The second part of the presentation presents the development in Denmark in more detail, and it will compare the energy efficiency improvement, corrected for structural change, with the reported savings from the Energy Efficiency Obligation Scheme.

Energy and mobility poverty: Will the Social Climate Fund be enough to delive...Leonardo ENERGY
Prior to the current soaring energy prices across Europe, the European Commission proposed, as part of the FitFor55 climate and energy package, the EU Social Climate Fund to mitigate the expected social impact of extending the EU ETS to transport and heating.
The report presented in this webinar provides an update of the European Energy Poverty Index, published for the first time in 2019, which shows the combined effect of energy and mobility poverty across Member States. Beyond the regular update of the index, the report provides analysis of the existing EU policy framework related to energy and transport poverty. France is used as a case study given the “yellow vest” movement, which was triggered by the proposed carbon tax on fuels.

This webinar is dedicated to the findings of the 3rd issue of the PV Grid Parity Monitor for Residential Consumers.
The Photovoltaic Grid Parity Monitor analyses PV competitiveness with retail electricity prices for residential consumers and assesses local regulation for self-consumption of 21 cities in 12 countries (Australia, Brazil, Chile, France, Germany, Italy, Israel, Japan, Mexico, Spain, UK, USA).
It is based on a rigorous and transparent methodology and has used real and updated data provided by local PV installers, local PV associations and other reliable players from the PV industry. A specific and in-depth analysis of retail electricity rates for each of the 21 cities is included.
Given that PV Grid Parity represents a unique opportunity to develop a local and sustainable power generation technology in a cost-effective way, this Monitor aims at giving benchmark elements and good practice models to foster the development of this technology.

Introduction to the Energy Efficiency DirectiveLeonardo ENERGY
The Energy Efficiency Directive (EED) was adopted in 2012 and is one of the EU’s four key Directives addressing energy efficiency in stationary (i.e. non transport) end-uses (the others being the Energy Performance in Buildings Directive, The Ecodesign Directive and the Energy Labelling Directive). Given that the other Directives cover the energy performance of buildings and equipment the EED is designed to address energy savings opportunities that are not readily addressed by the other Directives. It has its origin in the preceding Energy Services Directive, which was repealed when the EED was adopted. The Energy Efficiency Directive establishes a set of binding measures intended to help the EU reach its 20% energy efficiency target by 2020. Under the Directive, all EU countries are required to use energy more efficiently at all stages of the energy chain from its production to its final consumption. EU countries were required to transpose the Directive's provisions into their national laws by 5 June 2014.

Can Europe deliver on energy efficiency? Investigating the effectiveness of A...Leonardo ENERGY
Article 7 is a key provision of the European Energy Efficiency Directive which established a set of binding measures to help the EU reach its 20% energy efficiency target by 2020. Each member state has to calculate its own savings target, and demonstrate how it will deliver the target between 2014 and 2020. This webinar introduces the main features of Article 7, shows how member states have implemented it, and discusses the challenge of evaluating its impact given the heterogeneity of policy responses.
The webinar will conclude with a number of options how a revised Article 7 can be simplified and streamlined, how transparency of implementation can be improved and how member states could be supported to deliver energy efficiency more effectively.

The European Court of Auditors (ECA) promotes accountability and transparency, and acts as the independent guardian of the financial interests of the EU citizens. ECA recently published two reports about EU energy efficiency policies (about appliances and buildings).
This webinar will present ECA’s role in the EU policy process, how it relates to evaluation, and the main conclusions from the two recent reports.
Discussion Paper on the European Commission’s Energy Union - A Union Based on...Leonardo ENERGY
Leonardo Energy welcomes the Commission’s Energy Union document. It sets out a positive perspective and structured view of how the EU’s energy policy should be developed and implemented in a coordinated manner over the coming decades. The vision of the document is laudable as are the diagnoses regarding the overarching necessity of strengthening energy policy coordination across the EU and of building up governance capacity. These are indeed important priorities if the EU is to succeed in meeting its policy goals set for 2020 to 2050.
However, the challenges to achieving the EU’s energy policy objectives should not be understated or glossed over – they are quite profound and will require sustained efforts on a hitherto unprecedented scale to be addressed. In the end it is the detail of how the headline measures set out in the Energy Union document are designed and implemented, which will determine whether the energy policy objectives will be met or not. It is important to build on existing Directives and policy initiatives rather than starting afresh; but this process requires honest appraisal of the successes and limitations of the current initiatives and more fundamentally of the plethora of barriers to the development of the low carbon energy economy. In particular, the temptation to avoid or ignore difficult challenges will need to be resisted in favour of sustained and determined measures. This requires a collective effort by European policymakers at all levels.

Addressing the Energy Efficiency First Principle in a National Energy and Cli...Leonardo ENERGY
When designing energy and climate policies, EU Member States have to apply the Energy Efficiency First Principle: priority should be given to measures reducing energy consumption before other decarbonization interventions are adopted. This webinar summarizes elements of the energy and climate policy of Cyprus illustrating how national authorities have addressed this principle so far, and outline challenges towards its much more rigorous implementation that is required in the coming years.
More than 20 years ago, the EU vowed to fight the newly identified danger of climate change. Over time, it has developed a policy which is two-fold: on one hand, it looks at ways to reduce greenhouse gas emissions inside EU borders and now has 2050 as horizon; on the other hand, it tends to lead by example and to push other big emitters to gather around similar emission reduction objectives.
Pursuing the idea of giving a price to carbon, the EU has put in place an instrument that would lead it towards decarbonisation: the Emissions Trading Scheme (ETS). Launched in 2005, it has today become a complex system which is being reproduced in other parts of the world. The ultimate vision is one of a global carbon market leading to a significant reduction of greenhouse gas emissions and thus mitigating the impact of climate change.
Introduction to the EU Emission Trading SystemLeonardo ENERGY
The EU ETS Directive is the centrepiece of the European Union’s climate policy. It has created the European Union’s Emissions Trading Scheme (EU ETS), which is a unique and quite com-plex system.
The EU ETS establishes a scheme for greenhouse gas emissions allowances trading within 31 European countries. Its functioning is based on a “cap and trade” principle, which sets a cap on the total amount of greenhouse gases that can be emitted by all participating installations. Within the cap, companies receive or buy emission allowances which they can trade with one another as needed.
Today, the EU ETS covers almost half of EU’s emissions and is part of the daily life of a large number of companies.
The EU ETS Directive represents the backbone of EU’s action against climate change, but it also works in combination with several other pieces of legislation in a delicate balance.
Our European system has very much evolved during the last 15 years. The existing legislation operates until 2020. It has set a greenhouse gas emissions reduction target in line with EU’s 2050 low carbon economy roadmap. The time has also come to discuss the post-2020 period and the European Commission will soon put forward a new proposal with a 2030 emissions reduction target.
Being the first one to have been setup, the European scheme is analysed and taken as exam-ple in other regions of the world where emissions trading starts being implemented.
This course aims at giving a presentation of the EU ETS Directive, the main features of the sys-tem, the balance with other pieces of EU legislation and at offering perspectives for the on-coming review of the scheme.

7. 2. Long-term policy commitment …
• Policy risk is (next to regulatory barriers) important
factor in financing renewable energy & energy
efficiency – two examples:
“A clear political and societal long-term commitment towards renewable
energy is required.[…]This effect can be significant: the levelized cost of
electricity can be reduced by 10 to 30%, as compared to a support
scheme with no particular attention to risk mitigation.”

Uncertainty over scrapping Australia’s renewable energy target made

8. From carbon price-only to modernisation and
innovation tool
• Market Stability Reserve would increase price stability and hence
investor certainty
• Increased Linear Reduction Factor brings EU ETS more in line with
long-term (2050) decarbonisation.
• New potential: Using EU ETS allowances to fund modernisation in
CEE Member States and innovation in industry/energy sector.
Can increase support by (critical) stakeholders
Can help address competitiveness concerns while incentivising
investments in Europe

Use the flotilla of EU policy tools (EPBD, Ecodesign,
EED, CO2&cars, Labelling)
• Quite effective, even if results take time to materialise
• Benefit consumers
• Promote domestic innovation, production (comparative advantage)
and employment
Goals for 2030 policy framework:
• Strengthen and streamline these policy instruments
• Lower administrative burden/simplify (where possible), e.g. through
link with IT innovation
• Smart/targeted funding (see also below)

How to implement an EU level binding target in
absence of national targets?
• EU energy governance needs legal framework – thus review
of RE Directive (and EED) are required!
• Main challenges:
1. How to strengthen the directive and ensure growth of RE across
the EU in the absence of binding national targets?
2. How to enhance investor certainty, reduce policy risk, improve
finance, enhance cooperation between Member States and
address other barriers?

13. Some preliminary ideas
• No backsliding & anchoring of national commitments and policies for
RE growth
• Indicative national growth targets and trajectories with corrective
action if excessive deviation from trajectory
• Link Member State access to EU finance to approval of national
plans and compliance
• Increase EU support for Member State cooperation (e.g. Projects of
Common Interest)
• New mechanisms to remove financing barriers (leverage institutional
investors etc.)

• Enhance demand side mechanisms (e.g. public sector procurement)
• Keep and enhance existing mechanisms to remove regulatory
barriers + consider introducing investor complaints procedure
• Introduction of downstream binding measures? (e.g. US type Renewable
Portfolio Standard for suppliers)??
• Review by 2024-5 with option of re-introducing binding national targets
(in case of underperformance)
• Strengthen and streamline national planning and reporting (e.g. NREAP
and NEEAP consolidation)

…but also don’t forget the bigger
picture
• EU economic governance (SGP, MIP, EDP)
can be barrier for government support for
renewable energy, energy efficiency, energy
infrastructure investments
could introduce more flexibility for these types
of investments
– Example: allowing budgetary flexibility for
projects that receive “investment grade (AAA)”
label (through EIB)
