Specifically, the selection process for beneficiaries of the Conditional Cash Transfer program has been controversial. To address these issues, civil society organizations need to influence elected officials at all levels through advocacy, technology, networks, and consultation to achieve good governance. Effective advocacy requires resource generation, program promotion, and government engagement.

PCAs captured how corruption imposed financial, social, and human capital costs on the poor. It eroded trust in communities and exacerbated their exclusion from public services. The survey identified key areas where International Non-governmental Organisations (INGOs) in Vietnam were active. Opportunities for further INGO engagement are suggested with emphasis placed on building better links between INGO activities and the activities and policies or other actors. These include policy makers, local authorities and government organisations.

- The Vista's role was to increase nonprofit organizations registered as partners with Washington Connection, the City's online benefit portal. This was to help underserved communities access benefits.
- 40 organizations were originally contracted to use the portal, but many faced challenges with the technical issues and time it took to help clients apply. This led to reluctance in fully utilizing the portal.
- Over time, the Vista worked to address issues, expand partners, and help organizations see the portal's benefits. This included training, resources, and emphasizing its ability to holistically help those in need.

In the failure of the formal accountability channels, social accountability is slowly becoming an effective response to governance deficit. Understanding good governance is a prerequisite to understand social accountability. Social Accountability is an approach towards enforcing & building accountability that relies on civic engagement in which citizens participate directly or indirectly in demanding accountability from service providers and public officials.
Accountability is no longer between the state only and citizens. Non state, national and transnational actors are now, heavily involved in all stages of the production of public goods.
The influence of corporate interests in the provision of public goods and services, as well as the entry of several unregulated providers poses a big threat to accountability and inclusion.

Según los autores, esta dualidad pretende asegurar una clasificación que refleje con precisión el rendimiento real del puerto, a la vez que sea estadísticamente sólida.
