This document discusses using micro-news analytics to understand civic issues and improve governance. It outlines the key parties that would benefit, including citizens, commercial entities, political parties, and social activists. It then categorizes common complaints about civic systems into issues related to infrastructure, maintenance, staff behavior, and pricing. Examples of typical complaints are provided for several systems, including law and order, water, electricity, transportation, sanitation, and roads. The goal is to translate people's issues into technical data that can help target improvements to infrastructure, maintenance, or staff quality, with the aim of enabling citizens to better hold local leaders accountable.
The document proposes creating a citizen reporting platform to improve governance using mobile technology. Citizens would use a simple app to report issues like poor infrastructure, services, or law and order problems via tweets tagged to their location. These reports would be compiled to identify areas that need attention from local leaders or media. The goal is to empower citizens, increase accountability around elections, and solve problems through community participation rather than apathy or bureaucracy. Key aspects include dividing areas by constituencies, training citizens, potential monetization, and using data to drive decisions and debate between political candidates.
The document describes an app called eSwaraj that aims to create a simplified citizen complaint system. It allows people to easily report problems they are facing to their local representatives. The app collects complaint data, categorizes it, and provides visualization of problem areas through maps and analytics. This is intended to increase transparency around public issues, take workload off volunteers, and help political parties and others focus on solutions rather than just finding problems. It also has potential benefits for students interested in public governance.
This document discusses crowd mapping and participatory mapping to collect data from citizens to address local issues. It outlines how a crowd mapping platform could allow citizens to report issues via various methods and see them displayed on a map. This helps identify patterns and root causes. The document discusses stakeholders, implementation plans, potential achievements like transparency and benefits like a collective view of issues. It provides an example of using crowd mapping for disaster preparedness.

The platform promises to offer constituency-level analytics based on citizen complaints. It will provide various visualizations including charts and graphs comparing issues across constituencies over time. Complaints can be categorized into issues related to infrastructure, maintenance, staff, pricing, and awareness. The analytics will help various groups including citizens, businesses, activists, and political parties by identifying best and worst performing areas on key issues. This will allow targeted interventions and assessments of elected representatives.
This document proposes an e-cop system called E-cop to allow citizens to register complaints online. It would allow uploading video, photo evidence and communicating with authorities. The system aims to address why a digital system is needed given increasing crime rates, provide transparency and track complaint status. It outlines the hierarchy for escalating complaints and analyzing historical crime data. Key benefits are proposed as reducing social barriers to reporting, timely solutions and monitoring police performance. Challenges of implementation and security threats are also discussed.
1) The document discusses 8 cases related to the impact of digitalization. The cases provide details on missing persons, hospital records, cyber attacks, and use of digital payments.
2) It also covers topics like e-governance, information and communication technology, models of e-governance implementation, and how digitalization can benefit government, businesses, and citizens.
3) Principles of successful e-governance discussed include the need for transformation, a holistic approach, overcoming challenges through a systematic roadmap, change management, and capacity building.

This document discusses using crowd-sourced initiatives to facilitate beneficiary-led aid programs. It argues that while participation in development programs has limitations, advances in information and communication technologies now allow beneficiaries to potentially define responses and interventions. By establishing open feedback processes and analyzing non-interaction data, crowd-determined programs could overcome issues like limited voices and agendas being prioritized over needs. However, important challenges around power structures, privacy, and donors accepting outcomes would need addressing. If done right, crowd-programming could democratize needs assessment and make aid more impactful.
Janta Choupal is a social media app for citizens, leaders, and administrators in Maharashtra to connect locally and address civic issues. A survey of 15,000 households found that 60% don't know their neighbors, 70% use smartphones but are not connected to elected representatives, and 99.99% had social or civic issues but no transparency in the resolution process. The app aims to fill the gap of local social media by allowing citizens to report issues, elected officials to address them, and track progress through citizen journalism. It has started gaining traction and impact but future plans include premium services, hyperlocal advertising, and data analytics to generate revenue.

E-governance aims to simplify processes, increase transparency and accountability, and provide timely information to citizens. It uses information and communication technologies to connect government services across different levels and with citizens, businesses, and employees. The implementation of e-governance happens in four phases - information, interaction, transaction, and transformation - with each phase increasing citizen access and the complexity of services provided to move toward a fully integrated smart government. E-governance initiatives in India aim to address issues of access in rural areas and digital divides to ensure all citizens can access public services.
Building a Sustainable Citizen-Centric Smart City ApproachDr. Mazlan Abbas
This document discusses building smart cities using a citizen-centric approach. It proposes using crowdsensing to identify issues reported by citizens through their preferred messaging channels. The reports would be analyzed to identify locations of problems and assign them to the proper authorities. Insights from big data analytics would help inform decision making. Benefits include increased accuracy in identifying issues and locations, better prioritization of problems, and cost reductions. Tips are provided to avoid pitfalls like ensuring buy-in from citizens and authorities, using gamification and social media channels citizens prefer, and developing citizen engagement strategies. Outsourcing app development expertise is recommended rather than cities trying to build these capabilities internally.
This document calls for action to reform Myanmar's education system through a participatory process. It notes low education spending and completion rates in Myanmar. It invites people to get involved by endorsing and participating in meetings, providing ideas, studying relevant documents and policies, and disseminating recommendations to the government. The process will include community meetings and drafting a policy paper incorporating stakeholder input. Participants will be kept updated on results and the initiative may be replicated in other areas.
This document discusses how a mobile app can help various groups involved in governance and civic participation, including political parties, social activists, local media, and common people. It describes how the app allows political party workers to more easily document issues to raise in speeches. It also explains how social activists and media can use complaint data from the app to monitor governance and highlight corruption. Finally, it suggests that the low-effort nature of reporting issues on a mobile app could significantly increase civic participation from common people.

The Flourishing Community Index (FCI) is a new methodology developed by Cordaid to assess community development priorities through both qualitative and quantitative data collected directly from local community members. The FCI aims to capture community needs and perspectives independently of specific projects or organizations in order to inform planning, service delivery, and impact measurement over time. An initial pilot of the FCI in two Burundian communities found that community members were willing to share their stories and perspectives via the data collection app. The mixed qualitative and quantitative data provided insightful information on both negative issues and positive changes in the communities from the members' own views. Cordaid plans to continue using and expanding the FCI to generate more community-level data to guide programming and

Observability Concepts EVERY Developer Should Know -- DeveloperWeek Europe.pdfPaige Cruz
Monitoring and observability aren’t traditionally found in software curriculums and many of us cobble this knowledge together from whatever vendor or ecosystem we were first introduced to and whatever is a part of your current company’s observability stack.
While the dev and ops silo continues to crumble….many organizations still relegate monitoring & observability as the purview of ops, infra and SRE teams. This is a mistake - achieving a highly observable system requires collaboration up and down the stack.
I, a former op, would like to extend an invitation to all application developers to join the observability party will share these foundational concepts to build on:

4. • We were volunteers for six months for a
political party for a particular AC, in recently
held Karnataka Assembly election.
• Whatever we Observed and learnt as a
volunteer, based on that We are trying to
build a tool that can help real stake holders of
public governance.
9. • Local level politics is all about civic amenities.
– Water , electricity ,sewage & sanitation , roads ,
public transportation , Law &order.
– Most people are affected by poor qualities of
these things.
– Not everybody is aware of full extent of the
problem
– How many people are affected , what all areas of
constituency we have these problems etc.
10. • Data collection is a very big challenge.
• Political parties, party workers do the jobs of
problem collection.
• But still, majority don’t get to participate.
• Reason, raising issue is not very simple,
tracking them and coordinating affected
people 10x harder.
• Many people raise the same issue in different
manner.
11. • So, we decided to develop Mobile app & web
Interface to standardize the problem
collection.
• So that later political parties , RTI activist ,
press have the same data to evaluate
governance.
• Data generation is crowd sourced.
19. • It allows user to raise complaint under following civic
amenities:
– Water
– Electricity
– Roads
– Sewage & Sanitation
– Transportation
– Law & Order
• Future things
– Food ( hoarding , affordability )
– Home ( high rents , illegal construction , encroachment)
– Health ( not availability of near by hospital , pre-birth gender
detection , illegal organ trade , unhygienic , high charges )
20. • All complaints are classified under following
system level categories
Deduction
Lack of Infra Mostly corruption
Lack of Maintain Poor governance
Lack of Quality staff Staff not uptodate
Exorbitant pricing Government need
to price control
Lack of Awareness Government need
to make people
aware // Run
awareness TV ADs
21. • Example for water:
System Sys_cOde Sys_issue_tmpl_rnage
Lack of infrastructure "00" (1,9)
Lack of maintainance "01" (11,19)
Lack of Quality of staff "02" (21,29)
Poor Pricing "03" (31,39)
Awareness "04" (41,49)
tmpl_id water
1 1)No municipality water in this area.
2 2) we have to heavily rely on tankers for water supply ,,, please look into it.
11 3) water pipes leaking all over the place , water contamination dangers.
12 4) Municipality water tastes bad/oily.
21 5) Water department staff very rude .
22 6) Water department staff totally outdated .. Stoneage
31 7) water bills are too high.
32 8) water becoming totally inaffordable.
41 9) Don't know how water comes to the city , please launch a water awareness day.
22. • Many people do not know the internal working of
department .
• They are reluctant to report a problem
• Problem bothers public as whole, individuals do
not want to lead , and be focus of attention.
• Citizens talks among themselves , but as a whole
at constituency level problems are not
highlighted.
• This app helps them to raise issue at their time ,
just one constraint raise the issue from where
problem exists.
23. How It Works
• Citizens when finds a problem , raise via app
• Data goes to central server .
• Data is sorted based on constituency ,
Issue_category , Issue_tmpld_id .
• Line chart , bar chart , graph charts are made out
of Data , publishing the health of constituency .
• List of non-performing departments .
• Based on analysis tool suggests measure required
to improve governance.
24. Model of problem Addressing:
• Our problem solving heavily relies on pressure
building in short term , developing
performance oriented mindset for electing
leaders In long term .
• There is no case open/close business , since
we are targeting public problems , case
open/close model does not make sense.
25. • Model of problem Addressing:
– Less cumbersome for citizen to raise problem in
their neighborhood or elsewhere related to civic
amenity.
– Introducing a case , open & close system will lead
to too much of hassle for citizen , red-tapism will
be involved , individual may be targeted to close
the case , so on so forth.
– Moreover keeping track of things put onus on
citizens that can lead to less participation.
26. Support arguments
• Our model is just like news world
• Raise it till it is not solved.
• Generated Data will be used to measure the
health of that amenity .
• Overall the performance of elected
representative.
27. Checks & Balances
• Message limit || Data pollution Control
• 10 tweets a day limit.
• Captcha on after 5 tweets.
• App disabled for the day after 10 tweets.
• Moreover Data is tied to location , or will be visualized on map
along with number , not easy to pollute without Distributed attack .
• That means one need to have an army of dedicated 10,000 people ,
to turn data into garbage , that’s close to impossible on sustained
basis.
• Future measures , to introduce Login & Registration System,
Tweets/message generated can be easily tied to a users .
28. Platform Benefits
• Lets citizens point out , systems fault without any
hassle , will increase citizens participation.
• All real stake holder has access to same
information .
• Removes information gap , brings transparency.
• Brings leader close to it’s people .
• Real time performance of constituency .
• Area of improvements are clearly pointed out ,
should speed up the local–level administrative
reforms.
29.
30.
31. • Now when a citizen , have to complaint about the
quality of any of the civic amenity ,
• He/she does via app .
• Data generated goes to the server.
• Based on Lat/long we put it under correct
constituency.
• Thus issue or problem are out in open.
• Opposition parties , RTI activist , press have the
access to same information.
32. • Now we have high level of transparency , in
term of work done by current government.
• And also where people want them to improve
.
• Thus easing the jobs of everybody involved.
• What impact it will have ???
– You be the judge
33. Backend Analytics ( Recap)
• Assume that we have such data available from all parts of the city .
• We can publish Real-time relative performance of MLA’s.
• Also, Now its easy for RTI activist to file RTI to bring out corruption in areas of civic amenities
( roads/electricity/water/sewage & sanitation/transportation)
– Thus effective use of Citizen Charter and RTI Act.
• To an extent , App does the job of an party workers , not only party worker , all citizens are
empowered to participate in highlighting mis-governance.
• If such an app has user base in all metro , then we can do Real-time , factual evaluation of
governance by Ruling Party , bypassing pseudo image building..
– Making it easy to validate claims
– For e.g sitting in Bangalore you know civic amenities/citizen satisfaction for each every constituency of Delhi
– Making it hard , to say anything but the truth.
– No Glorious claims without real work
34. • If we put it together with GIS /Maps technology,
what we get a very powerful feedback tool.
• This can be very useful to all real stake holders in
public governance ( citizens , people
representatives , RTI Activists , Press).
• We have covered few used cases in following
document:
http://www.slideshare.net/rakeshpsingh7/micro-
news-usedcases
35. • Such Visual/Map based Analytics is made
available to all.
• To students , grooming them for future way of
local governance.
• To Citizen , RTI Activists / NGO’s.
• To struggling political parties, trying to
connect with people .
36. Platform Benefit for Students/NGO’s
• Students : there are close to 8 Crore students in class 6
to 12th , with social science (civics) as one of the
subjects , some way this platform can be treated as live
lab for the subject.
• NGO’s: there are close to 33lakh of them, one per 400
ppl. , most of them are active in areas, traditionally
associated with government. In total they receive
around 40-80k crore of donation annually, to do the
same work , which govt. tries to do with amount at
least 10 times of that , what we thought instead of
patch work , if we bridge the gap , thus making
traditional governance more efficient and accountable ,
we will make more impact.

40. Data-Set Requirement ( for 6 metros)
• Political boundary Data-set
– Ward boundaries
– Assembly constituency Boundary
– Parliamentary Constituency boundary
• Elected Representatives Database
– All corporators
– All MLA
– ALL MP’s
Editor's Notes
Idea with is to give someone overview on number of human lives ,How are they are classified based on settlement. If you study one type of settlement from each category ( village / town ) .Then you have effectively studied the whole of India from development requirement point of view.
Show this as lot of homes in an area , a normal human settlement ( part urban / part village) ,and we going door to door , knocking and asking people problem, Writing it down .Show calender / time , just to convey it took days to do the survey.
Junta , neta , administration LOOP
Putting at all over learning as a volunteer for assembly election , into a product , To improve local governance.Things like amenities are the problem of the masses. One common man trying to get things done , is not quite scalable model .Their (Citizens) involvement and their number matters for other principle participants of fully functional democracy .Social Activist , Opposition parties & Media.
Take example of delhi ,It has voter base of 1.23 crore .Which 20% has smartphone , i.e 24 lakh smartphone users.Every needs to be part of system, everybody faces problems related to civic amenity. So , expected install base , 50% ,,, 12 lakh .Advertisement opportunity / Other subscription plan If this platform succeeds it promises to effectively tackle day-to-day misgovernance and corruption .There is possibility of subscription plan @Rs. 200 per annum.Expected revenue from subsription plan 12X200 ~ 24 crore per annum .There are other possibilities too.
