The industrialized nations experienced four phases - reconstruction, addressing manpower shortages, rampant expansion to meet public demand, and now innovation due to student protests. Most systems clung to old models despite major societal changes, leading to explosions that forced innovation. Future planning must support adaptive change rather than just expansion.
