Business Development Success Stories
Partnership for Local Economic Development and Democratic Governance
Start Date: March 2015 Completion Date: June 2021 Value: $19.7 million
IDEA supported the development and submission of the proposal. The project aims to support long‐
term social and economic growth and prosperity in Ukraine by improving local economic
development and democratic governance in sixteen cities. The project supports the governments of
selected cities in four regions of Ukraine to implement open and democratic governance models to
strengthen accountability and encourage participatory decision‐making processes. It also supports
cities in creating prosperous business climates, developing business infrastructure, and promoting
public‐private partnerships for small and medium‐sized businesses, with a particular focus on women
entrepreneurs. It promotes and facilitates decentralization at the local, regional and national levels,
and promotes local investment, trade and business development.
Sustainable and Inclusive Communities in Latin America (CISAL)
Start Date: April 2014 Completion Date: March 2019 Value: $19.35 million
IDEA supported the development and submission of the proposal. The project seeks to support local
governments to successfully manage the impacts and benefits of mining, and promote sustainable
and equitable economic growth. Working primarily at the municipal government level, the project
aims to (1 ) help local governments to better serve their communities and more effectively deal with
the social, economic and environmental challenges related to mining activities, and (2) support local
governments in promoting economic growth and diversification to build more resilient and self‐
reliant communities. The project also takes a regional approach to ensure that knowledge, tools and
experience gained are widely disseminated and shared with other mining communities throughout
Latin America and the Caribbean.
Colombia: Education for Employment ‐ Prospecting, Exploration & Mining of Gold Bearing Minerals
Start Date: Dec. 2014 Completion Date: March 2019 Value: $550,000
IDEA supported the development and submission of the proposal which will transfer Canadian know‐
how and experience in the development of relevant labour market training programs for the mining
sector in Colombia. The project will be tailored to the needs of SENA, the mining industry and
participating communities; providing better services to students with focus on the development of
relevant programming for the mining sector. The project promotes the participation of equity
groups, youth and women and indigenous people in the decision‐making processes similar to those
used at SaskPolyTech. The project engages industry stakeholders into project activities, ensuring the
programming is industry driven. SaskPolyTech partners with SENA to promote the transfer of best
practices in mining programming and training, which can be tailored to the needs of SENA and the
mining industry in Colombia.

Ukraine: Skills for Employment Project
Start Date: April 2013 Completion Date: March 2016 Value: $4 million
IDEA developed this program in collaboration with SaskPolyTech, negotiated and provides TA for the
contract. New employment in Ukraine is largely within the private sector, micro, small and medium‐
sized enterprises (MSMEs) which do not have strong links with the public sector vocational skills
training system. The proposed project will improve the abilities of the vocational training institutions'
graduates and strengthen the institutions' capacity to improve access to training for women and
other equity groups ‐ particularly in economically disadvantaged areas. This will benefit 1,300
students immediately and 14,000 students over the course of the project. The project will enhance
business programming in three selected institutions through the development of stronger and
mutually beneficial relationships among government, community and private sector stakeholders;
new teaching resources; curricula review; and training of trainers.
Ukraine: Decentralized Management of Skills Training Project in Ukraine (2005‐12)
Start Date: May 2005 Completion Date: December 2012 Value: $10 million
IDEA developed this program in collaboration with SIAST, negotiated and implemented the contract.
The Decentralized Management of Skills Training Project in Ukraine (DMSTP) supported the
implementation of a decentralized management model for the Ministry of Labour and Social Policy to
coordinate skills training in Ukraine by empowering Regional Administrations to design and
implement programming in response to the demonstrated needs of stakeholders such as labour
unions and associations of industries and entrepreneurs. The project demonstrated to national and
regional policy makers: the effectiveness of decentralized financial and administrative management;
how accountability to national skills training priorities can be retained and enhanced within a
decentralized model, and; the importance of a partnership with communities and industry to ensure
the adoption of efficient and relevant skills training programs. A subsequent extension phase of the
project expanded the initiative by 2 years and $2million to extend the program to new regions.
Jordan: Building and Extending Skills Training (BEST) Systems Project
Start Date: March 2008 Completion Date: March 2012 Value: $6 million
IDEA developed this program in collaboration with SIAST, negotiated and implemented the contract.
The Building and Extending Skills Training Systems (BEST) Project built on current and past CIDA
involvement in the sector by supporting the Ministry of Labor (MOL) in addressing Technical
Vocational Education and Training (TVET) system reform needs and underpinning its ability to effect
change. The work performed consisted of a bilateral project to enhance the government of Jordan’s
institutions’ capacity in policy, planning, coordination and information management. The scope of
work carried out in the Technical Vocational Education and Training (TVET) system reform focused on
addressing changing labour market demands based on various consultations with private and public
stakeholders, and enhancing existing strategic relationships with Canadian leadership in the human
resources development and capacity building areas.

Enhanced Foreign Credential Recognition to Support the Saskatchewan Labour Market
Start Date: July 2008 Completion Date: July 2012 Value: $4 million
IDEA developed this program in collaboration with SIAST, negotiated and implemented the contract.
Foreign credential recognition is a process by which education, work skills and job experience
obtained in another country are verified and recognized to see if they meet the standards
established for Canadian workers. The Project assessed the feasibility of delivering capacity building
and employer‐driven employment services to skilled immigrants to prior to their arrival in Canada.
The follow‐on initiative (2008‐13) developed the Skills Passport Program, which initially started in the
Ukraine, expanded its scope to include workers in the Philippines and Viet Nam. Feasibility Studies
(2013) and a pilot project (2014) were developed to attempt expansion and application across
Canada.
Ghana: Establishing the Wa Polytechnic
Start Date: April 2005 Completion Date: March 2010 Value: $3.2 million
IDEA support SIAST to win the RFP. The five year (EWP) project aimed to target and reduce poverty
in Ghana’s Upper West Region through a technology and skills transfer initiative. The Wa Polytechnic
is located in the Upper West Region and is one of the poorest and most impoverished areas of
Ghanaga. As such, unique and special processes were utilized which are not offered in many
established polytechnics as they pivotal to the special needs of the region. For instance, the project
Workplan focused on practical and demand‐driven non‐formal programs using teaching, learning and
evaluative methodologies that incorporated diverse academic backgrounds and learning styles.
Vietnam: Tra Vinh Improved Livelihoods Project (TVILP)
Start Date: Sept. 2005 Completion Date: Sept. 2009 Value: $4 million
IDEA support SIAST to win the RFP to design and implement the $3.2 million Vietnamese project
focusing on community development initiatives aimed at increasing income earning opportunities
and on/off farm employment opportunities in the rural Vietnam’s province of Tra Vinh. The project
increased productivity, job creation, and improved food security through a variety of means, such as:
crop diversification, the intensification of agriculture, and the development of rural enterprises and
producer organisations. This resulted in the creation of development strategies and capacity building
techniques as required by the extension workers providing services and training to rural farmers and
businesses.
Canadian and Vietnamese technical assistance was mobilized to support and provide strategic
planning in critical sub‐sectors such as rice, beef and shrimp production, establishment of producer
and small business associations, tourism development and community economic development. In
addition, the project supported capacity training to government departments, communes, farmers,
women’s organizations and youth aimed at strengthening the rural economy, employment
opportunities and market competitiveness. A special emphasis was placed on the participation of
rural women and the Khmer minority in the province.

UNESCO‐funded Contract Training for the Iraqi College Deans
Start Date: November 2008 Completion Date: March 2009 Value: $100,000
In collaboration with National Experts from Iraq, IDEA developed this program, introduced, designed,
and trained staff in employing a Pilot Contract Training System that was implemented by the Ministry
of Higher Education and Scientific Research (MOHESR) and the Foundation of Technical Education
(FTE) in Iraq. The initiative was undertaken with the participation of three Iraqi collages and
consisted of a series of design, training, and workshop sessions for senior management and
professional staff at FTE. The project was a component of the UNDP/UNESCO Local Area
Development Program. The /UNESCO CTC Development for Iraqi College Deans Project deployed
Canadian experts who established a strong working relationship with the Iraqi counterparts from five
colleges and further design training objectives, approach, content and materials which will be
appropriate and constructive in the Iraqi context.
Business Development Support Services (BDSSP) Project
Start Date: July 2004 Completion Date: June 2005
This $18‐million project was built on CIDA’s 10 year involvement in Egypt’s Small and medium
enterprise sector. Its purpose was to enhance the SME sector in selected Governorates by
supporting business development service providers; as improving the supply of services, their
effectiveness, and range is important for providing access to a broader range of SMEs. The projects
goal was to produce a more dynamic SME sector that contributes to equitable and environmentally
sustainable economic growth, job creation, and improved incomes for men, women and youth
including those from marginalized groups; and an enhanced gender‐sensitive, SME regulatory
environment.
Socio‐Economic Development in Malawi through TEVET Reform
Start Date: April 2008 Completion date: August 2014
IDEA supported SIAST in the design of the 3.8$ million Socio‐Economic Development through TEVET
reform project proposal in order to support the government of Malawi and its goals of poverty
reduction and socio‐economic development through the appropriate technical vocational policy and
programming initiatives. The project focuses on strengthening the Malawi economy by improving the
Technical Entrepreneurial Vocational Education and Training system and its partners through
capacity building in planning, management, program renewal, credential assessment, technical
teacher training and applied research. The resulting output and impact of the project is the qualified
professionals providing leadership in an effective and efficient TEVET training system that will
contribute to improved institutional productivity, poverty reduction, gender equality and socio‐
economic development.

World Bank‐funded Design and Development of a M&E Framework for the E‐TVET Fund
Start Date: June 2009 Completion Date: October 2009
The Employment – Technical Vocational Education Training (E‐TVET) reform involves improving the
Jordanian E‐TVET fund through: Institutional strengthening of management processes, capability
building of staff, instilling a new demand driven culture within the Fund program, and helping the
Fund become more responsive to employers’ skill needs in priority industry sectors. In conjunction
with the Canada – Jordan Building and Extending Skills Training (BEST) Systems Program, this project
assisted in helping the Fund improve its operational efficiency and effectiveness.
World Bank‐funded Evaluation of National Employment Training (NET) Program
Start Date: February 2009 Completion Date: June 2009
NET was established in 2007 in accordance with the vision of his Majesty King Abdullah II to reduce
poverty and unemployment. Its goal was to supply 30,000 trained workers in the construction
industry over a four‐year period. Financed through a World Bank grant, IDEA provided an evaluator
to conduct a thorough and comprehensive assessment of the NET project covering four main areas:
The Governance/Administration arrangements of NET, the Economics of NET, the Delivery (Training
and Employment) Model, and the Quality of Outcomes.
CIDA Philippines Country Development Program Framework Support
Start Date: January 2007 Completion Date: June 2007
IDEA was contracted to support the application of a results‐based management system (RBM) within
the context of developing CIDA’s Philippines Country Strategy. IDEA prepared and delivered
extensive training workshops in Canada and the Philippines to bring the concept of RBM into CIDA’s
initiative. The purpose of implementing RBM was to monitor performance and to successfully report
on results in order to enhance accountability, transparency, and decision making within the country
strategy. IDEA assisted in developing the country performance framework, including results targets
and performance indicators, analyzing all projects within the portfolio, and working with the project
teams and the program staff.

Yemen: World Bank‐funded Technical Education and Vocational Training II Project
Start Date: March 2006 Completion Date: June 2008
As part of the project design team, IDEA developed the EOI for SIAST, prepared the proposal and
delivered the technical assistance. The assignment was to work with the Ministry of TVET in Yemen
for a project to enhance the overall relevance, quality, and efficiency of the technical education and
training system in Yemen. The project would aim to help orient technical and vocational training
towards employer‐defined skills needs; and marketed opportunities by fostering public‐private
partnerships for skills development in priority growth sectors. IDEA subsequently developed the
TORs for the contract tender.
Supporting the Saskatchewan Trade Export Partnership
Start Date: January 2007 Completion Date: June 2008
The aim of this project is to provide continual assistance and support to staff members of the
Saskatchewan Trade Export Partnership (STEP) and to improve the company’s corporate strategy in
securing projects with the federal government departments DFAIT, CIDA, and AAFC. IDEA provides a
package of business development, training, and technical services for the company to enhance their
internal capacity in the areas of effective bidding, project sourcing, and consortia building. IDEA
supports STEP in securing technical assistance, grants, and short listing for opportunities on IFI
funded projects.
IFI Bootcamps
Start Date: June 2006 Completion Date: September 2008
IFI Bootcamp Saskatchewan ‐ June 2006: This Western Canada based initiative was designed to give
Canadian firms the edge when bidding on IFI financed procurement. IDEA provided a Results Based
Management (RBM) specialist to: Moderate an informative session on the importance of teamwork
in IFI partnering; educate participants in RBM practices and procedures; and lead a session on
consortium building.
IFI Bootcamp – Victoria – September 2007: Established from previous IFI Bootcamps, this third
installment in Victoria brought together the private sector with Development Bank experts to build
on strengths and strategies that each have established in the field of development. The workshop
consisted of two sessions on IFI bidding practices and partnership strategies.
IFI Bootcamp – Winnipeg ‐ September 2008: The fourth installment in the series, the three day
workshop focused on Green Development and continued to build on the strengths and strategies
that have been established in the field of International development. IDEA designed and developed
the workshop to build success in partnering with International Financial Institutions, and
understanding requirements for International Competitive Bidding (ICB).
These workshops was funded by Department of Foreign Affairs and International Trade (DFAIT) and
the Private Sector Liaison Offices (PSLO).

DFAIT Effective IFI Bidding Workshop

IDEA developed and delivered comprehensive IFI bidding workshops for Canadian Companies across
Canada. These workshops were designed to demonstrate how to effectively bid on public tender
contracts in an International Financial Institutions market. IDEA also managed all operational and
logistics needs as well as provided regular progress reports to the Department of Foreign Affairs and
International Trade (DFAIT).
Enhancing Result Based Management in RBM at Asia Branch
Start Date: December 2006 Completion Date: March 2007
The purpose of this workshop was to support and facilitate Assistant Directors of Operations and
Planning in CIDA’s Asian Branch in the application of effective RBM principles. These principles are
applied to project life cycles and results reporting in order to increase consistency in project design,
implementation, monitoring, and reporting.
Human Resources and Skills Development Canada (HRSDC) Social Development Partnership
Program RBM Training Workshop

IDEA customized its training tools to provide a workshop that increases the capacity of HRSDC
Program Officers to manage projects using RBM Practises and Principles in the Disability Component.
Results Based Management and Teambuilding Workshop

IDEA prepared and delivered a custom designed workshop to support and facilitate the Association
of Universities and Colleges of Canada (AUCC) in the principles of RBM and to build teamwork
amongst management and staff. The workshop aimed to identify ways of integrating CIDA’s new
RBM principles in the life cycle of all projects; as well as increase consistency in project design,
implementation, monitoring, and reporting.

implements the decisions of these two bodies. The
Organization has more than 50 field offices around the
world. IDEA works with UNESCO’s Jordan and Iraq offices.
UNRWA (the United Nations Relief and Works Agency for
Palestine Refugees in the Near East) is a relief and human
development agency, providing education, healthcare, social
services and emergency aid to over four million refugees living in

the Gaza Strip, the West Bank, Jordan, Lebanon and the Syrian
Arab republic. IDEA has worked with UNRWA offices in Syria, the
Occupied Territories and Lebanon.
The Southeast Asian Ministers of Education Organization
(SEAMEO) was established on 30 November 1965 as a chartered
international organization whose purpose is to promote
cooperation in education, science and culture in the Southeast
Asian region. SEAMEO is a dynamic, self reliant, strategic policy‐
driven and internationally recognized regional organization for
strengthening regional understanding and cooperation in
education, science and culture for a better quality of life. SEAMEO
seeks to enhance regional understanding and cooperation and
unity of purpose among Member Countries and achieve a better
quality of life. IDEA supported SEAMEO Secretariat in a variety of
training and TA activities, including business development.
The government of Jordan’s National Center for Human
Resources Development (NCHRD) seeks to further Jordan’s
national aspirations to enhance and promote human resources
development, to improve relevance of outputs of education and
training programs to labor market needs, and undertake
evaluation of reform programs in the education sector. IDEA has
worked with NCHRD as a partner, TA, trainer and evaluator.
The Ministry of Education is responsible for Jordan’s primary and
secondary education system and the Education Reform Program.
IDEA has worked with the MOE through World Bank and GAC
funded program at the Minister and strategic planning levels.
