Thank you for the insightful discussion. Libraries play an important role in communities, and good design is critical to meeting user needs. I'm afraid I don't have enough context about your local libraries to comment specifically. The most important thing is for libraries to continually assess how to best serve their communities through flexible, user-centered spaces and services.

From industry to academia: user-centred design driving library service innovation at Cambridge University Library. The library has adopted techniques from industry like user-centered design to better understand student and faculty needs. Research methods like diary studies, interviews and observations have provided insights into user behaviors. Personas, journey maps and an experience map were created. The Futurelib program rapidly prototypes new services, with Spacefinder - a tool finding study spaces on campus - being an example. It has been successful, with nearly 13,000 sessions in 8 months. Overall findings show user experiences are complex, small changes can have big impacts, and moving quickly helps deliver benefits to users.
- The University of York Library underwent a major refurbishment of its main JB Morrell Library building from 2010 to 2012 to modernize facilities, improve study spaces, and better support changing pedagogical needs.
- User surveys and space utilization data informed the vision of creating a library that supported deep research as well as group and individual student work in a technology-rich environment.
- The project delivered innovative study spaces while respecting the original building design, and improved the student experience, as shown in improved LibQUAL+ survey results after completion.
‘Everything Available’ – the strategy for the British Library’s research serv...Torsten Reimer
The document outlines the British Library's "Everything Available" strategy for research services in response to disruptions in how libraries operate. The strategy has three main goals: 1) Make all of the Library's collections discoverable and accessible globally; 2) Procure and deliver content through just-in-time models rather than just-in-case; 3) Shift focus from licensed to open content and develop new discovery mechanisms including for data. The strategy's short-term plans include improving discovery, user experience, and open access services while medium-term plans include new infrastructure and shared services. The long-term vision is for exceptional text and data mining capacity and support for the full digital research lifecycle through partnerships.
The BAMB project aims to develop buildings as material banks and eliminate waste through industrial symbiosis. It has 16 partners from 8 EU countries and will run from 2015 to 2019. The work plan includes developing material passports and reversible building design approaches. The project will test results through prototyping and pilot projects. Outputs will support decision making at the building and element levels regarding reuse, refurbishment, and recycling. The scope covers new and existing buildings. The decision making support tasks will develop assessment methodologies to evaluate options from linear to circular models. Information from other EU projects like REBUS and HISER will inform BAMB's work.

Outlook
2016/08/10 Opportunistic incrementalism as a strategy for user driven design of library spaces2
3. Opportunistic Incrementalism?
• Development under certain limitations
• Urban development: achieving a goal step by step
• Big approach – small projects (Bostick/Forrest 2013)
• Flexible adjustment of pace and scale
2016/08/10 Opportunistic incrementalism as a strategy for user driven design of library spaces3
4. State and University Library Hamburg
• Four buildings 1885 – 1982
• Old structure listed / whole campus protected
2016/08/10 Opportunistic incrementalism as a strategy for user driven design of library spaces4
5. Building complex and complex buildings
• Each building has individual issues
• No existing masterplan
• Safety and security regulations
• Architectural qualities
• Modular but not multifaceted
2016/08/10 Opportunistic incrementalism as a strategy for user driven design of library spaces5
6. Stakeholders & patrons
• Independent state institution funded by the parliament
• Responding directly to the ministry of science and research
• Main library service provider for University of Hamburg
• 27% of patrons are not members of any HE institution
• Serving different communities with various needs
2016/08/10 Opportunistic incrementalism as a strategy for user driven design of library spaces6
7. A space for the city
• Place for academic, cultural, and political events
• Active part of the city's cultural and academic life
• Public attention and political awareness
2016/08/10 Opportunistic incrementalism as a strategy for user driven design of library spaces7
8. Challenges & opportunities
• Responsibility vs. autonomy
• Funding project by project
• Concurrent building projects
• Inhouse planning team
• Building administration
• Architects and contractors
2016/08/10 Opportunistic incrementalism as a strategy for user driven design of library spaces8
9. Our approach to opportunistic incrementalism
• No budget for a new building or a major refurbishment
• Focus on maintaining structures before 2010
• Isolated projects caused a messy and inconsistent appearance
• Uncertainty about future needs
• Small projects are easier to deal with
2016/08/10 Opportunistic incrementalism as a strategy for user driven design of library spaces9
10. New Reference and Information Centre
• Launched as exemplary project in 2011
• Successful layout and design
• Blending the qualities of a 1970s design with an updated look & feel
2016/08/10 Opportunistic incrementalism as a strategy for user driven design of library spaces10
11. The visible and the invisible: communication
Visible projects:
• Modernisation of public spaces
• New guiding system
• Automatisation of services
• Sanitary facilities
Invisible projects:
• Air conditioning
• Roofs
• Safety and security systems
• Data wiring
2016/08/10 Opportunistic incrementalism as a strategy for user driven design of library spaces11
12. Personal benefits and identification: staff involvement
• Staff is a major driver for change as all projects affect staff
• Identification requires attractive conditions
• Modernisation of staff lounge and tea kitchens
• New furnishing and renovation of offices step by step
• Redevelopment of non-functional office space
• New spaces for meetings and brainstorming
2016/08/10 Opportunistic incrementalism as a strategy for user driven design of library spaces12
13. User Involvement to User Centred Design
• User involvement sneaked in
• No strategic approach at the beginning
• Positive reactions and good outcomes
2016/08/10 Opportunistic incrementalism as a strategy for user driven design of library spaces13
14. Method mix
• Quantitative and qualitative research
