3. Clean Ports Program Goals
• Support projects that can address near-port community EJ concerns
2. Reduce diesel pollution (criteria pollutants, GHGs, and air toxics) in near-port
communities.
• Support large-scale projects at ports ready to lead the way
• Help other ports gain experience with zero-emissions technology to shift practices across the sector
1. Build a foundation for the port sector to transition over time to fully zero-emissions
(ZE) operations, positioning ports to serve as a catalyst for transformational change
across the freight sector.
• Build capacity of ports to continue to make strategic clean air and climate investments into the future
3. Help ensure that meaningful community engagement and emissions reduction
planning are port industry standard practices.

Program
Clean Heavy-Duty Vehicles Program
• The Bipartisan Infrastructure Law (BIL) provides the EPA with $5 billion over five
years (FY22-26) for the replacement of existing school buses with zero-emission
(ZE) and clean school buses.
• The CSB Program funds the replacement of existing school buses with electric,
propane and compressed natural gas alternatives.
• To date, the EPA has issued two rebate and one grant funding opportunity under
the CSB Program.
• 638 school districts have received CSB Program funding for over 5,000 clean
school buses and associated infrastructure.
• The EPA anticipates opening another CSB funding opportunity in 2024.
• The Inflation Reduction Act (IRA) provides the EPA with $1 billion to replace dirty
heavy-duty vehicles with clean, zero-emission vehicles, support zero-emission
vehicle infrastructure, and to train and develop workers.
• The EPA will offer funding to eligible recipients to replace existing Class 6 and 7
non-zero-emission heavy-duty vehicles with Class 6 and 7 zero-emission vehicles.
• The EPA anticipates opening a CHDV Grant Program in spring 2024.
