– Tenderers making a bid for Lot 1 and/or Lot 3, cannot make a bid for Lot 2 or Lot 4.

• Publish RFT: Request for Tender (RFT) will be published in Q1 2022, containing the
award criteria, specifications and minimum requirements
• Queries/clarification period: gives all potential tenderers an opportunity to ask
questions via messaging facility on eTenders about the tender or the services
• Tender Evaluation: Once tender closing date has passed, all valid tenders will be
evaluated by an SEAI evaluation team
• Decide, Notify & Award: Once evaluation is complete, all tenderers will be notified by
eTenders whether they were successful or unsuccessful
• Standstill Period: SEAI will hold a 14 calendar day standstill period from the date of
notifcation.

Good morning everybody and welcome to this information event on our upcoming tender for trusted advisors. The establishment of a panel of expert trusted advisors is part of seais commitment to support communities to develop their own renewable energy generation projects as part of the community enabling framework.
Thanks Caoimhe, my name is Gillian baker and I am the RESS programme manager providing the trusted intermediary service to communitie, so I am the first pont of contact for communities that are interested in RESS and I will be assigning tasks to Tas when they are appointed from this tender that I am going to go through with you this morning
So just to put the tender into context – its really responding to the needs of communities that want to be involved in generating electricity themselves and being part of the decarbonisation of our society.
Im sure the vast majority of you that are on todays call are extremewly familiar with the renewable electricity support scheme however for those of you who may be joining us from further afield the RESS support scheme is an auction based scheme to support and subsidise the development of renewable energy generation developments – series of regular auctions run by eirgrid Communities and large developers can bid into the auction with their prospective projects and those that are successful will be awarded a state guaranteed contract for the purchase of their electricity for approx. 15 years.
Arose out of Irelands eneggy whot paper and the recast renewable energy..
Whats new in RESS and what hasn’t been in previous refit scheme is the provision of pathways. Only one community project has even been built in Ireland so there is a huge focus on changing theis end democtratising the generation market.
Within ress t & cs – mandated community benefit fund where €2 per mwhr of ench project si put into a community pot each year and distributed amongst community groups and individuas within the immediate vicinity of the project and
There is also the fingfence community category in the auction so the system is ebing designed to make it easier for communities to be involved, easier grid connection process with ESB and this ringfenced category for communities of a 0.5mw to 5mw projects, no bid bond and with ress one these projects were successful in commanding a higher price then the commercial category.

And the establishment and implementation fo the community enabling framework.
so the community enabling framework is a suite of complimentary resources to support communities in their renewable energy development ambisions.
So there is the trusted intermediary service which is myself and is the first point f contact for any communitity that is interested in exploring project development, so im essentially the facilitator to ensure project progression
Information warehouse – online set of resources to empower communities with the knowledge that they need to make decisions on projects.
Financial supports – so as im sure you are all aware all community projects in ress 2 and subsequent auctions must be 100% communitiyt woned so there is a large financial gap that communities will have top fill and so there will be aseai grant programme which will run in parallel and conjunction with he trusted advisory supports and so that is what this tender is about the trusted advisors
So I just want to look at the key milestones and activities that a typical community project would go through up to the point of submitting their RESS bid. So this is not a sequential process a lot of these activities run concurrently with one another.
So firstly they need to collectively come together, establish themselves as a community, understand all about the various te4chnologies and whats involved in developing a project.
Initial and detailed feasibility studies need to be undertaken by consultants – scoping out the opportunities and challenges in terms of grid, design, planning, constraint mapping
Develop a strategy with timelines and goals
Form a lega entity and one that fulfils the EU Renewable energy community definition
Continued community engagement with a traged stakeholder engagement strategy
Secure land and wayleaves
Procure, engineering planning and grid conusultants, carry out whatever environmental studies that may be required as part of a planning application.
So essentially communtities have to carry out all the same activities that a much larger generator undertakes however they don’t have the resources both from a knowledge perspective and a financial perspective to effectivey carry out these taks.
So I supoe that gap is really the rationale and purpose of this tender, is to equip communities with what they need to develop a project
So the rationale for the tender is twofold.
Appoint a panel of expert trusted advisors to both
Support communities to participate in RESS auctions:
Help them understand everything that’s involved in developing a renewable project,
Allow them to make informed decisions on project progression, even if that means deciding not to go ahead with a project. Renewable energy projects have an extremely high failure rate and its not for every community.
Engage with and develop community support – how to effectively engage with their locality – conduct information days, develop stakeholder engagement strategy.
How to go about requesting qutatiosn for work, procuring contracts and services,
How to source financning and aapply for it.
2 support SEAI in delivering the enabling framework – very niche and specialised industry and so we need that expertise to help us in the delivery of a programme that is fit for purpose and fit for market and really helps communitis

Bespoke queries
Provide best practice supports and ides and devise solutions and ideas that have the potential to improve community project outcomes.
Structurte the framework will be in 4 separate lots.
Lot and lot are focuse on the more phrsical side of site developmentso in terms of the land, whats actually possible in terms of engineer and design, looking at transport and deliver and construction very technically focused
Lot 3 and lot 4 are more focused on project delivery and consent – so this is more looking at the contracts and consents required for the delivery of a project, making sure that is financially viable and bankable and that various contracts have the required step in rights for example, so that when a project gets to RESS that all the is are dotted and ts crossed to actually contractually build it.
From a financial and viability perspective it all stacks up
. An Open procedure means that any organisation can respond to the advertised Contract Notice, request/download the procurement documents and submit a tender.

FAQ docs – same queries will come up time and time again – so we need to build a bank of knowledge and FAQ docs that we can put on our website in the information warehouse

Detailed feasibility studies – I have highlighted the detailed feasibility studies ato note here is that beyond these feasibility studies – communities proceeding will have to appoint their own consultants and there will be an SEAI grant programme to support the cost of engineering, design and planning works. In parallel to the grant programme trusted advisors will guide communities on the next step of their journey and help with particular queries that arise to ensure that they are kept on track.
FAQ ducments – same queries on issues will come up time and time again – so really want to build capacity
Strong evidence of developing renewable energy projects in Ireland – demonstrating knowledge of ress, planning, grid etc..
Conflict resolution – projects can be contentious – so its important that communities can difuse any potentential conflicts ideally before they become an issue or threat to the project.
