The case for a multi party u.s. parliament
An American parliamentary system could help address issues like low voter turnout, expensive campaigns, and lack of political accountability. However, transitioning to such a system would be difficult due to the constitutionally defined separation of the head of state and head of government in the U.S. presidential system. While a parliamentary system could produce two executive offices rather than one, Americans value individualism which is reflected in their single-member electoral districts. Overall, a parliamentary system may better engage voters but significant reforms would be needed to adopt this approach.

Each of four theoretical traditions in the study of American politics – which can be characterized as theories of Majoritarian Electoral Democracy, Economic Elite Domination, and two types of interest group pluralism, Majoritarian Pluralism and Biased Pluralism – offers different predictions about which sets of actors have how much influence over public policy: average citizens; economic elites; and organized interest groups, mass-based or business-oriented. A great deal of empirical research speaks to the policy influence of one or another set of actors, but until recently it has not been possible to test these contrasting theoretical predictions against each other within a single statistical model. This paper reports on an effort to do so, using a unique data set that includes measures of the key variables for 1,779 policy issues. Multivariate analysis indicates that economic elites and organized groups representing business interests have substantial independent impacts on U.S. government policy, while average citizens and mass-based interest groups have little or no independent influence. The results provide substantial support for theories of Economic Elite Domination and for theories of Biased Pluralism, but not for theories of Majoritarian Electoral Democracy or Majoritarian Pluralism. Today’s China is an interesting amalgam of communist ideology and capitalist practice. In 1949, Mao Zedong established the People’s Republic of China with himself as the ruler. Mao’s influence on China can hardly be overstated; under his dictatorial leadership, China underwent significant social, cultural, and economic change. Mao’s “Little Red Book” of communist thought and ideology was, and still is, required reading throughout China. His modernization programs quickly industrialized the country, but the Cultural Revolution decimated professional classes and easily set China back. Following his death, the Communist Party of China instituted a term limit for presidents at two five-year terms in order to limit the type of power Mao had acquired. While Chinese presidents remain quite powerful, perhaps even authoritarian, politicians since Mao have abided by these rules.
However, in March 2018, China’s National People’s Congress agreed to abolish term limits on China’s president, which had been in place since Mao Zedong in order to allow its current president, Xi Jinping, to hold power for many years to come. In addition to his position as president, Xi also holds the positions of general secretary of the Chinese Communist Party’s Central Committee and chairman of the Central Military Commission. While many in the West had hoped that economic reforms in China, allowing for some capitalist practices, would eventually lead the country to a democratic future, Xi’s consolidation of power for the foreseeable time means that nothing like democratic principles appear to be at work. The challenge, then, for political scientists, is to understand the complex politics of a country as large and as complicated as China. With its long historical traditions and blending of communism and capitalism, it is a country that the West often misunderstands.

Coalition management under divided/unified government
"If the opposite of pro is con, then the opposite of progress must be the Congress”, says a popular joke about the divided government in the US two-party presidential regime. Divided government occurs when different political parties control different branches of government. By this arithmetic definition, however, divided government almost always takes place in multiparty presidential regimes, given that the party of the president rarely obtains solely the majority of seats in Congress. In order to govern and pass legislation, a minority president has to build and sustain post-electoral coalitions in multiparty settings. The received wisdom on multiparty presidential regime is that constitutional and agenda-setting powers and presidential preferences would be the key determinants for a successful minority government. In addition to those aspects, however, this paper claims that the degree of congruence between the preference of the presidential coalition and the preference of the floor of the Congress is the crucial ingredient. That is, regardless of presidential preferences or characteristics, the higher the preference incongruence between the president’s coalition and the floor, the more difficult would be the coalition management and the higher the probability that the Congress would work as the opposite of progress. It is, in fact, the equivalent functional of divided government in multiparty presidential settings. This paper explores conceptually and empirically the effect of the distance of preferences between the coalition and the floor in the multiparty presidential regimes in Latin America.

A. Justification
At the time of their founding, Latin American countries drew inspiration from
the United States and its system of government based on democratically elected
presidents subject to checks and balances from independent and co-equal branches of
government. Yet democracy proved to be little more than an aspiration during most
of the region’s independent history with countries fluctuating repeatedly, often in
quick succession, from popularly elected leaders to dictatorships. Democracy failed to
take root in even the wealthiest and most industrialized countries in the region as
exemplified by repressive military dictatorships that ruled the Southern Cone during
the 1970s.
However, starting in the late 1970s and gathering momentum during the
1980s, Latin American dictatorships were replaced by popularly elected
governments. This time really did prove different. Despite setbacks and persistent
(and often well-justified) concerns about tangible results of democracy (its
deliverables), today all but two Latin American countries qualify as functioning (if
somewhat flawed) democracies.
Democracy is, for now, to quote Linz and Stepan (1996, 15), “the only game in
town” in Latin America. With that problem resolved, social scientists have turned
their attention to a new problem: the quality of said democracies:
How far are today’s democratically elected governments from what was
promised to the electorate prior to transition?
Specifically, what are the main strengths and weaknesses of each of the
region’s democracies?
You will tackle these questions by conducting an audit of the quality of
democracy in a Latin American country of your choosing. This assignment combined
with class lectures on the larger political trends in the region’s recent history, will
provide you with a more detailed and nuanced picture of Latin American Politics.
B. Assignment
1) You are to research and write a policy memo evaluating the state of democracy Argentina. The memo should
be about 2,500 words or 10 pages long (double-spaced).
2) Begin by understanding the concept of democratic quality and the ways in which

As such, resilience is one distinct phenomenon that is common among persons living with the diseases Indonesia, a pattern that indicates the results of current health management and expectations of HIV/AIDS patients for better and improved health outcomes. In light of this concern, Kumboyono et al. (2018) undertook a study that sought to examine the mechanism of resilience in Indonesian people living with HIV/AIDS and the factors that influence their specific mechanisms.
Using qualitative phenomenological design, the researchers sampled a total of 27 people living with HIV/AIDS from a primary health care institution in Malang City, East Java, Indonesia. The participants were selected from different socioeconomic, gender, and sexual orientations. The researchers informed participants about the conduct and processes involved in the study, resulting in their consent to participate in the interview process. The findings of the study indicated that the diagnosis of HIV/AIDS reflects the onset of psychological and social distress. Moreover, Kumbomoyo et al. (2018) found that the spiritual response that follows diagnosis is a state that is characterized by crises. As a consequence, the coping strategies and understanding of life by HIV patients is a definite sign on resilience. Based on these findings, Kumbomoyo et al. (2018) infer that HIV/AIDS is a chronic infection that has the potential to induce the unique .

Each of four theoretical traditions in the study of American politics – which can be characterized as theories of Majoritarian Electoral Democracy, Economic Elite Domination, and two types of interest group pluralism, Majoritarian Pluralism and Biased Pluralism – offers different predictions about which sets of actors have how much influence over public policy: average citizens; economic elites; and organized interest groups, mass-based or business-oriented. A great deal of empirical research speaks to the policy influence of one or another set of actors, but until recently it has not been possible to test these contrasting theoretical predictions against each other within a single statistical model. This paper reports on an effort to do so, using a unique data set that includes measures of the key variables for 1,779 policy issues. Multivariate analysis indicates that economic elites and organized groups representing business interests have substantial independent impacts on U.S. government policy, while average citizens and mass-based interest groups have little or no independent influence. The results provide substantial support for theories of Economic Elite Domination and for theories of Biased Pluralism, but not for theories of Majoritarian Electoral Democracy or Majoritarian Pluralism. Mao’s “Little Red Book” of communist thought and ideology was, and still is, required reading throughout China. His modernization programs quickly industrialized the country, but the Cultural Revolution decimated professional classes and easily set China back. Following his death, the Communist Party of China instituted a term limit for presidents at two five-year terms in order to limit the type of power Mao had acquired. While Chinese presidents remain quite powerful, perhaps even authoritarian, politicians since Mao have abided by these rules.
However, in March 2018, China’s National People’s Congress agreed to abolish term limits on China’s president, which had been in place since Mao Zedong in order to allow its current president, Xi Jinping, to hold power for many years to come. In addition to his position as president, Xi also holds the positions of general secretary of the Chinese Communist Party’s Central Committee and chairman of the Central Military Commission. While many in the West had hoped that economic reforms in China, allowing for some capitalist practices, would eventually lead the country to a democratic future, Xi’s consolidation of power for the foreseeable time means that nothing like democratic principles appear to be at work. The challenge, then, for political scientists, is to understand the complex politics of a country as large and as complicated as China. With its long historical traditions and blending of communism and capitalism, it is a country that the West often misunderstands.

Coalition management under divided/unified government
"If the opposite of pro is con, then the opposite of progress must be the Congress”, says a popular joke about the divided government in the US two-party presidential regime. Divided government occurs when different political parties control different branches of government. By this arithmetic definition, however, divided government almost always takes place in multiparty presidential regimes, given that the party of the president rarely obtains solely the majority of seats in Congress. In order to govern and pass legislation, a minority president has to build and sustain post-electoral coalitions in multiparty settings. The received wisdom on multiparty presidential regime is that constitutional and agenda-setting powers and presidential preferences would be the key determinants for a successful minority government. In addition to those aspects, however, this paper claims that the degree of congruence between the preference of the presidential coalition and the preference of the floor of the Congress is the crucial ingredient. That is, regardless of presidential preferences or characteristics, the higher the preference incongruence between the president’s coalition and the floor, the more difficult would be the coalition management and the higher the probability that the Congress would work as the opposite of progress. It is, in fact, the equivalent functional of divided government in multiparty presidential settings. This paper explores conceptually and empirically the effect of the distance of preferences between the coalition and the floor in the multiparty presidential regimes in Latin America.

A. Justification
At the time of their founding, Latin American countries drew inspiration from
the United States and its system of government based on democratically elected
presidents subject to checks and balances from independent and co-equal branches of
government. Yet democracy proved to be little more than an aspiration during most
of the region’s independent history with countries fluctuating repeatedly, often in
quick succession, from popularly elected leaders to dictatorships. Democracy failed to
take root in even the wealthiest and most industrialized countries in the region as
exemplified by repressive military dictatorships that ruled the Southern Cone during
the 1970s.
However, starting in the late 1970s and gathering momentum during the
1980s, Latin American dictatorships were replaced by popularly elected
governments. This time really did prove different. Despite setbacks and persistent
(and often well-justified) concerns about tangible results of democracy (its
deliverables), today all but two Latin American countries qualify as functioning (if
somewhat flawed) democracies.
Democracy is, for now, to quote Linz and Stepan (1996, 15), “the only game in
town” in Latin America. With that problem resolved, social scientists have turned
their attention to a new problem: the quality of said democracies:
How far are today’s democratically elected governments from what was
promised to the electorate prior to transition?
Specifically, what are the main strengths and weaknesses of each of the
region’s democracies?
You will tackle these questions by conducting an audit of the quality of
democracy in a Latin American country of your choosing. This assignment combined
with class lectures on the larger political trends in the region’s recent history, will
provide you with a more detailed and nuanced picture of Latin American Politics.
B. Assignment
1) You are to research and write a policy memo evaluating the state of democracy Argentina. The memo should
be about 2,500 words or 10 pages long (double-spaced).
2) Begin by understanding the concept of democratic quality and the ways in which
it can assessed. Quality of democracy in the country you select should be assessed
following the framework developed by Levine and Molina (2011). Said framework
evaluates the quality of a country’s democracy based on five criteria:

Resilience of People Living with HIV/AIDS in Indonesia: a Phenomenological Study
, Kumboyono et al. (2018) observe that HIV/ AIDS is among the most prevalent and expanding communicable diseases on the planet. The number of individuals who are diagnosed with HIV/AIDS continues to skyrocket every year in Indonesia and other parts of the world. According to Kumboyono et al. (2018), individuals who suffer from HIV/AIDS often plunge themselves into a series of crises, which indicate the challenges of living with the chronic pathological condition. As such, resilience is one distinct phenomenon that is common among persons living with the diseases Indonesia, a pattern that indicates the results of current health management and expectations of HIV/AIDS patients for better and improved health outcomes. In light of this concern, Kumboyono et al. (2018) undertook a study that sought to examine the mechanism of resilience in Indonesian people living with HIV/AIDS and the factors that influence their specific mechanisms.
Using qualitative phenomenological design, the researchers sampled a total of 27 people living with HIV/AIDS from a primary health care institution in Malang City, East Java, Indonesia. The participants were selected from different socioeconomic, gender, and sexual orientations. The researchers informed participants about the conduct and processes involved in the study, resulting in their consent to participate in the interview process. The findings of the study indicated that the diagnosis of HIV/AIDS reflects the onset of psychological and social distress. Moreover, Kumbomoyo et al. (2018) found that the spiritual response that follows diagnosis is a state that is characterized by crises. As a consequence, the coping strategies and understanding of life by HIV patients is a definite sign on resilience. Based on these findings, Kumbomoyo et al. The Association for Specialists in Group Work’s (2008) “Best Practice Guidelines” is reproduced in the Student Manual that accompanies this textbook. My experience has taught me that those who enter groups are frequently unaware both of their basic rights as participants and of their responsibilities. A Basic Right: Informed Consent
If basic information about the group is discussed at the initial session, the participants are likely to be far more cooperative and active. Access to the health care is human right and failure to respect this right might causes harm for health. For example, the stigma associated with HIV, TB and leprosy makes it difficult for the patient to obtain necessary health care, it not only cause harm to individual health but as a whole community health even. For example, if a TB patient remains untreated by the health care workers, then that individual could be a source of infection for other people.
Health research with human subject in particular in low income countries where study participants may not have other option to obtain the medication might become a proxy of clinical trial for other people .Lastly, fair decision in health investment is critical because in low income countries where health resources are scare difficult decisions need to be made depending on the priority and severity of disease.

ORDER
JOHN JARVEY, Magistrate Judge
This matter comes before the court pursuant to trial on the merits which commenced on January 23, 2006. The above-described parties have consented to jurisdiction before a United States Magistrate Judge pursuant to 28 U.S.C. § 636(c). The court finds in favor of the plaintiff and awards compensatory damages in the amount of $3,800,000 and punitive damages in the amount of $7,600,000.
In this case, the plaintiff brings numerous theories of recovery against defendant Jerry Drizin arising out of the misappropriation of escrow funds that were to serve as security for financing for the construction of an ethanol plant in Manchester, Iowa. The plaintiff contends that defendant Drizin, in concert with others, knowingly converted funds from an escrow account that were not to have been spent on anything without the plaintiff's prior written permission. Defendant Drizin contends that his only client and only duty of loyalty was to a Nigerian citizen living in Munich who caused the funds to be sent to bank accounts controlled by Defendant Drizin. The court makes the following findings of fact and conclusions of law.
In 2000 in Manchester, Iowa, farmer and President of the local Co-op, Douglas Bishop, began meeting with representatives of the United States Department of Agriculture to explore the feasibility of building an ethanol plant in the Manchester area. The idea was to assist farmers in the area in getting more value for their crops. An ethanol plant produces ethanol and feed grain which can be sold at a profit exceeding that associated with the mere sale of grain.
A series of 40 local meetings culminated in a membership drive. The Plaintiff, Northeast Iowa Ethanol, L.L.C., was later formed in order to sell 2500 shares of stock in the L.L.C. to raise funds for the financing of the plant. The construction of the plant was expected to cost $21 Million. It would have a capacity for producing 15 million gallons of ethanol per year. Through the meetings, Mr. Bishop and others raised $2,365,000. The average investor purchased two shares.
The membership drive ended in September 2001. The original plan was to begin construction in the fall of 2001 and have the plant operating by the fall of 2002. However, the issue of financing for the plant was more problematic than plaintiff had anticipated. Traditional lenders (banks) demanded that the plaintiff raise forty percent of the construction costs. It was clear that the plaintiff could not raise $8 Million. Plaintiff's proposed marketing partner, Williams Ethanol Services, agreed to invest $1 Million in the project. - 1. Essay Topic: Polarization and Democratic Governance In Relic , William Howell and Terry Moe argued that the Constitution is ultimately the root cause of our contemporary governing dysfunction. However, many other analysts argue that partisan polarization is the most important factor threatening American governance. To what extent is American politics today polarized at the elite level (i.e. Congress, the presidency, the judiciary)? To what extent is American politics today polarized at the mass level (i.e. public opinion)? Identify three potential causes of polarization and discuss how each contributes to polarization at the elite level, mass level, or both. Is polarization inherently bad for politics? Or does it only have negative consequences (or are its negative consequences greatly intensified) when combined with other features of contemporary American politics? Directions : The term paper should be 7-9 pages, double-spaced, in 12 point type, with regular 1-inch margins, plus a one page bibliography. Students should draw on course readings question below. It is also appropriate to draw on what you have observed in following the news. It is not necessary to cite specific news
- 2. articles when you wish to refer to current/recent events. However, please do cite material taken from the textbook or from any of the course readings. In the paper itself, when you refer to a specific point from a reading, use parenthetical citations, e.g. (Levitsky and Ziblatt 2018, 56). Please provide the full reference for all cited works in the bibliography.
