Amid concerns over rising incidents of farmer suicides in the country, the
Narendra Modi-led government is planning to unveil an exclusive all-in-
one insurance product for the farming community as part of its ongoing
social security scheme.To be known as the Unified Package Insurance
Scheme (Bhartiya Krishi Bima Yojana), the policy would flaunt nine
features with mandatory crop insurance. However, farmers have to choose
at least four other features to avail subsidy under crop insurance section,
according to a draft prepared by the Finance Ministry.The draft report is at
discussion stage with all the key stakeholders.The move comes following
the successful launch of mass banking, insurance and pension products
over the past one year and amidst increasing reports of more and more
farmers ending their lives due to indebtedness and other socio-economic
issues.The proposed policy packages various products like crop insurance,
health cover, personal accident insurance, live stock/cattle insurance,
insurance cover for agriculture implements like tractors and pumpsets,
student safety insurance and of course, life insurance, says the draft.The
cover will be for one-year except for agriculture insurance (which will be
bi-annual separately for Kharif and Rabi crops) and will be renewable from
year to year.The scheme would be offered/ administered through general
insurers on similar terms which are applicable on other social security
covers with necessary approvals and allocation of area, it said.The scheme
shall be implemented through a multi-agency framework by implementing
agency under the overall guidance and control of the Union agriculture &
cooperation department, and the states concerned in coordination with
various other agencies.The other agencies involved the scheme include
financial institutions like commercial banks and cooperative banks,
regional rural banks and their regulatory bodies and government
departments like agriculture, horticulture, statistics, revenue,
information/science & technology and panchayati raj, says the draft.The
scheme aims at providing financial protection to farmers, thereby ensuring
food security, crop diversification and enhancing growth and
competitiveness of agriculture sector besides protecting farmers from
financial risks, says the draft.
Jeera settled down on weak exports and sluggish demand on arrival
of lower quality jeera. There is expectation of revival of export demand
on short supply but quality issues may not be positive for prices.
Meanwhile, there are reports that, cumin crop in China damaged due to
heavy rains. Still the quality issues and supply concerns from the
production states keep the prices volatile. As per third advance estimate
of Gujarat State, production is expected at 1.58 lakh tonnes in 2014-15,
which is 54.3 per cent lower, compared to last years’ production of
3.46 lakh tonnes.According to Gujarat government data released on
19th Jan 15, Jeera recorded 2.64 lakh hac, 42% less sowing compared
to last year’s 4.54 lakh hac. There is concern over production due to
untimely rainfall in March in Gujarat and Rajasthan. As per
Government data, 2.41 lakh hectare of cumin crop is damaged in
Rajasthan. According to latest spice board press release, cumin export
is stood at 155,500 tonnes for 2014-15 period and earned foreign
exchange worth Rs 1,838.20 crore while in 2013-14, the figures stood
at 121,500 tonnes valued at Rs 1,600 crore.Export orders may divert to
India due to Geo-political tensions in Syria and Turkey. In Unjha, a key
spot market in Gujarat, jeera edged down by -302.1 rupees to end at
16327.15 rupee per 100 kg.
Turmeric settled down as favorable rainfall in major growing states
such as Maharashtra and Karnataka during last week encouraging
turmeric sowing. Turmeric sowing area reported high in Maharashtra
and Tamil Nadu state during the current sowing period. However,
prospects of weak monsoon in July may not effect turmeric production
as it is sown mainly in irrigated conditions. However, excess rains
during the vegetative and harvesting may adversely affect the
production and quality.As per Spice board of India, the export for the
2014-15 is 86,000 tonnes worth Rs 744.35 crore compared to 77,500
tonnes and Rs 666.75 crore in FY14.

CHANA ARRIVALS AT KEY SPOT MARKETNational Market Update
Government is expected to procure 5000 metric tonnnes of Tur from Malawi
in order to regulate the domestic prices. Tur prices have been increased by
around Rs 30 per kg as compared to the prices of last year across Delhi,
Kolkata and Mumbai. According to a official, government will import Tur
(Arhar) from Malawi, which will help prices to cool down and the procured
pulses will be provided to states from where it will be made available to
people at affordable price.
According to trader’s feed back in Indore region of Madhya Pradesh,
farmers have not received sufficient rainfall from last 15 days and if the
situation continues to be the same farmers who have sown urad and moong
may go for other crops. Urad and moong sown area till now in Indore region
have increased by around 20-35% as compared to last year.
The government of Rajasthan has revised the stock limit to wholesalers from
250 tonnes to 400 tonnes. Of the 400 tonnes, a wholesaler may hold up to 200
tonnes of chana and 200 tonnes of other pulses. An official said warehouses
registered with the Warehousing Development and Regulatory Authority
(WDRA) would also be covered in the norm.
Government agency MMTC opened a tender to import 5000 tonnes of Tur,
the offers must be of minimum 2500 tonnes and remain valid until 24th July
and has to be shipped within 15 September at Mumbai or Chennai port. Tur
can be imported from Myanmar, Mozambique and Malawi.
