INFLUENCES OF POLICIES ON HOUSING SUSTAINABILITY: CASE OF A DEVELOPED COUNTRYDr Renuka Thakore
This paper explores influences of housing policies on housing sustainability, including multi-level
transition process for housing energy efficiency. Important structural barriers experienced by housing
stakeholders in implementing essential conditions for housing energy efficiency; and changes critical for
strategic performance of housing sector are discussed. A mixed methodology was used to identify effects on the
England housing organisaiton’s operational capabilities. The important barriers were evaluated by a survey
distributed to the stakeholders throughout the England demographics; and housing experts were employed
through Delphi method to highlight strategic capabilities required by the organisations to optimise their
performance for energy efficiency. The findings were used to develop a conceptual model for “improved energy
efficiency” for sustainable housing which explicitly embodies essential conditions, important structural barriers
and stakeholders’ perspective into one congruent relationship model.

Fostering solar technology in the Mediterranean area - Context AnalysisFOSTEr in MED
All the areas covered by FOSTEr in MED are characterised by the growth of electricity consumption, with a peak in summertime. In all partner countries, the increasing price of electricity causes the need to evaluate alternative energy sources but the context analysis showed that PV technologies are not diffused in MENA countries, where they are considered expensive compared to the price of electricity provided by national grids, while the Italian and Spanish context is considerably different.
FOSTEr in MED (FOstering Solar TEchnology in the MEDiterranean area) is an ENPI CBC MED strategic project to promote the adoption of Photovotaic (PV) and Building Integrated PV (BIPV) technologies in the the project partner countries: Egypt, Italy, Jordan, Lebanon, Spain, Tunisia. As a preliminary
step, a Context Analysis has been performed within the Work Package 4 (WP4) to understand drivers and hinders to the diffusion of these technologies in the partner countries urban environment.

The objective of this work is to contribute to valorization de Nephelium lappaceum by the characterization of kinetics of drying of seeds of Nephelium lappaceum. The coefficients of diffusion vary between 2.09.10-8 to 2.98. 10-8m-2/s in the interval of 50°C at 70°C and between 4.83×10-07 at 9.04×10-07 m-8/s for the powers going of 140 W with 420 W the relation between Arrhenius and a value of energy of activation of 16.49 kJ. mol-1 expressed the effect of the temperature on effective diffusivity.

Background
This report aims to identify the enabling factors for collective action in the energy transition domain and assess to
what extent these enabling factors have the potential to influence energy consumer/prosumer behaviours.
Enabling factors are defined as those energy relevant framework conditions that can be actively shaped by policy
makers in a society that has set itself the goal of energy transition.
A number of case studies have been conducted in six European countries (Austria, Bulgaria, Italy, Norway, Spain and
Turkey) covering three technology areas: electric mobility, smart energy technologies and energy in buildings. The
results of these case studies are put together in this report.
The case studies considered have shown that policy makers face very specific and different challenges when it
comes to promoting energy transition activities among population groups in different countries.

Findings - Results
• 11 case studies were driven in Italy, Norway, Spain,
Bulgaria, Turkey, and Austria.
• Areas covered by case studies were: e-mobility, co-housing
projects, energy cooperatives, renewable energy initiatives in
small cooperatives, renovation of residential buildings and a
municipal efficiency network.
• Facilitating factors: presence of a strong environmental
motivation of the key stakeholders involved, a clear external
financial incentives, a social support system
• Barriers to establish collective initiatives:
✓ General lack of awareness and environmental concerns,
a certain lack of community spirit that hinders collective
initiatives.
✓ Complicated legislation and especially legal uncertainty
and many bureaucratic burdens.
• Common factors:
✓ Technological gaps still have to be closed in the domains
considered, for example the stabilization of grid
infrastructure
Conclusions
• Legislation, incentives, funding schemes still have room
to be improved, clarified, simplified
• Compliance between national, regional and local policies
in terms of funding, incentives, regulations
• Active support to individual and collective actions needed
• Increase of awareness of the need for accelerating the
transition to more sustainable energy lifestyles and
practices, among single individuals, self-organized
informal collectives and representatives of formalized
agencies
• Clear and better administrative procedures
• Investment in Research and Development: there is a
need to do research on different technologies (e.g. on
charging technology) and to bring these technologies
further
• Increasing awareness of initiatives among individuals and
companies: more information at different levels and
institutions about e.g. e-car sharing, co-housing, etc. has
to be available
