India has raised the import taxes on crude and refined edible oils by 5
percentage points, but traders said the increase was too little to make any
difference to the flood of supplies from Malaysia and Indonesia given rock-
bottom world prices.Consumption in the world's biggest buyer of cooking
oils is rising rapidly, and the low world prices are throwing several Indian
mills out of business and forcing farmers to switch to crops other than
oilseeds, such as soybeans.That is hurting Prime Minister Narendra Modi's
goal of becoming self-sufficient in edible oils this decade, prompting the
government on Friday to raise the duty on crude vegetable oils to 12.5
percent and on refined oils to 20 percent.But B.V. Mehta, executive
director of trade body the Solvent Extractors Association of India, said
imports will still be 21 percent higher at 14 million tonnes in the year to
October as local demand rises by as much as 5.5 percent
annually."Although we welcome the government move, we were expecting
a minimum 10 percentage point duty increase," Mehta said.Indian
consumes about 19 million tonnes of vegetable oils, widely used in its
calorie-heavy, deep-fried foods. Annual demand rises at least a million
tonnes only on account of the population jumping by 22 million.The
dependence on foreign oils is as high as 70 percent, though the fall in
prices in palm oil by $300 a tonne since January last year has kept the
import bill around $10 billion a year.Apart from a global glut, the sharp
drop in petroleum crude prices have meant that too little palm is getting
diverted to convert into renewable fuels. Last year, about 30 percent of the
200 million tonnes of palm oil produced in the world was used for bio fuels
and other industrial use.That is not going to happen this year, said Mehta,
keeping pressure on prices and boosting imports into India."The
government should also have ensured a bigger duty differential between
crude and refined oils to protect the domestic industry," said
Mehta.Massive imports have cut local soybean prices by about a fifth in the
past four months, discouraging farmers from expanding oilseed planting.
Still, local soyoil is much costlier than imported palm oil.
Turmeric settled up due to pickup in demand at the spot market.
Though, arrival of poor quality turmeric from the producing belts,
capped some gains. Turmeric sowing area reported high in Maharashtra
and Tamil Nadu state during the current sowing period. However,
deficient monsoon in August may affect turmeric production in rainfed
areas.Turmeric sowing In AP, is recorded at 12,322 hectares increase
over last years’ acreage and almost same as normal sowing area
progress while in Telangana, only 82 per cent sowing is completed
which normally should be completed as per normal schedule. Spot
turmeric prices decreased sharply due to poor quality arrivals. Within
three days, the price of the finger turmeric was down Rs. 700 a quintal
and the root variety by Rs. 600. Such a dip is due to the arrival of poor
quality produce. Further the upcountry demand was very poor during
this week. The arrival of turmeric bags are very low as only 2,000 bags
arrived and only fifty per cent stocks were sold. The finger variety
decreased from Rs. 200-300 a quintal and the root variety by Rs. 300.
At the Erode Turmeric Merchants Association sales yard, the finger
turmeric fetched Rs. 5,199-7,309 a quintal.
Jeera settled down on late profit booking after prices seen supported
due to limited arrivals from growing regions. Farmers have received
good prices for jeera and this may encourage them to sow more in the
upcoming sowing season. The jeera export from India may be lower as
jeera from Syria and Turkey may come to world market in September-
October. As per Department of commerce data, exports from India in
first three months of FY 2015-16 is 25,318 MT. As per latest spice
board press release, cumin export is stood at 155,500 tonnes for 2014-
15 period and earned foreign exchange worth Rs 1,838.20 crore while
in 2013- 14, the figures stood at 121,500 tonnes valued at Rs 1,600
crore. As per fourth advance estimate of Gujarat State, production is
expected at 1.58 lt in 2014-15, which is 54.3 % lower, compared to last
years’ production of 3.46 lakh tonnes.

Fundamental Watch : Cotton
COTTON PRICES AT KEY SPOT MARKETNational Market Update
According to USDA's FAS (Foreign Agriculture Services), Mumbai, Cotton
production in India would be around 37 million bales (of 170 kg each) in the
season 2015-16 starting from October. Yield is expected to stand around 524
Kg per hectares against the five year average yield of 527 kg per hectare. The
reason for the fall in the yield is the deficient rainfall in the latter half of the
monsoon season which has slowed down the boll development and attack of
pink bollworm and whitefly on the crop in Gujarat and Punjab respectively.
Around 115.20 lakh hectares of cotton has been sown so far throughout the
country, as on 18 September this year. This is around 8.3% lower than the
corresponding sowing progress of last season which was 125.75 lakh hectares,
according to Ministry of Agriculture.
In Gujarat, the major producer of cotton in India, around 27.61 lakh hectares
of cotton has been planted as on 18 September 2015, which is around 8%
lower when compared to the sowing area of cotton on the same date last year,
according to Ministry of Agriculture.
To purchase cotton directly from farmers, 90 outlets of Cotton Corporation
(CCI) of India would start working from Oct 10 in Telangana, said Marketing
minister T Harish Rao. He also said that government would issue the identity
cards shortly to cotton farmers in state.
World cotton exports in 2015-16 according to USDA are likely to be around
7.45 million tons as per the latest estimates by USDA, slightly lower than 7.51
million tons, which was estimated a month ago. According to USDA, world
cotton export for the season 2014-15 is likely to stand around 7.70 million
tons.
