Presentation at IFIP EGOV 2016 Conference. September 5, 2016.
Abstract. The rhetoric of open government data (OGD) promises that data transparency will lead to multiple public benefits: economic and social innovation, civic participation, public-private collaboration, and public accountability. In reality much less has been accomplished in practice than advocates have hoped. OGD research to address this gap tends to fall into two streams – one that focuses on data publication and re-use for purposes of innovation, and one that views publication as a stimulus for civic participation and government accountability - with little attention to whether or how these two views interact. In this paper we use an ecosystem perspective to explore this question. Through an exploratory case study we show how two related cycles of influences can flow from open data publication. The first addresses transparency for innovation goals, the second addresses larger issues of data use for public engagement and greater government accountability. Together they help explain the potential and also the barriers to reaching both kinds of goals.

leader is fostering worker investment in a company by investing employees in their work in the
organization. This type of leadership is important since it encourages workers to set goals that
are workable and notices what they have achieved. They develop plans for their workers to assist
them assess how they perform and push the workers to grow in their work while giving them
support in their advancements and promotions. This type of leadership is good for a leader who
wants to keep workers informed on the matter that can affect them and the leaders who need
their workers to take part in making decision and problem-solving (David, 2009).
Benefits of multi-stakeholder
The partnership does not just bring key stakeholders together so as to discuss issues of policy,
creates consensus and implements, but is assist in improving equality between players and
promotes participation and transparency (Marc & Adriana, 2014). Some of the benefits are:
It promotes equity in policy and implementation- this approach promotes participation of
every interested individual in the process in an equalized manner.
Fosters sharing of innovation and skills: bringing stakeholders who have diverse
perspectives together encourages the participants to view issues in new ways and help the
development of strategies that are new and innovative for a change.
MULTIPLE- STAKEHOLDER PROCESS 2
Promotes grassroots participation and mobilization: the simple existence promotes
participation of community and society companies in the policy debate. Also, it assists in
raising awareness of the main major actors.
Challenges
Inclusion: one of the main challenges of successful partnership is finding the right actors
and brings them to the table. As partnership experience has grown, a main lesson that has come
up is the importance of involving various stakeholders’ views. However, the identification of
important stakeholders and an important level of inclusion should derive directly from the
particular purpose and objective of the partnership.
Differentiating various types of partnership: Multi- stakeholder partnerships range
hugely in terms of functions, complexity, and scope, level of engagement, diversity, and size of
patterns. Various types of partnership get motivated by various factors, have different
governance requirements and face different operational problems. As a result, it is hard to note
and share generic lessons and good practices that apply ac.

BY THE 1970s, psychologists had done a series of studies establishing the social power of groups. They showed, for example, that groups of strangers could persuade people to believe statements that were obviously false. Psychologists had also found that research participants were often willing to obey authority figures even when doing so violated their personal beliefs. The Yale studies by Stanley Milgram in 1963 demonstrated that a majority of ordinary citizens would continually shock an innocent man, even up to near-lethal levels, if commanded to do so by someone acting as an authority. The "authority" figure in this case was merely a high-school biology teacher who wore a lab coat and acted in an official manner. The majority of people shocked their victims over and over again despite increasingly desperate pleas to stop.
In my own work, I wanted to explore the fictional notion from William Golding's Lord of the Flies about the power of anonymity to unleash violent behavior. In one experiment from 1969, female students who were made to feel anonymous and given permission for aggression became significantly more hostile than students with their identities intact. Those and a host of other social-psychological studies were showing that human nature was more pliable than previously imagined and more responsive to situational pressures than we cared to acknowledge. In sum, these studies challenged the sacrosanct view that inner determinants of behavior--personality traits, morality, and religious upbringing--directed good people down righteous paths.
Missing from the body of social-science research at the time was the direct confrontation of good versus evil, of good people pitted against the forces inherent in bad situations. It was evident from everyday life that smart people made dumb decisions when they were engaged in mindless groupthink, as in the disastrous Bay of Pigs invasion by the smart guys in President John F. Kennedy's cabinet. It was also clear that smart people surrounding President Richard M. Nixon, like Henry A. Kissinger and Robert S. McNamara, escalated the Vietnam War when they knew, and later admitted, it was not winnable. They were .

Acceptable use policy (AUP) – A policy that communicates to users what specific uses of computer resources are permitted.
Account disablement - the step between the account having access and the account being removed from the system.
Account lockout - Akin to disablement, although lockout typically refers to the ability to log on. If a user mistypes their password a certain number of times, they may be forced to wait a set amount of time while their account is locked before attempting to log in again.
Business partnership agreement (BPA) – A written agreement defining the terms and conditions of a business partnership.
Due care – The degree of care that a reasonable person would exercise under similar circumstances.
Due diligence – The reasonable steps a person or entity would take in order to satisfy legal or contractual requirements—commonly used when buying or selling something of significant value.
Guidelines – Recommendations relating to a policy.
Incident response policy – Policies and procedures that outline how the organization will prepare for security incidents and respond to them when they occur.
Interconnection security agreement (ISA) – An agreement between parties to establish procedures for mutual cooperation and coordination between them with respect to security requirements associated with their joint project.
