The proposed total property tax rate remains $0.386439 per $100 valuation, which was the rate approved last year. The budget projects a beginning general fund balance of $4.48M and ending balance of $4.73M. Other funds discussed include street maintenance, capital projects, and utilities. City Council is required to approve the budget, tax rate, and ratify any property tax revenue increases.
City staff provided the city council with a broad overview of the proposed budget for the next fiscal year. More-detailed discussions will occur in a a series of upcoming workshops.

Policy Analysis
• The City Charter requires that the City Manager prepare a
budget to cover all proposed expenditures of the City for
the succeeding year. The budget must be prepared in
conformity with state law and a vote to approve is required.
• A vote to set the tax rate is required by Chapter 26 of the
Tax Code.
• HB 3195 requires a separate vote be made to ratify the
property tax revenue increase in the budget.
