Helping the Indian Government
design a technical and vocational
education strategy.

We commissionedareport (A
Global Studyto get India World-
Ready, published in 2011) into
the development of Sector Skills
Councils (SSCs) in the country. The
workstarted with research of SSCs
models in countries including the
UK, Australia, Canada, NewZealand,
SouthAfricaand the Netherlands,
whichwas complemented with a
literature review. Thereport cross-
analysed thesefindings to provide
a setof recommendations to inform
policymaking andsupport further
development of SSCs.

Pakistan
Theproject:
Capacity building for the Punjab
Government.
Theresponse:
We advised the Technical Education
and Vocational Training Authority of
Punjab on the design and delivery of
‘train the trainer’ programmes. We
developed theseprogrammes for
the localenvironment and included
both bestpractice inpedagogy and
guidance on the development of
subject-specific skills.

United Arab Emirates
Theproject:
Development of National
Occupational Standards
in Abu Dhabi.
Theresponse:
TheCity & Guilds Group was
commissionedbythe Abu Dhabi
Quality and Conformity Council
to produce 24 occupational
standards for the construction,
electrical,agricultural sectors and
the heating, ventilating and air
conditioning industries.These were
developed with significantindustry
input throughout to follow UAE
bestpractice.Thestandards were
delivered in both English and Arabic.

Kingdom of SaudiArabia
Theproject:
The development of TVET
assessmentand QA systems, to
support Government ambitions
to increase participation levels
of trained Saudis in the national
workforce and reduce skills
shortages in key industries.

contracted bySaudi Skills Standards
(theprimaryTVET regulatory
and awarding body) to provide
assessment tools, methodology,
quality assurance andcapacity
building. We created more than
45,000 multiple choicequestions
and 266 capstoneassignments,
and supported on the installation of
assessments. As the primary
contractor, wetook responsibility
for the project management,
technicaladviceandquality
assurance relating to the design
and delivery of eight vocational
shortcourse qualifications.

bodies, andusedlocalsystems where

the Doroob 1 & 2 – Pathway to
Employment Programme, TheCity
& Guilds Group werecontracted
to provide services to support
the development of assessments
for remote learning and on-the-
job training. A third-party was
responsiblefor producing the

Theproject:
Customised corporate
qualifications for the Americana
Group. Americana is one of
the largest and most successful
corporations in the Middle East
and North Africa region (MENA),
spanning 13 countries and more
than 63,000 employees covering
21 nationalities.
Theresponse:
We developed a range of
qualifications to support skills
development and provide structured
staffprogressionwithin their
numerous franchise operations,
including KFC, PizzaHut, Hardees,
TGI Fridays andCostaCoffee.

Nigeria
Theproject:
To support the Department for
International Development (DfID)-
funded Mafita project, to identify
skills that would add value to the
businessesof master craftsmen
in collaboration with Adam
Smith International. Mafita is a
six-year programme to increase
economic opportunities for 68,000
marginalised youth in northern
Nigeria, with a particular emphasis
on women and adolescent girls.
Theresponse:
We supported the selectionof
appropriate training institutions
and brokered apartnership with
the National Board of Technical
Education(NBTE), to develop
certification for apprenticeship
training.

Ghana, Kenya and
Mauritania
Theproject:
To identify skills demand and
supply in seven key industries,
including engineering, legal,
supply chain and logistics,
hospitality and geosciences,
through labour market research
into the oil and gas sector in
Ghana, Kenya and Mauritania.
Theresponse:
Through acombination of desk
research, dataanalysis andliterature
and policy review, the City & Guilds
Group analysed skills supplyand
demand in each country and
developed projections up to 2018.
Theproject focusedon the medium
and long-term policy context
and the methods for building
capacity. Comparativeanalysis of
other countries andsectors was
also undertaken,alongside focus
groups with young people and
interviews with three stakeholders
groups (public and government
organisations; private organisations;
and education practitioners).
Thekey findings werepresented at
meetings held in each of the
countries.Thefinalreport contained
recommendations for short-term
action and future interventions for
each country.

Market Activation programme
– Momentum – to deliver education
and training programmes to
6500 individuals.Wedeveloped
an innovativeprogramme that
incorporated industry-aligned and
relevant technicaltraining based
on their qualifications,employability
and job readiness. Our work
included internationally recognised
certification, mentoring and
coaching,workplacements,
and employment support.

Scotland
Theproject:
To support the Scottish
Government increase capacity
in providing Masters Level
teaching programmes.
Theresponse:
City & Guilds Group in partnership
with EIS developed a costeffective
learning programme that would lead
to afull Masters Level qualification
in Education.Focusingon aninitial
group of 200 teachers the
development programme was
tailored to the Scottish Government
Framework and accredited at SCQF
level 11. Weprovided services in
learning and training need analysis,
development strategydesign,
learning resource development,
technology integration and full
registration, assessment and
certification provision.TheScottish
government has been very pleased
with the innovative mode of delivery
usedby City & Guilds on the initial
cohorts andwill be looking to fund
more teachers on our programme.

  • 10. Case Studies & Track record South Asia India Theproject: Providing technical assistance to support national skills development. Theresponse: TheCity & Guilds Group has been involved in the EU-India Skills Development project as part of a consortium funded by the European Commission. Our focus is on supporting the effective gathering of labour marketinformation, developing anational qualifications frameworkandbuilding and improving capacity. Services: • Supporting Qualification Delivery • Quality Assurance Theproject: Supporting vocational education and training for marginalised groups. Theresponse: TheEuropean Commission establishedaproject to develop systems for benchmarking,standard setting, accreditation, certification and curriculum design, with the City & Guilds Group among those consulted. TheCity& Guilds Group establishedanumber SSCs to help provide an accurate picture of skills gaps and employment opportunities in different industries. Services: • Research, LabourMarket Intelligence and Skills GapAnalysis • Qualification Development • Supporting Qualification Delivery Theproject: Helping the Indian Government design a technical and vocational education strategy. Theresponse: We commissionedareport (A Global Studyto get India World- Ready, published in 2011) into the development of Sector Skills Councils (SSCs) in the country. The workstarted with research of SSCs models in countries including the UK, Australia, Canada, NewZealand, SouthAfricaand the Netherlands, whichwas complemented with a literature review. Thereport cross- analysed thesefindings to provide a setof recommendations to inform policymaking andsupport further development of SSCs. Services: • Research, LabourMarket Intelligence and Skills GapAnalysis • Assessment • Quality Assurance Pakistan Theproject: Capacity building for the Punjab Government. Theresponse: We advised the Technical Education and Vocational Training Authority of Punjab on the design and delivery of ‘train the trainer’ programmes. We developed theseprogrammes for the localenvironment and included both bestpractice inpedagogy and guidance on the development of subject-specific skills.   • 11. Middle East United Arab Emirates Theproject: Development of National Occupational Standards in Abu Dhabi. Theresponse: TheCity & Guilds Group was commissionedbythe Abu Dhabi Quality and Conformity Council to produce 24 occupational standards for the construction, electrical,agricultural sectors and the heating, ventilating and air conditioning industries.These were developed with significantindustry input throughout to follow UAE bestpractice.Thestandards were delivered in both English and Arabic. Services: • Designing Occupational Standards Kingdom of SaudiArabia Theproject: The development of TVET assessmentand QA systems, to support Government ambitions to increase participation levels of trained Saudis in the national workforce and reduce skills shortages in key industries. Theresponse: TheCity & Guilds Group was contracted bySaudi Skills Standards (theprimaryTVET regulatory and awarding body) to provide assessment tools, methodology, quality assurance andcapacity building. We created more than 45,000 multiple choicequestions and 266 capstoneassignments, and supported on the installation of assessments. As the primary contractor, wetook responsibility for the project management, technicaladviceandquality assurance relating to the design and delivery of eight vocational shortcourse qualifications. Services: • Supporting Qualification Delivery • Qualification Development • Assessment • Quality Assurance e-portfolio and online assessment Bahrain Theproject: Development and implementation of basic vocational qualifications for secondary technical schools. Theresponse: Wedeveloped a suiteof six level2 qualifications built ona competency- basedassessment model. The qualifications included a variety of assessment techniques to suitthe localneeds of students andteaching bodies, andusedlocalsystems where possibleto maximise efficiency. To make sure thenewqualifications weresuccessfully delivered, wealso introduced assurance andmonitoring to support ongoing management and ensure teachingmethods continued to reflect bestpractice. Services: • Supporting Qualification Delivery • Assessment • Quality Assurance Theproject: To provide pathways for young Saudis to gain full-time employment in key sectors, through remote learning and on-the-job training. Theresponse: WhenTakamol (part of the KSA Ministry of Labour) established the Doroob 1 & 2 – Pathway to Employment Programme, TheCity & Guilds Group werecontracted to provide services to support the development of assessments for remote learning and on-the- job training. A third-party was responsiblefor producing the Egypt Theproject: Customised corporate qualifications for the Americana Group. Americana is one of the largest and most successful corporations in the Middle East and North Africa region (MENA), spanning 13 countries and more than 63,000 employees covering 21 nationalities. Theresponse: We developed a range of qualifications to support skills development and provide structured staffprogressionwithin their numerous franchise operations, including KFC, PizzaHut, Hardees, TGI Fridays andCostaCoffee. Africa Nigeria Theproject: To support the Department for International Development (DfID)- funded Mafita project, to identify skills that would add value to the businessesof master craftsmen in collaboration with Adam Smith International. Mafita is a six-year programme to increase economic opportunities for 68,000 marginalised youth in northern Nigeria, with a particular emphasis on women and adolescent girls. Theresponse: We supported the selectionof appropriate training institutions and brokered apartnership with the National Board of Technical Education(NBTE), to develop certification for apprenticeship training. Services: • Assessment • Quality Assurance Ghana, Kenya and Mauritania Theproject: To identify skills demand and supply in seven key industries, including engineering, legal, supply chain and logistics, hospitality and geosciences, through labour market research into the oil and gas sector in Ghana, Kenya and Mauritania. Theresponse: Through acombination of desk research, dataanalysis andliterature and policy review, the City & Guilds Group analysed skills supplyand demand in each country and developed projections up to 2018. Theproject focusedon the medium and long-term policy context and the methods for building capacity. Comparativeanalysis of other countries andsectors was also undertaken,alongside focus groups with young people and interviews with three stakeholders groups (public and government organisations; private organisations; and education practitioners). Thekey findings werepresented at meetings held in each of the countries.Thefinalreport contained recommendations for short-term action and future interventions for each country. Services: • Research, LabourMarket Intelligence and Skills GapAnalysis Tanzania Theproject: To strengthen youth employment prospects and help the oil and gas industry address a significant skills gap in southern Tanzania. Theresponse: TheCity & Guilds Group began working with Tanzania’s Vocational EducationTrainingAuthority (VETA), the VSO andBGTanzania, Thetwo year project - Enhancing Employability through Vocational Training (EEVT) – included health and safety training and assessment to support teachers achievingCity & Guilds certificates.   • 13. Europe Ireland Theproject: Supporting the long-term unemployed in Ireland into work. Theresponse: FÁS Training and Employment Authority, part of the ROI Department of EducationandSkills, embarked on an ambitious Labour Market Activation programme – Momentum – to deliver education and training programmes to 6500 individuals.Wedeveloped an innovativeprogramme that incorporated industry-aligned and relevant technicaltraining based on their qualifications,employability and job readiness. Our work included internationally recognised certification, mentoring and coaching,workplacements, and employment support. Services: • Supporting Qualification Delivery • Assessment • Quality Assurance Scotland Theproject: To support the Scottish Government increase capacity in providing Masters Level teaching programmes. Theresponse: City & Guilds Group in partnership with EIS developed a costeffective learning programme that would lead to afull Masters Level qualification in Education.Focusingon aninitial group of 200 teachers the development programme was tailored to the Scottish Government Framework and accredited at SCQF level 11. Weprovided services in learning and training need analysis, development strategydesign, learning resource development, technology integration and full registration, assessment and certification provision.TheScottish government has been very pleased with the innovative mode of delivery usedby City & Guilds on the initial cohorts andwill be looking to fund more teachers on our programme.
