This document summarizes an assessment of Rwanda's Energy Development and Poverty Reduction Strategy (EDPRS I) in the energy sector. Key findings include that EDPRS targets for increasing electricity access and generation capacity were on track to be achieved. However, project implementation was more centralized than decentralized, and donor support procedures were lengthy and not well-coordinated.
