We reflect on the past 10 years of regulated asset investment planning in the UK from 3 key sectors, Water, Road and Rail. Each highlights a different path taken with positives and negative results. At one end is UK regulated water industry which was one of the earliest, and still may be the largest, user of a strong regulated asset management framework with strong links from prices through to levels of service.We consider how the latest focus on Totex / Output Delivery Incentives will work. More recently the UK government has change its approach to asset management governance on the strategic roads network, an asset base valued as one of the top ten largest in the world. By introduction of a roads regulator and setting a new government owned company does this signal the intention to fully privatise the roads network and could this be a model adopted elsewhere?

Although IT professionals have been largely able to rise to these challenges and are doing more with less, disaster recovery testing increasingly impacts customers and revenue, and one in four tests fail. In addition, incorporating virtualization into disaster recovery plans is still a major challenge for organizations. Techniques to optimize the pagerank algorithm usually fall in two categories. One is to try reducing the work per iteration, and the other is to try reducing the number of iterations. These goals are often at odds with one another. Skipping computation on vertices which have already converged has the potential to save iteration time. Skipping in-identical vertices, with the same in-links, helps reduce duplicate computations and thus could help reduce iteration time. Road networks often have chains which can be short-circuited before pagerank computation to improve performance. Final ranks of chain nodes can be easily calculated. This could reduce both the iteration time, and the number of iterations. If a graph has no dangling nodes, pagerank of each strongly connected component can be computed in topological order. This could help reduce the iteration time, no. of iterations, and also enable multi-iteration concurrency in pagerank computation. The combination of all of the above methods is the STICD algorithm. • Each company has a set of industry wide and company specific outcomes
that they must deliver – hard, measurable targets
• Companies could choose from a ‘menu’ but had to prove it was choosing
items relevant to its own customer base - (Customer Willingness To Pay)
• There is serious money at stake. The incentives for the timely completion
of major capital projects are high-impact, as minor delays can result in
large penalties.
• The incentives to reduce water leakage expose companies to penalties in
excess of $1.1Bn and rewards of up to $450M.
