• Article XIV Section 2.3 of the
Philippine Constitution of 1987
mandates the State to establish a
system of, among others, subsidies
and incentives to deserving
individuals in both public and private
schools
• Expanded Government Assistance
to Students and Teachers in
Private Education (RA 8545 or E-
GASTPE Act)
9. Policy Principles
•Educational Service
Contracting (ESC) aims to make
quality Junior High School
(JHS) education accessible by
providing financial assistance to
deserving elementary school
graduates who wish to study in
private schools.

•The ESC is a concrete
demonstration of public-
private partnership in
education and this
partnership is sought in all
levels of the program’s
operations.

12. ESC Grant
For SY 2020-2021, the following grant levels apply:

• Private Education Assistance Committee
(PEAC)
-Contracted by the DepEd to administer the
ESC and TSS programs
-Trustee of FAPE (Fund for Assistance to
Private Education)
-Conducts the certification program for the
ESC of the GASTPE

Providers
Contracted by government to
provide grantees with education
that meets or exceeds the minimum
standards set by DepEd.

• ESC Grantees
Shall meet the admission
requirements set by their
chosen school. They should
also meet the requirements for
promotion at each grade level
to continue to enjoy the grant.
22. Terms of the ESC Grant
•Covers four years of junior high
school starting from Grade 7
•The grant remains in force for
the next school year if the
grantee is promoted to the next
grade level and enrolled in an
ESC-participating JHS.
23. Terms of the ESC Grant
•Transfers to another ESC-
participating JHS are allowed.
-In cases when the applicable
subsidy amount of the releasing
school is different from that of the
accepting school, the accepting
school will be paid the lower of two
applicable subsidy amounts.
24. Terms of the ESC Grant
•Grantees that drop out due to
death of a parent or guardian,
force majeure, prolonged
illness, or accident may be
reinstated into the ESC
program provided they submit
documents to support their
claim.
25. The grant is terminated if a
grantee does any one of the
following:
• Drops out for non-health reasons in
the middle of the school year;
• Does not reenroll the following
school year;
• Fails to be promoted to the next
grade level or is retained at the
same grade level;
26. The grant is terminated if a grantee
does any one of the following:
• Is suspended for more than
two (2) weeks, dismissed or
expelled by the school for
disciplinary reasons; or
• Transfers to a non-ESC-
participating JHS

33. ESC Grantee Enrolment Contract
We, the Undersigned Parties, do hereby bind ourselves to the following terms of this Contract:
That I _________________________ agree to study at ________________________________ under the
"Educational Service Contracting" program, provided that I meet all requirements for continued participation in the
ESC program.
That I will abide by the rules and regulations of abovementioned school;
That I will comply with the school requirements and try to finish the course for each school year, applying myself
with seriousness and dedication; and
That I will consult the school authorities on problems relative to the fulfillment of the terms of this contract.
34. On the Part of the Parent/Guardian:
That I ____________________, parent/guardian of aforesaid student, fully agree to enroll my child/ward at the
abovementioned school under the "Educational Service Contracting" program;
That I will abide by the rules of the aforecited school;
That I will help my child/ward to finish the course for every year level during the period specified above;
That I will help in the best way I can in -
a. preventing truancy and/or absenteeism of my child/ward;
b. making my child/ward attend seriously to his/her school work; and
c. attending/participating in school activities that need my presence.
That since the ESC program sets for every school year a maximum amount as subsidy for student's tuition and
other fees, I agree to pay to the school any excess of the fees charged which is not covered by the ESC subsidy;
and
That in case of problems relative to the fulfillment of this contract, I will consult the school authorities concerned or
the Division Project Committee.
35. On the Part of the School:
That the ___________________________________________ will give the sameattention and
training to contract students under the ESC program as that given to non-contract students in the
school;
That in case of problems relative to this contract, the parents/guardians will always be consulted.
