ePolicy is aimed at supporting policy makers in their decision process. It encompasses a multidisciplinary effort aimed at engineering the policy making life-cycle. The project focuses on regional planning and promotes the assessment of economic, social and environmental impacts during the policy making process (at both the global and individual levels). For the individual aspects, ePolicy aims to derive social impacts through opinion mining of e-participation data extracted from the web. To aid policy makers, citizens and stakeholders, ePolicy heavily relies on visualization tools providing easy access to data, impacts and political choices.

Quick facts on measure selection. Selecting the most effective packages of measures for Sustainable Urban Mobility Plans.
Measure selection is the process of identifying the most suitable and cost effective mobility and transport measures to achieve the vision and objectives of a Sustainable Urban Mobility Plan (SUMP) and to overcome the identified local problems. Even where vision, objectives and problems are defined, it may not be obvious what measures are most appropriate.
WEB 2.0 FOR FORESIGHT: EXPERIENCES ON AN INNOVATION PLATFORM IN EUROPEAN AGEN...Totti Könnölä
While the private sector has already discovered the wide set of benefits of web 2.0 technologies (McKinsey, 2009), the public sector is only beginning to use these tools. Especially the use of interactive and collaborative tools in FTA for priority setting has been rather limited until today. Examples in both a public and private sector environment suggest great potential for web 2.0 foresight in public organisations and policy-making, both in terms of advancing foresight methodologies and in terms of increasing transparency. This paper develops a framework for designing a web 2.0 foresight exercise, building on the For-Learn Foresight Cycle, experiences from other disciplines such as market research with web 2.0 research, and hands-on project experience from JRC-IPTS. It applies the framework to the design and implementation of a foresight case of the European Institute of Innovation and Technology (EIT), where a web 2.0 ideation platform was used to collect ideas from research and development communities across the globe for world leading innovation that integrate education, business and research with a specific thematic focus. It is concluded that key elements in the design are clarity about process and outcome objectives, a systematic approach to tool selection, the organisation of a pilot before the launch, a clear view on sense-making from the data collected, and a certain degree of autonomy in the management of the foresight process.

Open Government Data Ecosystems: Linking Transparency for Innovation with Tra...Luigi Reggi
Presentation at IFIP EGOV 2016 Conference. September 5, 2016.
Abstract. The rhetoric of open government data (OGD) promises that data transparency will lead to multiple public benefits: economic and social innovation, civic participation, public-private collaboration, and public accountability. In reality much less has been accomplished in practice than advocates have hoped. OGD research to address this gap tends to fall into two streams – one that focuses on data publication and re-use for purposes of innovation, and one that views publication as a stimulus for civic participation and government accountability - with little attention to whether or how these two views interact. In this paper we use an ecosystem perspective to explore this question. Through an exploratory case study we show how two related cycles of influences can flow from open data publication. The first addresses transparency for innovation goals, the second addresses larger issues of data use for public engagement and greater government accountability. Together they help explain the potential and also the barriers to reaching both kinds of goals.

Chapter 9 discussed the importance of stakeholder engagement in policy making. The author presented several benefits and an analysis of five cases in which stakeholder engagement added value to the policy making process. If you were leading a project to develop a comprehensive policy for managing pedestrian traffic flow in a popular downtown metropolitan district, what measures would you take to engage stakeholders in that project? Your answer should outline your suggestions and clearly explain why each one would add value.

A tale of scale & speed: How the US Navy is enabling software delivery from l...sonjaschweigert1
Rapid and secure feature delivery is a goal across every application team and every branch of the DoD. The Navy’s DevSecOps platform, Party Barge, has achieved:
- Reduction in onboarding time from 5 weeks to 1 day
- Improved developer experience and productivity through actionable findings and reduction of false positives
- Maintenance of superior security standards and inherent policy enforcement with Authorization to Operate (ATO)
Development teams can ship efficiently and ensure applications are cyber ready for Navy Authorizing Officials (AOs). In this webinar, Sigma Defense and Anchore will give attendees a look behind the scenes and demo secure pipeline automation and security artifacts that speed up application ATO and time to production.
We will cover:
- How to remove silos in DevSecOps
- How to build efficient development pipeline roles and component templates
- How to deliver security artifacts that matter for ATO’s (SBOMs, vulnerability reports, and policy evidence)
- How to streamline operations with automated policy checks on container images
Removing Uninteresting Bytes in Software FuzzingAftab Hussain
Imagine a world where software fuzzing, the process of mutating bytes in test seeds to uncover hidden and erroneous program behaviors, becomes faster and more effective. A lot depends on the initial seeds, which can significantly dictate the trajectory of a fuzzing campaign, particularly in terms of how long it takes to uncover interesting behaviour in your code. We introduce DIAR, a technique designed to speedup fuzzing campaigns by pinpointing and eliminating those uninteresting bytes in the seeds. Picture this: instead of wasting valuable resources on meaningless mutations in large, bloated seeds, DIAR removes the unnecessary bytes, streamlining the entire process.
In this work, we equipped AFL, a popular fuzzer, with DIAR and examined two critical Linux libraries -- Libxml's xmllint, a tool for parsing xml documents, and Binutil's readelf, an essential debugging and security analysis command-line tool used to display detailed information about ELF (Executable and Linkable Format). Our preliminary results show that AFL+DIAR does not only discover new paths more quickly but also achieves higher coverage overall. This work thus showcases how starting with lean and optimized seeds can lead to faster, more comprehensive fuzzing campaigns -- and DIAR helps you find such seeds.

Monitoring and observability aren’t traditionally found in software curriculums and many of us cobble this knowledge together from whatever vendor or ecosystem we were first introduced to and whatever is a part of your current company’s observability stack.
While the dev and ops silo continues to crumble….many organizations still relegate monitoring & observability as the purview of ops, infra and SRE teams. This is a mistake - achieving a highly observable system requires collaboration up and down the stack.

Epistemic Interaction - tuning interfaces to provide information for AI supportAlan Dix
Paper presented at SYNERGY workshop at AVI 2024, Genoa, Italy. 3rd June 2024
https://alandix.com/academic/papers/synergy2024-epistemic/
As machine learning integrates deeper into human-computer interactions, the concept of epistemic interaction emerges, aiming to refine these interactions to enhance system adaptability. This approach encourages minor, intentional adjustments in user behaviour to enrich the data available for system learning. This paper introduces epistemic interaction within the context of human-system communication, illustrating how deliberate interaction design can improve system understanding and adaptation. Through concrete examples, we demonstrate the potential of epistemic interaction to significantly advance human-computer interaction by leveraging intuitive human communication strategies to inform system design and functionality, offering a novel pathway for enriching user-system engagements.

• Leader: UCC - Type: RTD
• Objectives: Provide methodologies and techniques for modelling the
interaction between the global and individual levels through the use
of stochastic game theory and reinforcement learning. The evolution
of a policy, framed as a consultative democratic process, will be
modelled as a series of stage games in which each agent builds a
model of the preferences of other agents in the context and from
this computes its best response used to refine the current stage
game in order to converge on an overall equilibrium.

• Title Opinion mining on e-participation data for deriving social
impacts
• Leader: INESC - Type: RTD
• Objectives: Mine the sentiment of the public regarding the current
scenario (ex-ante evaluation) and the space of possible decisions
(ex-post evaluation), toward more informed decision making.
• Given e-participation data, the WP will develop a learning framework
whose output can be integrated within the decision support
environment developed in WP3 and the individual level modelling
developed in WP4.
• Overall MM 40
• M6.1 Prototype of the opinion mining tool tested – Month 33
16. WP7
• Title Visual analytics techniques for supporting the policy
making process and e-participation
• Leader: FRAUNHOFER IGD - Type: RTD
• Objectives: Support both the policy maker in its decision process and
citizens and stakeholders in providing an informed evaluation of
policy options. Since decision makers are often no IT experts, they
have to be guided via visual-interactive interfaces. Visual analytics
techniques will support the e-participation tools by providing a
friendly access to data.
• Overall MM 28
• M7.1 Visual analytics prototype implementation is completed and
tested Month 34
17. WP8
• Title System Integration, Evaluation and Assessment
• Leader: UNIBO - Type: RTD
• Objectives: Define the overall system requirements of the project.
Produce the project proof of concept: a decision support system for
policy makers working at global and individual level considering
economic, environmental and society impacts, objectives and
constraints. Target the regional energy plan as a mean for
assessing the usability, flexibility and effectiveness of the system.
