Target students are those who answer the majority of the questions and are given a disproportionate amount of teacher’s time. Low income, SPED,ELL, African American, and Latinos have large numbers of non-target students.Most students believe that teachers are looking for the one right answer even if multiple answers could be correct. Wait time provides everyone the time to think about their answers.
