the work environment healthy, the journey
