This document discusses several key points around governance innovation and its economic implications:
1) Productivity dispersion across firms has increased, especially in digital intensive sectors, with top firms becoming more productive while productivity has stagnated at other firms.
2) Innovative digital services can boost productivity for firms that adopt these services, as shown by data from several European countries.
3) Product market regulations that are less restrictive encourage more firms to adopt new technologies like cloud computing. Countries with higher barriers to competition tend to see less cloud computing adoption.
4) Existing regulatory indicators capture some but not all aspects of regulating new digital technologies, so reforms are needed to make regulations more technology neutral and supportive of data-driven

This document summarizes trends in digital regulation discussed by various committees and organizations. Key areas addressed include disinformation and transparency in online political ads and marketplaces; regulating competition in the digital advertising market; auditing algorithms for fairness; and establishing standards for data use, privacy, and security for drones, IoT devices, and health technologies. Legislators aim to achieve parity between offline and online regulation, but competition regulators may not be equipped for the digital landscape. Political campaigning and inferred personal data practices require clearer rules.

1. overview of EC e-gov activities
2. e-participation and the policy cycle
3. lessons from the digital agenda
The document discusses challenges with coordinating telecommunications market regulation across the European Union. It notes that international mobile roaming regulation has taken up significant time and resources over 25 years without fully addressing the issues. It also questions whether national telecommunications regulators are still needed given they have not delivered competition or a true single market. The document argues that tighter coordination of regulations will be a long process and eliminating national regulators may be easier to achieve a single telecommunications market in the EU.

Written by Business Council of B.C. Policy Analyst Kristine St-Laurent, this issue of Policy Perspectives looks at how the digital economy permeates all aspects of our business interactions and how British Columbia's economy is evolving to manage the transition to digital.
Digital transformation offers many opportunities for small and medium enterprises (SMEs) if imbalances are addressed. While it lowers barriers and allows scale without mass, it also enables winner-take-all markets that advantage large incumbents. Policy can support more competitive markets and SMEs with potential through funding, advice, and technology support. Examples from Korea, Ireland, Lithuania, and China show how innovation policies have fostered startups and networks. Ensuring innovators are rewarded but opportunities remain for challengers supports inclusive growth.

The document discusses factors that influence the digital payments industry according to the PESTEL and Porter's Five Forces frameworks. It summarizes that competition in the industry is very high due to constant pressure to innovate, the importance of network effects, and the threat of new entrants. While barriers to entry are high, new fintech and large technology companies are able to overcome them by attracting large user bases. Buyers have moderate power due to switching costs being low between digital payment providers.
This document discusses the impacts of information technology on society. It notes that advances in computing and communication technologies are having wide-ranging effects across many domains of society. One of the most significant outcomes is the rise of electronic commerce over the Internet, which may radically alter economic activities and the social environment. Information technology is affecting business models and market structure by reducing the importance of distance and promoting more market-like forms of production and distribution. It also impacts workplaces and labour markets by allowing new forms of collaboration and flexible work arrangements.
Rio Info 2010 - Encontro PSVs IT - Djalma PetitRio Info

This document outlines a development program called VA2030 for the virtual assets market in Ukraine and globally by 2030. It identifies needs from a business, government, and consumer perspective around the lack of legal protections and regulations for cryptocurrencies. The solution proposes developing laws and tax incentives, strategic foresight, educating professionals, and incubating products. Economic benefits include jobs, investment, and tax revenue as the global market is projected to grow to $3 trillion by 2030. Social goals include quality education, economic growth, infrastructure, reducing inequality, and international partnerships. Key 2030 goals are developing an attractive ecosystem for crypto companies, allowing innovative products, increasing Ukraine's share of the global crypto market to $100 billion in capitalization
The document discusses the impact of information technology (IT) on productivity, quality of life, and healthcare costs. IT has helped increase worker productivity and standards of living over time. However, the digital divide exists between those who can and cannot access new technologies. Implementing electronic health records, telemedicine, and mobile health apps can help reduce skyrocketing healthcare costs while improving quality of care.
Prepared by the EBG in collaboration with the Boston Consulting Group and IBM, the 2016 Guide answers this question by drawing on 65 interviews with top decision-
makers (Chief Executive Officers, Chief Digital Officers, Chief Operating Officers, etc.) of French and international companies, including traditional, but also pure plays.
The areas of activity have been arranged into 5 groups:
• Transport, Travel and Hotels,
• Telecom, Media, Energy, Gaming,
• Fashion, Distribution and Consumer Goods,
• Insurance,
• Banking.
By surveying these different B2C or B2B2C sectors, a more global image of digital industrialization emerges, beyond pilot programs.
Several analytic tools used by the Boston Consulting Group were applied to the analysis
of this work:
The matrix of the digital disruption of the BCG economic environment allows us to evaluate the intensity of the disruption that affects these different sectors and their level of transformation.
Digital transformation study led by IBM, Boston Consulting Group and the think tank EBG, addressing 65 global companies in Europe on their views, challenges and status on digital industrialization of their organization
The digital revolution began in the 1950s but truly took off in the 1990s with the invention of the World Wide Web and the growing availability of affordable digital devices. Today over 4 billion people use the internet globally through computers, phones, and other connected devices. E-commerce is also growing significantly across all retail sectors as more customers conduct online searches and purchases. However, the rapid pace of technological change has disrupted many industries and business models. It remains to be seen how businesses, customers, and societies will continue to adapt to an increasingly digital world.
1) Finland topped Sweden as the best country for embracing information technology according to the World Economic Forum's 2013 Networked Readiness Index, due to its business-friendly environment and top education system.
2) Digitization has boosted economic growth and job creation globally, and increasing digitization in emerging markets could lift over 500 million people out of poverty in the next decade.
3) The Nordic countries and Asian Tigers like Singapore and South Korea dominated the rankings, while the BRICS countries lagged behind and need more investment in ICT, skills, and innovation to sustain rapid economic growth.
This document outlines actions in the new Digital Agenda for the Netherlands, with a focus on education, knowledge and innovation. It notes that digitization is rapidly transforming the economy and shifting demand for skills, with increasing shortages of software programmers, cybersecurity specialists, and data analysts. To address talent shortages that pose a challenge to the digital economy, the action line on education, knowledge and innovation aims to improve ICT education, strengthen knowledge development and innovation, and ensure infrastructure supports research, innovation and education.
How technology could change the world in 2050Jacob Olaoyo
In the year 2050, technology will dominate the workplace with artificial intelligence and smart assistants being commonplace, while the use of augmented and virtual reality continues to increase. Everything will be ‘smart’ – connected and data-driven. The vast majority of us will continue working the same way we are today, but the jobs on offer will be ones that haven’t yet been invented. Emotional intelligence and ‘human’ skills such as perpetual learning will be crucial for leaders to possess, as well as fluency with the latest technologies.

earth2050 robot
The world of work in 2050. If you’re unlucky enough not to have retired by then, the working world will be a very different place to how it is today. The vision of the future for workers tends to scale from a nihilistic view of the robots taking our jobs (leaving us permanently trapped indoors, living entirely from Amazon Prime supplies), through to the utopia of the eradication of repetitive tasks using artificial intelligence. This will leave humans free to think, create and act (while never needing to leave your home…thanks to improved teleworking and those highly convenient Amazon delivery drones).
But what do the experts think it will really be like?
Robots have rights too
Erath 2050 Robot Protestor
Predicted by: Ian Pearson. Ian has been a full-time futurologist for over 25 years, tracking and predicting developments across a wide range of technology, business, society, politics and the environment.
We see a picket line of robots in the city center. Their placards are plastered with slogans written in binary code. The widespread development of robots and artificial intelligence have necessitated the creation of a legal framework to protect them to regulate the rights of intelligent robots. Subsequently, this code is constantly updated and improved so robots have improving rights in our society.
Personal assistants for life
AI Psychiatrist
Predicted by: Alexey Malanov
Personal assistants (PAs) have rapidly developed throughout the 21st century. To begin with, they could only answer primitive questions: in 2019, voice assistants were as dumb as a box of rocks. But by 2025, they’d mastered the art of recognizing and transcribing speech (with punctuation marks too); they could understand the meaning of a text and recite it so realistically that it was almost indistinguishable from a human. This led to half of all office activities being automated: PAs began to take minutes, write post-meeting reports, summarize lengthy documents, and consciously digest and recapitulate the contents of messages. They also plan your day, schedule meetings and even order lunch.

The document discusses transparency and oversight of political party financing. It finds that financial contributions to political parties are not fully transparent and are still vulnerable to political and foreign influence. Additionally, financial reports from political parties are not always publicly available or submitted on time according to regulations.

Paris, 30 June, 2023
Presentation by Elsa Pilichowski, Director for Public Governance, OECD.
The 2023 edition of Government at a Glance provides a comprehensive overview of public governance and public administration practices in OECD Member and partner countries. It includes indicators on trust in public institutions and satisfaction with public services, as well as evidence on good governance practices in areas such as the policy cycle, budgeting, procurement, infrastructure planning and delivery, regulatory governance, digital government and open government data. Finally, it provides information on what resources public institutions use and how they are managed, including public finances, public employment, and human resources management. Government at a Glance allows for cross-country comparisons and helps identify trends, best practices, and areas for improvement in the public sector.

This document summarizes developments in sovereign green bond markets. It discusses approaches to incorporating environmental, social, and governance (ESG) factors into public debt management. Sovereign green bond issuance has grown significantly in both advanced and emerging economies since 2016. Green bonds make up the largest share of the labeled bond market. Major benefits of sovereign green bonds include their positive impact on creditworthiness and alignment with ESG policies. However, issuers also face challenges such as additional costs and complexity of the issuance process. Common leading practices emphasize transparency, collaboration, and commitment to reporting.
Causes Supporting Charity for Elderly PeopleSERUDS INDIA
Around 52% of the elder populations in India are living in poverty and poor health problems. In this technological world, they became very backward without having any knowledge about technology. So they’re dependent on working hard for their daily earnings, they’re physically very weak. Thus charity organizations are made to help and raise them and also to give them hope to live.

Demand for Change: reducing consumer demand for illicit goods by Luciano Coelho, FIESP
1. Smuggled microcomputer
consumption reduction in
Brazil, due to an eletronics
research, development and
innovation incentive policy
Paris – March 2017
5th OECD Task Force meeting on Countering Illicit Trade.
Topic: Demand for Change: reducing consumer demand for illicit goods
2. Introduction
This case presents the positive effects of the fiscal incetives policy (“Lei do Bem”/
“Goodness Law”) for the scientific and technological innovation of electronics that
produced a reduction of the demand for personal computers smuggled in
Brazil between 2005 and 2016.
Besides the decline in illicit market share and an increase in the legal market, there
were indirect social benefits, such as:
• Formation of a culture that values the consumption of licit products, even with its
higher price
• Legal digital expansion for cultural and educational purpose in Brazil
• Expansion of highly skilled labor in electronic companies
4. How the policy changed the demand
1. Competitive price: the arrival in the market of legal computers, although more expensive
than the ilegal ones, made possible the consumption without risk. The previous condition was
absence of legal consumption due to high prices.
2. Technology tax incentive: more than just a tax isention policy, the “Godness Law” gave
incentives to technology as an strategy to reduce costs and develop products.
3. Loyalty through technology: the consumption of legal PC’s led to the perception of
advantages in quality and performance, in a moment of digital expansion, so it was possible
to estabilsh a consumption culture of quality computers.

PC’s Medium Prices
1. Competitive Price: the incentive structure allowedthe reduction of upto 50% of
the average price of desktops, and up to13 times the average price of notebooks.
Since 2015 both operate at 2007’s average prices.

2. Tax incentives to technology: the main mechanisms created by
the Law 11.996/2005 that enabled the reduction of illicit demand
Reduction of up to 50% of import taxations on
machines and equipment purchased for R&D activity
Longer term for tax payments related to the acquisition
of intangible assets (software, patents, etc.) for R&D
