Time, Change and Habits in Geospatial-Temporal Information Standards
Time and change are fundamental to our scientific understanding of the world. Standards for geospatial-temporal information exist but new needs outstrip current standards. Geospatial-temporal information includes capturing change in features and coverages and modeling the processes that inform change. Key standards for time, calendars, and temporal reference systems are in place. Time series modeling from the WaterML standard is a recent advance of high value to hydrology. The OGC Moving Features standard will establish an encoding format for changes in “rigid” features. Interoperability standards are needed for Coverages with values that change based on observations, analytical expressions, or simulations. Applying a coverage model to time-varying, fluid Earth systems was the topic of the ground breaking GALEON Interoperability Experiment. Standards developments for spatial-temporal process models is progressing with WPS, OpenMI and ESMF - supporting a Model Web concept. A robust framework for sharing geospatial-temporal information is now coming into place based on developments captured in standards by ISO, WMO, ITU, ICSU and OGC - including the newly established OGC Temporal domain working group. The new framework will enable capabilities in expressing and sharing scientific investigations including research on the emergence of forms over time. With these new capabilities we may come to understand Peirce’s observation that over time “all things have a tendency to take habits.”

Towards Galileo 2nd GENERATION decision
The European Global Navigation Satellite Systems Agency (GSA) will award a special prize at ERL Emergency 2019 focusing on robots that make use of solutions based on Galileo and EGNOS.
For air robots, this challenge will involve two types of tasks: horizontal accuracy in landings at a specific geographic coordinate; and vertical accuracy while hovering at a specific geographic coordinate. For land robots, there will be only one type of task - horizontal accuracy during waypoint-based navigation.
Visual markers will be used to support the assessment of both types of task. To be eligible for the award, a team must have executed valid trials of the tasks. This paper introduces architecture of the global navigation satellite system (GNSS) networks in the function of the maritime space communications, navigation and surveillance (CNS) for enhanced navigation and positioning of vessels deploying passive, active and hybrid global determination satellite systems (GDSS) networks. These GNSS networks have to enhance safety and control oceangoing ships in navigation across the ocean and inland waters, to improve logistics and freight of goods, security of crew and passengers onboard ships. The maritime GNSS networks integrated with geostationary earth orbit (GEO) satellite constellations are providing important global satellite augmentation systems (GSAS) architecture, which is established by two first generations known GNSS as GNSS-1 infrastructures. The GNSS-1 network is the composition of two subnets such as the US global position system (GPS) and Russian global satellite navigation system (GLONASS). Both GNSS-1 networks play a significant contribution in very precise timing, tracking, guidance, determination and navigation of the oceangoing ships. At this point, both GNSS-1 networks, GPS and GLONASS, are used in maritime and many other mobile and fixed applications to provide enhanced accuracy and high integrity monitoring usable for positioning of the oceangoing ships. To provide improvements of GNSS-1 network it will be necessary to carry out their augmentation within several regional satellite augmentation systems (RSAS) as integration parts of GSAS infrastructures.

• Global Navigation Satellite Systems, such as GPS,
GLONASS, Galileo and Beidou, constitute a worldwide utility,
tightly interconnected with all other critical infrastructures
(electric power distribution networks, air traffic management
systems, railways, water and oil piping networks,
telecommunications;
• EGNOS and Galileo are the key elements of the European
PNT “system of systems”, a strategic and critical

• The Galileo global navigation satellite system, joint initiative
by the European Union and the European Space Agency, is
one of the most ambitious and technologically advanced
service systems being developed in Europe, by European
industries and with European resources.

GALILEO Program Essentials
• Galileo is Europe's initiative for a state-of-the-art global
navigation satellite system, providing a highly accurate,
guaranteed global positioning service under civilian
control;
• While providing autonomous navigation and positioning
services, Galileo will at the same time be interoperable
with GPS and GLONASS, the two other global satellite
navigation systems;
• The fully deployed Galileo system will consist of 30
satellites (24 plus 6 spare) and the supporting ground
infrastructure.
