“How to close the gap between calculated and actual energy consumption of building – re-commissioning instead of certification?”
An investment grade audit provides a more detailed analysis than a typical energy audit by evaluating the technical and economic feasibility of potential energy efficiency projects. It establishes an energy baseline, identifies energy saving opportunities, and provides detailed cost-benefit analyses to help customers determine which projects to implement. The audit results can then be used to negotiate a performance-based contract to design, install, commission and monitor the recommended projects over time through measurement and verification of energy savings.

Net-Zero Municipal Policy Workshop - Energy Conscious Community PlanningDerek Satnik
Presented at the Leadership in Brownfield Renewal (LiBRe) workshop of the Federation of Canadian Municipalities (FCM), this webinar discusses what municipalities can do to help builders/developers construct net-zero energy (low carbon or even carbon-free) communities.
This webinar features lessons from the trenches of real projects. Four Canadian cities partnered with Canada's national "Green Municipal Fund" to assess 8 project sites for technical feasibility (how to build net-zero neighbourhoods in 8 cases), financial feasibility (ie: how to fund them), and process feasibility (ie: how to get a permit). The participating cities all hosted mock-trial approvals processes and reported lessons learned. This presentation will summarize the outcomes, and will introduce tools which are available publicly to help municipalities enable net-zero energy development.

Using energy audits in energy efficiency programs NRELConor Merrigan
This document discusses using energy audits in energy efficiency programs. It provides examples of programs in Colorado that used energy audits, including a Main Street Energy Initiative that assisted local businesses in reducing energy costs through audits and retrofits. It also discusses a program for large commercial and public buildings that established standards for technical energy audits conducted by Energy Service Companies. The document emphasizes that properly conducted energy audits can identify effective energy efficiency opportunities and help verify savings, but they need coordination, clear reporting, and follow-up on recommendations to be useful.
The document discusses distributed generation projects for public agencies. It provides an overview of the Center for Sustainable Energy California (CCSE), which helps public agencies implement clean energy projects. CCSE has worked with over 50 public agencies on distributed generation projects. The document outlines the complex financial and technical analysis required to properly evaluate distributed generation projects and argues that independent, third-party consultants lower project risks for agencies by conducting unbiased assessments.
Effective Energy Management - California Savings Summit 2013SchoolDude
You don’t have to spend a ton of capital or energy to save on both utility costs and consumption. This session will offer practical advice on both starting and maintaining an effective energy management plan.
Experts explain new multifamily auditing techniques, their scalability, what makes the energy savings cost-effective, where the programs can be most successful, and what non-energy benefits result from this work.
Towards Nearly Zero Energy buildings
This document discusses nearly zero energy buildings (NZEBs). It defines NZEBs and outlines their key principles. Buildings consume 30% of final energy globally and achieving NZEBs is important for reducing emissions. The document discusses challenges to achieving NZEBs, including costs, skills gaps, and technical issues. It proposes a roadmap involving collaboration between government, developers, utilities, and others to establish regulations, provide incentives, boost education, and drive innovation to support wider NZEB adoption through demonstration projects, capacity building, and strengthened building codes. Government leadership is needed to coordinate efforts and mandate energy performance standards.

Energy Baseline
is the energy consumption that would have
happened if all the existing equipment and
systems were working, and normal service levels
were maintained at the pre-project level of energy
efficiency under the same demands (such as the
weather).

• Facilities description and status (discussed in previous
slide)
– Consider future plans for building use
– Include a needs assessment from maintenance and occupants
• Baseline of energy consumption (discussed in previous
slide)
– Review and approve
– Consider what-ifs
• Analysis of Each Proposed Measure
– Review cost and savings estimates
– Ensure the measurement and verification plan is viable for each
measure
IGA Results and Decision Items:
Savings Opportunities
20. 25 | DOE Technical Assistance Program eere.energy.gov
• Firm Fixed Price
– Conduct a reasonableness test of itemized costs for each
measure
– Consider the elements in the overall price
