This document summarizes a panel discussion on launching open educational resource (OER) initiatives at community colleges and California State University campuses. The panelists discussed their experiences implementing OER programs, including obtaining grants and institutional support. They described challenges like gaining faculty adoption, ensuring accessibility, and sustainability. The moderator noted that if OER reduced textbook costs by $170 per student each semester, it could save California higher education students over $1 billion per year. The panelists provided their contact information for those interested in learning more about their OER initiatives.

TSAA delivers advanced STEM related courses in Astronomy and Astrophysics to high school students across Queensland via a virtual classroom administered through Blackboard. The challenges of providing this contemporary form of learning and engagement has seen the partnering of an innovative digital educational delivery model with university options that fast track students into Science, Technology, Engineering and Mathematics (STEM) careers.
TSAA’s vision is to create a sustainable but tangible and meaningful nexus between student, teacher and professional academics while studying Senior Astronomy, Senior Astrophysics and other STEM related courses online.
TSAA has entered into a 2 year collaborative partnership with USQ to develop syllabus and online curriculum and resource materials for courses in Data Science, Coding and Scientific Literacy.
TSAA is committed to supporting the future development of teacher expertise and STEM related curriculum for middle and junior secondary schooling throughout Australia. Through qualified GHOU facilitators, TSAA plans to develop, maintain & provide quality face-to-face and online professional development workshops for teachers to learn how to engage students from grades 4 to 9 in the classroom through GHOU.

Planning and early implementation of California Community College Chancellor’s Office (CCCCO) Zero-Textbook-Cost Degrees (ZTCs) program shifted into full-scale implementation in January 2018, with a total of 23 colleges developing full degree and certificate pathways that have eliminate textbook costs for students. ZTCs include two-year associate degrees and career technical education (CTE) certificates that have been redesigned by faculty to use open educational resources or zero-cost materials.
Join us to hear from the leadership driving this program forward. The lead at the state Chancellor’s office will describe the vision of the program and plans for future innovation. Technical assistance providers from College of Canyons and West Hill College Lemoore will share details of the training and evaluation programs supporting the transformational work at the participating colleges. The chair of the statewide Academic Senate OER Task Force will describe the essential role of faculty adoptions in maximizing the impact of ZTC degrees throughout our state.

May 9: The importance of student collaboration in oer projectsUna Daly
Students have a valuable role to play in advocating for open education as well as the creation and revision of OER. Join us to hear from faculty, a student, and several administrators on how student collaboration has helped advanced their OER initiatives and contributed to student digital literacy.
College of the Canyons in Santa Clarita, California, will share how their extended OER team hires students who work with faculty to find and format OER for inclusion in OER courses. Trudy Radtke, a former College of the Canyons student, had this to say about how OER helped her, “I come from a low-income family and could not purchase all of the necessary textbooks for my first two years of college. In an attempt to supplement my learning I would research my class topics online; I used many OER materials to successfully compensate for the textbooks I could not afford.”
English instructor Laurie Coleman and Digital & OER Coordinator Phillip Anaya from Alamo Colleges in Texas will share how their Alamo Open initiative provides students with information on finding courses that use OER and free instructional materials. This reduction in cost helps their students to stay in school and stay more engaged in their classes as they no longer have to do without textbooks or drop classes due to financial reasons.
Librarian Megan Dempsey, Raritan Valley Community College (RVCC), New Jersey will share how they have collaborated with their student government to promote OER. In the fall 2017 semester, the RVCC Student Government Association signed a resolution to raise awareness about the cost of textbooks and encourage faculty to adopt open educational resources.

CCOTC16: OER Degree Pathways, Certificates, and CoursesUna Daly
A panel of Community College Consortium for Open Educational Resources (CCCOER) members will share how they are adopting OER for degree pathways, certificates, and courses at their colleges. CCCOER was founded in 2007 and now composes over 250 colleges in 21 states and provinces. Members collaborate online regularly at monthly webinars and advisory meetings and in-person at conferences on best practices for OER adoption. This cross-institutional sharing of open educational resources, open practices, open policies, and open research provides a powerful OER advocacy network for community colleges. New members have immediate access to online resources and a community of OER practitioners and experts who can help them launch their projects more efficiently and quickly. Meetups at regional and national conferences provide an opportunity to share and promote successful OER adoption strategies of our members with colleagues in higher education. Audience participation will be welcomed.

How OER Use Fosters Policy and Practice ChangeUna Daly
Community and technical colleges are increasingly advocating for open educational practices and policies to fulfill their open access mission. Affordability can be a significant access barrier for the high percentage of non-traditional students at community college. Non-traditional students often work to support themselves and family members while they attend college. As funding cuts have lead to higher tuition costs, many are unable to afford the expensive instructional materials.
Faculty have responded by adopting open educational resources (OER) and open textbooks to make college more affordable for their students. In the process, they are improving instructional practices as they customize materials to meet the unique needs of students at their college. A focus on online and interactive materials and regional workforce education has been noted. College administrators and trustees noting these successes are proposing open policies to encourage the use of OER in an increasing number of disciplines and in district-wide implementations.
Hear case studies from members of the Community College Consortium for Open Educational Resources (CCCOER) at OCWC on how adoption and creation of OER and open textbooks has improved affordability and teaching practice.
Faculty at College of the Canyons in Sociology, Water Technology, and statistics have created and adopted OER and open textbooks saving students $235,000 over a single year. An OER repository and a flexible infrastructure for supporting the sharing of faculty developed learning objects has been developed. Their Dean of Distance Education leads the CCCOER Advisory Board representing the consortium at conferences throughout the world.
Maricopa District, one of the largest community college districts in the U.S., has endorsed “the development and use of OER to support innovative and creative opportunities for all learners,” in its 5-year District-Wide Information and Instructional Technology Strategic Plan. Math faculty at three of the district colleges: Scottsdale, Paradise Valley, and Phoenix are sharing resources and strategies to provide multiple sections of high-enrollment math courses using OER. Pilots of OER math at three additional Maricopa community colleges will begin in Spring 2013. Scottsdale College alone has saved students over $200,000 in fall 2012.
CCCOER was founded in the Foothill–De Anza College District to create awareness and build a community of practice around OER at public two-year colleges. As proof of concept, the Collaborative Statistics textbook was openly licensed and imported into the Connexions repository at Rice University. The textbook was widely adopted by math faculty at De-Anza college and 20 other colleges in North America and has saved students at De-Anza over a million dollars to date.

Librarians from Georgia State University’s Special Collections and Perimeter College describe their recent experience developing National History Day (NHD) programming. NHD provides a well established program from which to build unique and meaningful partnerships between middle and high school researchers and academic libraries. collaborative relationships, as well as strengthening relationships among library staff, departments, and campus libraries.

For many student leaders, finding ways to make a post-secondary degree more affordable is a top priority. While student leaders may have heard about the benefits of OER, many may not be aware of the tactics needed to actually transition their efforts into increased awareness and adoption. Further many librarians, teaching and learning support staff and faculty members working to advance OER on campus have not yet collaborated with students. In recognition of this, this workshop will provide attendees with an overview of grassroots tactics, highlighting the benefits of involving students in OER advocacy. Through highlighting successful collaborative OER campaigns, this session will provide attendees with the opportunity to connect, learn from one another and commit to further action that can be taken on their campuses through grassroots organizing.

Improving Student Success with California Zero-Textbook-Cost Degree Grant Program
In early 2017, the California Community College Chancellor’s Office (CCCCO) awarded 23 college districts funding to plan or create zero-textbook-cost (ZTC) degrees in the continuing effort to improve student access, success, and completion. ZTC degrees consist of an entire pathway of courses culminating in a degree or certificate that have been redesigned by faculty to use open educational resources or zero-cost materials.
Join us to hear from the Chancellor’s office on the vision behind the program and how to apply for the 2nd round of funding to develop additional ZTC degrees. We will also hear from the lead colleges providing statewide technical assistance to ZTC grantees and the work of the statewide Academic Senate OER Task Force to maximize the impact throughout all 113 California community colleges.

OTC19: Zero Textbook Cost Degrees - Reducing Equity Gaps or Just Lowering CostsUna Daly
Twenty-six community colleges received Zero Textbook Cost (ZTC) Degree implementation grants from the California Community Colleges Chancellor’s Office. Eliminating the cost of textbooks removes a major barrier to student access and learning. Grantees were also interested in how ZTC degree pathways can address the critical issue of student equity. With this in mind, the ZTC Degree Technical Assistance team has developed four major strategies to promote and measure the link between ZTC degree pathways and equity.
• Collect student outcome data for pathway courses and disaggregate by demographics to better understand the effects on all students.
• Develop the ZTC Degree Equity Champion network to provide a community of practice, coursework, and training materials to promote awareness among students and faculty and linkages with student equity and guided pathways initiatives on campus.
• Promote ZTC Degrees through summits, conference events, and marketing materials to drive awareness and build relationships with the statewide academic senate and the other public higher education systems.
• Develop a course that ties Open Educational Resources to Student Equity, and Guided Pathways to ZTC Degrees.

Many college faculty and staff have been engaged in making their institutions more accessible, inclusive, and equitable through the adoption of OER and open educational practices. One year ago, the need for this work became even more apparent as educators began to recognize that the structural racism deeply embedded in our society was in fact very evident in higher education as well. We invite you to hear from three college professors and the program staff who supported them in moving from the desire to make their classrooms more equitable and antiracist to taking concrete actions to do so.

California ZTC Degrees Panel: Past, Present, and FutureUna Daly
Online Teaching Conference 2020: Twenty-six California Community Colleges embarked on a journey to create thirty-four Zero Textbook Cost (ZTC) Degrees to dramatically reduce the financial burden of earning an associate degree or career technical education certificate. More than 20,000 students over three years would benefit from this approach to eliminating the barrier of textbook costs. Data collected from participating colleges show that all students in ZTC pathways did better than those in non-ZTC courses, and that traditionally underserved populations did even better.
With proven results of reducing equity gaps, the Governor has proposed doubling the initial $5 million ZTC program to $10 million in FY21, opening this opportunity to more colleges wishing to leverage ZTCs to increase student achievement and reduce equity gaps. Join us to hear from ZTC champions who led the initiative, supporting the faculty who transformed their courses to lower barriers and improve students learning, and ensuring the sustainability of the program. Launched in fall 2019, the Regional Leadership for Open Education (RLOE) initiative was inspired by CCCOER members’ growing need to collaborate across institutional and state boundaries to find solutions for issues impacting OER adoption at diverse, multi-institution systems. Many open education leaders face similar issues of advocacy and implementation beyond their home institution and wish for the opportunity to craft common solutions and eliminate duplication of efforts. Leaders from colleges, universities, library consortia, and government agencies were invited to participate in four workgroups to discuss and build solutions. Each workgroup has developed a focus project for pursuing in 2020 and will share early efforts and invite community feedback
Policy & Strategy: focusing on a bibliography of open education policies and building a video repository of statewide OER policy clips.
Stewardship: focusing on emerging frameworks for stewardship of open education resources and student privacy and data.
Professionalism: focusing on building a matrix of emerging “open education” roles and their associated competencies to better identify training needs.

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. The Committee followed the hearing with letters to those institutions on January 10, 202
Embracing GenAI - A Strategic ImperativePeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.
