Liam has worked at Jisc Collections since 2003 as Collections Manager, Collections Team Manager and Head of Licensing, in which roles he was involved in the negotiation and licensing of a wide range of e-content agreements on behalf of universities, colleges and museum libraries. Liam has also been involved in a large number of projects associated with copyright and licensing, especially the adoption of machine-readable licences, as well as providing consultancy and advice to the NHS, SLIC and a variety of overseas consortia on the negotiation and procurement of e-content. Most recently Liam has been seconded to lead the Knowledge Base+ project building a shared academic community knowledge base for UK institutions.
TIPS - CROSSRAIL - MARK MCGOWRAN

The application of the data audit framework (DAF) within DataShare at Oxford
My talk will briefly describe the background to the Data Audit Framework (DAF) work in Oxford to then explain how the DAF methodology was adapted and used with two research groups and a sample of datasets being made available through the Oxford University website. In addition to this, the results from the exercise and the areas where the methodology could be improved will be presented.

UK-India Bi-lateral Workshop on Sustainable Energy and Smart Grid.
Sustainable energy and Smart Grid technology are now very important to ensure national energy security. New advances in electric vehicles, embedded generation and storage, power electronics, wireless sensors, and communication technologies bring new challenges and innovation to the energy industry. The multidisciplinary nature and the impact of these technologies are important to investigate. The introduction of free market environments and CO2 targets raises further complex issues including demand side response and pricing. Hence, the realisation of these technologies will require a major effort from all stakeholders.
This workshop aims to bring researchers and academics in the field together to discuss current work carried out in related research groups in UK and India, key future challenges that still need addressing, and possible opportunities of collaboration. In particular, the workshop will seek to identify needs in India and UK that would benefit from bilateral collaborations, and further strengthen UK-India ties. Participants will be able to give presentations of their work, and discuss areas of collaborations.

Scotland has a distinctive and highly regarded tradition of education that is recognised internationally. However, while the Scottish Government has been active in formulating Digital Future strategies and open data policies, it has yet to articulate policies to support open education and open educational resources.
Elsewhere in the UK, the Higher Education Funding Council for England funded a £15M (€17,5M) OER programme, which ran from 2009 to 2012. The UKOER Programme, managed by JISC and the Higher Education Academy and supported by Cetis, funded a large number of projects that released OERs, developed and embedded open practices and built capacity within institutions and across subject domains. Although restricted to the English HE sector, the UKOER Programmes demonstrated that open educational resources and practices have the potential to address current issues in Scottish education.
Although no comparable funding programme exists in Scotland, a number of ‘grassroots’ initiatives are emerging from the further and higher education sector that are opening up Scottish education. In order to explore how Scotland can leverage the power of open to develop the nation’s unique education offering, support social inclusion and inter-institutional collaboration and sharing, and engage with EU open education directives, Cetis are facilitating an Open Scotland Summit, which will explore the development of open education policies and practices for Scotland. This paper will provide a critical overview of open education initiatives in Scotland in the wider context of UK, European and global developments, and present the outcomes and findings of the Open Scotland Summit.

Since 2003, the Chinese Ministry of Education has supported the creation of more than 12,000 open courses with the purpose of improving the quality of undergraduate teaching in the rapidly expanding Chinese university sector. This project, called the Top Level Courses Project, includes both traditional undergraduate courses, vocational courses, and online courses.
Based on interviews with Chinese professors, administrators and bureaucrats, this study situates the project within the history of higher education in China, and examines how the curriculum design process and course evaluations have developed very differently from what is common in North American universities. Drawing examples from the role of the online courses offered, the presentation will also discuss a number of current and future trends in Chinese distance education policy.

of extensive research and worry. As the global community grapples with swift urbanization,
population expansion, and economic progress, the effects on natural ecosystems are becoming
more evident. A crucial element of this impact is the alteration of vegetation cover, which plays a
significant role in maintaining the ecological equilibrium of our planet.Land serves as the foundation for all human activities and provides the necessary materials for
these activities. As the most crucial natural resource, its utilization by humans results in different
'Land uses,' which are determined by both human activities and the physical characteristics of the
land.
The utilization of land is impacted by human needs and environmental factors. In countries
like India, rapid population growth and the emphasis on extensive resource exploitation can lead
to significant land degradation, adversely affecting the region's land cover.
Therefore, human intervention has significantly influenced land use patterns over many
centuries, evolving its structure over time and space. In the present era, these changes have
accelerated due to factors such as agriculture and urbanization. Information regarding land use and
cover is essential for various planning and management tasks related to the Earth's surface,
providing crucial environmental data for scientific, resource management, policy purposes, and
