The Care Quality Commission (CQC) provided an update on their new inspection process and framework. They have appointed new Chief Inspectors and will begin new acute hospital inspections between September and December 2013. CQC is seeking input on developing their assessment of whether services are "caring and responsive" and will hold a workshop on this. They also outlined upcoming thematic reviews and their plans to better integrate inspections of mental health services and monitoring of the Mental Health Act. CQC aims to strengthen partnerships with voluntary organizations to gather more feedback from people using health and social care services.

4. New acute hospital inspections
• 18 trusts will be inspected from September-December
2013 using our new inspection model (details of the 18
trusts on our website and press release)
• The inspections will cover every site that delivers
acute services and eight key services areas: A&E;
medical care (including frail elderly); surgery;
intensive/critical care; maternity; paediatrics/children’s
care; end of life care; outpatients.

framework
Strategic Partners are all invited to contribute to our thinking on how
we assess whether services are ‘caring and responsive’
Workshop to feed in your views on 27th

Arrange one-to-one discussions over the next 3-4 weeks
We would like some partners to work with us on a narrative of what
‘caring and responsive’ looks like from different patient/service
user perspectives (between now and early 2014)
We are also looking for your help in developing the questions we
should ask to assess caring and responsive services in different
sectors – including identifying what we look for in mental
health/social care/primary care settings as well as acute hospital
care (between now and mid 2014)
You can also contribute to other areas of the framework (is it safe,
effective and well-led)

6. Signposting our new approach to
adult social care inspections
A signposting document will set out our priorities for
developing our approach to inspecting adult social
care services
It is expected to be published mid October 2013 after
Andrea Sutcliffe starts in post
We welcome your views on the document and can
discuss this at a future Strategic Partners meeting or
invite you to contribute in other ways
We are starting discussions with interested Strategic
Partners about how we can better hear about people’s
experiences of social care services, eg through local
Age UK and Carers UK networks and CSV volunteers

7. Mental health inspections and
monitoring the Mental Health Act
• We are working to bring together how we monitor the
Mental Health Act with our new inspections of mental
health services
• There will be some first wave inspections to test this
out between January- March 2014 in a small number
of mental health trusts
• Increasing the feedback we gather and use from
people who use services, their families and advocates
will be key to the new approach
• We look forward to working with mental health
consortia in the Strategic Partners and other interested
partners (eg dementia action alliance)

8. Thematic reviews
Review of dementia care – inspections to take place
November-January in around 25 local authority areas
looking at pathways of care between hospital and care
homes in particular
Services for children/young adults with a physical disability
– inspections taking place now
Children’s safeguarding in health services – 18 month
inspection programme starting now
Review of emergency mental health services – scoping
now
Discussions underway with NCVYS, Dementia Action
Alliance and the mental health consortia to advise us.

9. Lets keep talking
We will continue to have exploratory discussions with
Strategic Partners (such as Disability Rights UK) to
identify ways we can work together to share
information about care from local groups
We are looking to set up a framework agreement with
partners from April 2014-16 – informed by these
discussions
Work with Regional Voices will provide several other
Strategic Partners the opportunity to test out working
with CQC this year
We may also be able to resource some other direct work
with partners this year to support the developments in
