This document defines developmental supervision as an approach to leadership for improving instruction. It describes three phases: diagnostic, tactical, and strategic. In the diagnostic phase, the supervisor observes teachers and identifies their levels of development. The tactical phase focuses on helping teachers solve current problems, using either directive, collaborative, or nondirective approaches. The strategic phase aims to accelerate teacher growth by gradually exposing them to new ideas and reducing dependence on the supervisor. The overall goal is to increase teachers' abilities over time.
