Energy Efficiency Policies in India

Introduction
 India being the third largest energy consumer in the world, its energy
use pattern has a greater impact on the country as well as the world
 Although India is home to 18% of world’s population, its consumption is
only 6% of world’s primary energy and its per capita energy
consumption is only one-third of global average
 India is trying to meet its demand on both the supply and demand side
by encouraging investments in renewable energy on the supply side
increasing energy efficiency and conservation on the demand side.
Regulatory Framework for Energy Efficiency India
Energy Conservation Act, 2001
National Action Plan for Climate Change, 2008
Bureau of Energy Efficiency (BEE)
Energy Conservation Act, 2001
 Primary objective of reducing energy intensity of the Indian
economy
 Act empowers the Central Government and State Government
to specify energy consumption standards for notified
equipment and appliances

 To Direct mandatory display of label on notified equipment and appliances
 Prohibit manufacture, sale, to purchase and import of notified
equipment and appliances not conforming to energy consumption
standards
 To notify energy intensive industries, other establishments, and
commercial buildings as designated consumers
 Establish and prescribe energy consumption norms and standards for
designated consumers
 To prescribe energy conservation building codes for efficient use of
energy and its conservation in new commercial buildings having a
connected load of 500 kW or a contract demand of 600 kVA & above
 To require designating or appointing certified energy manager in charge of
activities for efficient use of energy
 An energy audit conducted by an accredited energy auditor in the specified
manner and interval of time
 State Governments may amend the energy conservation building codes
prepared by the Central Government to suit regional and local climatic
conditions and
 To direct every owners or occupier of a new commercial building or
building complex being a designated consumer to comply with the
provisions of energy conservation building codes
National Action Plan for Climate Change, 2008
 Action plan outlines a number of steps to simultaneously advance India's
development and climate change-related objectives
 Focuses on eight missions :
 National Solar Mission
 National Mission for Enhanced Energy Efficiency
 National Mission on Sustainable Habitat
 National Water Mission
 National Mission for Sustaining the Himalayan Ecosystem
 Green India Mission
 National Mission for Sustainable Agriculture
 National Mission on Strategic Knowledge for Climate Change
 Aims to promote the development and use of solar energy for power generation and
other uses
 An energy incentives including reduced taxes on energy-efficient appliances along
with a system for companies to trade energy-saving certificates
 Sets a goal of a 20% improvement in water use efficiency through pricing and other
measures to deal with water scarcity as a result of climate change
 Goal to prevent melting of the Himalayan glaciers and to protect biodiversity in the
Himalayan region
 aims at a forestation of 6 million hectares of degraded forest lands and expanding
forest cover from 23 to 33% of India's territory
Challenges & Opportunity
Enforcement and monitoring are major challenges and can add
significantly to costs
Higher first cost is a barrier but with adequate and credible
information, people and organizations can make investments
with paybacks of 2-5 years

Energy efficiency policy in india

  • 2. Introduction  India being the third largest energy consumer in the world, its energy use pattern has a greater impact on the country as well as the world  Although India is home to 18% of world’s population, its consumption is only 6% of world’s primary energy and its per capita energy consumption is only one-third of global average  India is trying to meet its demand on both the supply and demand side by encouraging investments in renewable energy on the supply side increasing energy efficiency and conservation on the demand side.
  • 3. Regulatory Framework for Energy Efficiency India Energy Conservation Act, 2001 National Action Plan for Climate Change, 2008 Bureau of Energy Efficiency (BEE)
  • 4. Energy Conservation Act, 2001  Primary objective of reducing energy intensity of the Indian economy  Act empowers the Central Government and State Government to specify energy consumption standards for notified equipment and appliances
  • 5. Contd….  To Direct mandatory display of label on notified equipment and appliances  Prohibit manufacture, sale, to purchase and import of notified equipment and appliances not conforming to energy consumption standards  To notify energy intensive industries, other establishments, and commercial buildings as designated consumers  Establish and prescribe energy consumption norms and standards for designated consumers  To prescribe energy conservation building codes for efficient use of energy and its conservation in new commercial buildings having a connected load of 500 kW or a contract demand of 600 kVA & above
  • 6.  To require designating or appointing certified energy manager in charge of activities for efficient use of energy  An energy audit conducted by an accredited energy auditor in the specified manner and interval of time  State Governments may amend the energy conservation building codes prepared by the Central Government to suit regional and local climatic conditions and  To direct every owners or occupier of a new commercial building or building complex being a designated consumer to comply with the provisions of energy conservation building codes

National Action Plan for Climate Change, 2008  Action plan outlines a number of steps to simultaneously advance India's development and climate change-related objectives  Focuses on eight missions :  National Solar Mission  National Mission for Enhanced Energy Efficiency  National Mission on Sustainable Habitat  National Water Mission  National Mission for Sustaining the Himalayan Ecosystem  Green India Mission  National Mission for Sustainable Agriculture  National Mission on Strategic Knowledge for Climate Change
  • 8.  Aims to promote the development and use of solar energy for power generation and other uses  An energy incentives including reduced taxes on energy-efficient appliances along with a system for companies to trade energy-saving certificates  Sets a goal of a 20% improvement in water use efficiency through pricing and other measures to deal with water scarcity as a result of climate change  Goal to prevent melting of the Himalayan glaciers and to protect biodiversity in the Himalayan region  aims at a forestation of 6 million hectares of degraded forest lands and expanding forest cover from 23 to 33% of India's territory
  • 9. Challenges & Opportunity Enforcement and monitoring are major challenges and can add significantly to costs Higher first cost is a barrier but with adequate and credible information, people and organizations can make investments with paybacks of 2-5 years
