India needs an "effective, inclusive and universal" crop insurance
scheme to act as a safety net for farmers as frequency of extreme weather
events due to climate change is likely to increase in the future, a green
body said.Noting that the new crop insurance policy is a step in the right
direction but needs improvements, Centre for Science and Environment
(CSE) said that insurance unit is still not at individual farmer level which
is a major problem in compensating losses of the individual farmers.The
Union Cabinet chaired by Prime Minister Narendra Modi recently
approved the new crop insurance scheme -- Pradhan Mantri Fasal Bima
Yojna (PMFBY). CSE said that the new scheme will replace two schemes
-- National Agricultural Insurance Scheme (NAIS) and the modified NAIS
(MNAIS)."Frequency of extreme weather events and slow onset events
such as droughts are likely to increase in the future due to climate
change."India needs an effective, inclusive and universal insurance scheme
to act as a safety net for farmers. PMFBY is a step in the right direction,
but it requires some key changes to improve its effectiveness," said
Chandra Bhushan, Deputy Director General, CSE.The green body said the
insurance unit still is based on the administrative unit such as block,
mandal, nyay panchayat, and others."With such a large Insurance Unit
(IU), loss estimation at the individual farm levels is never accurate. This
means that some farmers will continue to get less money compared to their
losses and some more."This has been a major concern voiced by farmer
representatives and activists for a long time. As use of technology
improves, changes should be made to make one farm as one insurance unit
to make the scheme realistic in terms of gauging the losses and subsequent
payouts," CSE said.Holding that PMFBY remains silent about the direct
linkage between insurance companies and farmers, CSE said that this leads
to poor service delivery from the insurance companies and advocated for
direct linkages.CSE further said that the "monopolistic hold" of one
insurance company in an area will continue and farmers will still not have
a choice to pick one insurance company over another.
Turmeric settled down on slack buying from traders at the spot market.
Further, new arrivals on expectation of good output in the coming year too
fuelled the downtrend. Spot turmeric prices at Erode markets decreased on
slack buying. Only 5,000 bags arrived for sale and buyers procured 60 per
cent of the stock at a decreased price. Some stockists also procured few bags.
Sources also stated that around 27-28 lakh bags of total stocks have been
reported in local mandies. While the total production in the coming year is
expected to be around 68 lakh bags, up 20 lakh bags from the last year.
Deficient rainfall in during early part of sowing in major Turmeric growing
regions of Maharashtra and Karnataka may reduce the yield.As per dept of
commerce data, turmeric exports till September, 2015 pegged at 50,916
tonnes while the export for the 2014-15 is 90,738 tonnes compared to 78,360
tonnes in FY14. As on latest sowing data, turmeric sowing In AP, is
recorded at 15,864 hectares increase over last years’ acreage as well normal
sowing area progress however in Telangana, the sowing area is lower than
the normal sowing area at 40,823 hac compared to 43,470 hac last year.
Chana settled down on hopes of rise in arrival of new crop in the coming
days coupled with pressure of imported crop. Reports subdued demand at
higher prices as the standing chana crop is developing well in Rajasthan and
MP also weighed. As per data release by Agriculture Ministry, Chana
planted 81.08 lakh tonnes (lt) so far, compared with 79.95 lt last
year.Recently, Government has offloaded over 1.12 lakh tonnes of pulses,
seized from hoarders, in the retail market to improve availability and tame
prices Income tax department raided traders dealing in pulses, especially
chana (chickpea), in Delhi and Mumbai to check the irregularities in
importing. The acreage under chana reported higher in Maharashtra (12.72
lh Vs 9.6 lh), Andhra Pradesh (3.32 lh Vs 2.67 lh) and Karnataka compared
to last year’s acreage but slightly lower in Rajasthan (12.35 lh Vs 12.56 lh)
and MP as per data released by respective state agriculture department.India
has imported 3.07 lt of Chana until September in the current financial year.
