the cultural competence of law enforcement agencies, they are not helpful in improving the cultural
competency of those agencies. This is where instituting mandatory cultural competency training
comes into play. For example, the Equal Employment Opportunity Commission proposed steps and
recommendations to increase cultural competency and one of those steps was to develop and
deploy effective EEO and diversity/inclusion training for different state and local law enforcement
audiences, including department leadership, human resources, and hiring officials, union
leadership, and individual officers. (Yang, 2015). While this recommendation pertains to hiring
practices, it would also be very beneficial for law enforcement agencies to have trainings. Cultural
competency training is important and would greatly improve relations between law enforcement
and the community.
A study by the Pew Research Center found that very few people in the U.S. say police forces do

THE NEGRO IN ALABAMA DURING THE CIVIL WAR The hardships faced by the slaves
during and immediately following the Civil War were relatively the same as they had been prior to
the war. During the war, the only thing that changed for some was their Masters . The Governor of
Alabama, by an act of 1861, was authorized to accept the services of slaves offered by certain
slaveholders and in October the following year he was empowered to impress slaves between the
ages of 18 and 45 to use as laborers, essentially making the state their masters. Amendments to the
afore mentioned act in 1864 enabled the sheriff to enforce this act. The slaves were used for
building defenses in the state as well as to take the place of whites who were enlisted and
fighting the war. Some slaves accompanied their owners into battle and a few free blacks served
as substitutes for whites. By 1865, the confederacy had decided to enlist slaves but the war
ended before this plan could carried out. In 1863, the Union Army in Alabama, employed the first
Negro troops to be used mainly for fatigue duty but they were used as line soldiers in a few minor

From day to day, I live trying to figure out my purpose of being in this world. No child is born a
mistake irrespective of the circumstances. I was born with a talent, although, yet to be discovered.
A talent is a symbol of who a person really is. When I was younger, my dad put me through music
school hoping that I would learn to play the pianobecause he wished he did when he was my age. I
was not a big fan of playing the piano so I struggled most of the time. My fingers were so stiff and
my instructor would request that I moisturize and massage them to make them more flexible.
However, the underlying issue was my lack of interest and not my un cooperating fingers.
For some, Music is a way to express how they feel. People see through a person with the sound of
music. Since I really had no interest in the piano, I decided to take a look at other instruments.
My passion for music was decreasing as I could not find an instrument that my hands found
pleasure in. A friend of mine said I should try the violin. She described it as a classical instrument
that soothes the soul. The first few weeks I learned how to play the violin, I started to get a hang of
it but as I played I would always dance. It was weird to my classmates but dancing with the sounds
the violin made me so happy.
