academically behind the other students in at least one content area: mathematics, reading, writing,
science or social studies. Mr. Wolkovitz also suggested that the students receiving special education
services are also included in his definition of an at risk student. This response seems quite appropriate

time management in regard to the Final Report later. I have found that, although relevant skills to the
task at hand, proficiency with SolidWorks or a general aptitude for mechanical engineering for
example, organizational abilities, or other things of that nature, these are effectively useless without a
developer work ethic, a willingness to accept feedback and learn, the ability to effectively resolve
disputes, and good communication, all of which are immensely valuable in a collaborative setting. For

This case involves the suspect being arrested for driving on a suspended driver s license in violation of
CVC 14601.1 (a) Suspended Driver s License and an outstanding arrest warrant.
INVESTIGATION:
On 05 18 17 at 0107 hours, I was working uniformed patrol in police unit #16. I was traveling west on
Walnut Street approaching Madison Avenue. I observed a tan 4 door Kia Amanti also traveling west
on Walnut Street, directly in front of me. I saw that the vehicle did not have a rear license plate in
violation of CVC 5200(a) No License Plate.
I activated my overhead emergency lights/siren and conducted a traffic stop on Walnut Street east of
Madison Avenue. I contacted the driver, later identified as Suspect Emajanae Ayashi Whitebear and
asked for her driver s license, registration and proof of insurance. Whitebear gave me a California ID
card instead of a California driver s license. Whitebear stated her California driver s license was
recently reinstated from a prior suspension. Whitebear did not have proof of her driver s license being

While working in the different schools as a substitute teacher, I learned what schools had the highest
level of students with special needs in spelling, and math. These kids were taken out of class to work
with me on a one on one level helping to try and get them caught up in spelling, sounds and how to
read, as well as math. It was amazing to see kids that were in the second grade not knowing there
sounds or being able to add and subtract math correctly. They were in second grade on a first grade

schools verses the issues within the school would be flipped. When substituting at the charter school I
found out that they have a higher than average poverty level at their school, where 73% of the children
in the school receive free lunches, which is up from 2013 at 65%. Our neighboring Twin Falls county
school district runs at a 55% with their charter school runs as low as 28% for free lunches. It is hard to
figure out the reasons behind why the poverty levels are so high. This is a farming community and we
