Background
 There are over 61,000 Sailors whose contract ends prior
to their PRD.
 This misalignment causes unexpected gaps in
manning.
 Alignment will send an accurate demand signal to
NPC. Helps minimize gaps in manning
Applicability and Purpose
 This policy applies to ALL enlisted Sailors whose tour
length and EAOS do not match.
 Sailors can extend to meet Prescribed Tour Lengths
 Alignment season: Now until 31 May 2018
 Decision Window is the length of time from checking
onboard and completing initial CDB up to 13 months
from EAOS.

 Enlistment Extension Policy
COs Extension Authority
 This NAVADMIN makes the COs authority to extend
Sailors enlistment contract permanent.
 CWAY approval is not required to extend for this
reason.
 With CO approval, Sailors requiring a HYT waiver to
comply with this policy are approved to extend to meet
full PST without the need of a HYT waiver request.
OBLISERV Policy
 Effective immediately, all PCS orders will require
OBLISERV for the full prescribed tour.
 Transferring commands must ensure OBLISERV is
completed prior to executing orders.
 Gaining commands must verify members’
EAOS/SEAOS match or exceeds prescribed tour. If
If Sailor does not desire to OBLISERV
 Transferring command will issue a NAVPERS 1070/613
(page 13) to document Sailor’s decision.
 Command will notify detailer via naval message.
 PERS 40 will make decision to either direct Sailor to
execute or cancel orders based on time remaining on
contract and Needs of the Navy.
CWAY Policy
 16/15 and 14 months from SEAOS: Mark ‘No apply this
Month’ if Sailor is still undecided about extending to
meet prescribed tour length.
 13 months from SEAOS: Mark Sailors as ‘Intend to
Separate’ and add note: “Decline to Obligate Service to
match SEAOS to Prescribed Tour.”
 PERS-40 will adjust member’s PRD back to match
their SEAOS.
CWAY Policy continued
 If Sailor makes the decision to Obligate Service to
match Prescribed Tour Length AFTER ‘Intend to
Separate’ and PRD adjustment has been made, a
NAVPERS 1306/7 must be submitted to restore prior
PRD and ECM can reset CWAY if necessary.
Enlistment Extension Policy
 Sailors can extend up to 48 aggregate months per
contract to match their duty station tour length or to
obtain the required OBLISERV to execute PCS orders.
 Nuclear-trained Sailors requiring greater than 23
aggregate months extension will coordinate with
OPNAV N1333.
Command Actions Required
 Within 90 DAYS of release of this NAVADMIN
commands will identify and counsel Sailors onboard
whose EAOS is less than their PRD.
 After counseling is complete and 90 days has passed,
command is required to submit a message with a list of
Sailors who did not obligate service.
 PERS 4013 will adjust PRD to their EAOS, record
marked as “undecided”
