o Explanation of choices regarding what is included and
what is not (e.g. type of flow, sectors)

  • 3. 3 Climate Change Expert Group Reporting on support needed vs. received Support received • Looking back at what has already happened – can be known • Requires financial tracking system • Generally refers to international public financial support Support needed • Looking forward at anticipated action – can only be estimated • Requires understanding of objectives + translation of objectives into financial terms • Generally an overall amount, sources unknown (domestic, international, public, private, etc.)
  • 4. 4 Climate Change Expert Group Current reporting of support received and needed  Information requested in general way in both NCs and BURs  Reporting patchy, limited clarity, significant variation o Coverage (which flows, activities) o Definitions (what is included and counted) o Methods (tracking system based on domestic budgets, gathering information from donors) o Level of detail (time periods, activities, flows) o Clarity (limited explanation of how figures derived)

  • 7. 7 Climate Change Expert Group Reporting need not vary for information that improves understanding  No matter different starting points, some information can and should be transparently reported: o Domestic arrangements and methods, for tracking support received, estimated support needs o What data is available o Explanation of terminology for type of financial flow o Status of financial flow o Explanation of choices regarding what is included and what is not (e.g. type of flow, sectors)
  • 8. 8 Climate Change Expert Group Identifying where to improve reporting  Assessing “what do I want to be able to report”  Guided by MPGs on what Parties should report, or are encouraged to report  Reporting team to ask: o What information is not currently available but is important to monitor/gather o What is needed to begin monitoring this information o What is needed to be able to access and gather available information o What is needed to understand information provided by third Parties

  • 10. 10 Climate Change Expert Group To sum up  Reporting may be facilitated if Parties can o Understand what information they can report o Know where they wish to improve reporting and how o Communicate transparently about their starting points and what they wish to improve MPGs play an essential role
