Principles for Residential EV Charging
Washington’s Clean Fuel Standard can properly balance the principles of program accuracy and comprehensiveness while
strongly driving the policy objectives of accelerating electric vehicle adoption, charging infrastructure investment, and associated
emissions reductions.
As much residential EV charging should be
captured as is possible to maximize the
incentive value of the program; if credits
are not generated because charging is not
reported, the full potential of the program is
not achieved.
Empirical evidence and data should be
used whenever it is available to support
environmental integrity and reward actual
emissions reductions.
Entities that are directly responsible for the
beneficial program outcomes (EV
adoption, infrastructure buildout, and
emissions reductions) should be core
participants in the program.
Accurate Comprehensive Supports Policy Objectives
The LCFS is designed to reduce GHG emissions in the transportation sector, which is
responsible for about 50 percent of GHG emissions (including industrial sector emissions
from refining and crude production), 80 percent of ozone forming gas emissions, and over
95 percent of diesel particulate matter.
It is a key part of a comprehensive set of programs in California to reduce emissions from
the transportation sector, including the Cap and Trade Program, Advanced Clean Cars
Program, and SB 375.
