This document provides charts and data to support the annual NHS Diabetic Eye Screening Programme report for the period of April 1, 2015 to March 31, 2016. It includes information on eligible patients, screening outcomes, referrals to eye hospitals, and notes on data quality for individual screening services. Definitions of key terms and codes for the 90 screening services across England are also provided.

3. Data type
Data is presented by the screening service where the person with diabetes was
registered during the screening year.
If a person with diabetes moves to a different screening service and is
rescreened they will be counted twice as information cannot be transferred
between services. People with diabetes are referred to a screening service
based upon the location of their GP but can choose to be seen in a different
service.

Reporting period
The screening year is 1 April 2015 to 31 March 2016
Charts 1-5 relate to people with diabetes who were eligible on 31/03/2016 and
their screening activity during the screening year.
Charts 6-10 relate to eligible people with diabetes who were screened between
01/04/2015 and 31/03/2016 but whose grading, referral and attendance at a
hospital eye service may have occurred outside of the screening year

South East London and Kent and Medway screening services have been
excluded as they moved onto common pathway compliant software after
01/04/2015.
Chart 2: new additions sent a first invitation. North West London (87) and
Portsmouth and South East Hampshire (53) changed provider and software
supplier in 2015/16. This resulted in an artificially large number of additions to
the programme register, reducing the percentage offered a first appointment
within 3 months.
Chart 6 and 7: result letters sent in 3 and 6 weeks. Liverpool (43) is conducting
a trial on extending screening intervals; participants randomised to a certain
arm of the study are not sent a normal results letter which has had an effect on
percentage of letters sent in 3 and 6 weeks.

Term Definitions
DES Diabetic eye screening
DESP Diabetic eye screening programme. The service provider.
Eligible
A person, who as of the last day of the reporting period on the programme register is aged 12 years and
over and has a diagnosis of diabetes mellitus (excluding gestational diabetes). This includes those who
are excluded as either opted out of screening or are medically unfit and it includes those who have been
suspended under the Hospital Eye Service and suspended for management in a surveillance clinic. It
excludes those who do not have perception of light in both eyes.

Following internal quality assurance procedures, the assessment of a level of diabetic retinopathy from the
evidence as presented.

Uptake
The percentage of eligible people with diabetes offered screening who attend and have a successful
screen. This includes instances where one or both eyes are not assessable through digital photography
and a screening outcome of ‘ungradable’ is assigned.
