KEY POLICY MESSAGES:
1. Reduce Complexity: Simplify regulatory, legal and procedural process for participating in energy
programs and/or off support in navigating the process.
2. Improve Knowledge Management: Build standardized information collection and KPIs into new energy
programs ensuring that this information is available to actors in a meaningful format.
3. Frame Policy Action: Target policies towards specific groups and collectives leveraging that groups’
needs, interests, and psychology.
Technology and domain-specific messages are given in Section 2 of the report, and examples for
implementing the recommendations from EU, national, and local level policies are given in Section 3.
