Policy and Responsibilities
 CP is a one-time mid-career incentive pay in exchange
for an agreement to obligate an additional 4 years
 N13 will release memo by 30 June of each year
indicating CP multiples, timing and service
obligations
 PERS-8 is responsible for processing and executing CP
payment for active duty, maintain current CP rates and
release CP authorizations to DFAS, and process PG13.
CCC Responsibilities
 Brief Sailors on eligibility and obligations
 Enroll members via permanent pg13 and forward to
PERS-8 or PSD if unable to elect via NSIPS.
 Pg13 include: CP date eligibility, acknowledge service
obligation
 Identify Opt-in eligible for CP in 2018
**Member is ultimately responsible for electing CP **
Eligibility for CP
 AC or FTS with less than 12 years of service from PEBD
 Agree to serve in AC or FTS based on current service
for an additional 4 years via NSIPS or PG13.
 Having additional 4 years on contract not required.
 A “promise” to serve additional 4 years.
 Members with request to separate or have separation
orders are not eligible
 Members who have previously received CP are not
eligible
Notification
 Member is responsible to submit request for CP
 NPC will send email notification at 6 months and 90
and 30 days prior to 12 year mark
 Email address needs to be updated by member in their
ESR or they won’t received a notification
 A final email notification will be sent 1 month prior to
CP date
Election
 Request must be made prior to reaching 12 years
 Decision is irrevocable
 Member’s passed 12 year are not eligible
 Opt-in eligible for CP in 2018 will have a shorter
time period to elect CP. If unable to elect CP via
NSIPS, member must use permanent PG13. Must
be complete prior to reaching 12 years of service
Payment
 Lump sum payment
 4 equal annual installments over 4 consecutive years
 Effective date: 12th year anniversary of member’s PEBD
 Pay scale: over 12 years of service monthly BP
 CZTE withholding rules apply
 Payment received within 60 days from 12 year anniversary
 Computation:
 E6 over 12 yr. BP $3776.70, CP rate: 2.5
 3776.70 x 2.5 = $9,441
 E5 over 12 yr. BP $3310.50, CP rate: 2.5
 3310.50 x 2.5 = $8,276
