Since June 2014, Mr. Walch has served as Dewberry’s Water Market Sector Leader for their
Southeast US business Practice, having Client Service Manager (CSM) Business Development and
Project Director responsibilities for many of its Southeastern US public agency clients.
During the Dewberry tenure, the following was achieved:
 Established Dewberry’s Management Consulting Practice (Water Service Line) and spearheaded
key hires to support this initiative across the Dewberry Enterprise.
 Selected by Indian River County, Fl to implement AMR/AMI technology Feasibility ROI.
 Selected by FT Gordon / Augusta Utilities, GA to re-negotiate their Utility Privatization
Agreement, called a “Redetermination” with the Federal Government.
 Led Dewberry in ENVISON TM Certification for the firm.
 In Florida, targeted the Central Florida Water Initiative (CFWI) as the prime focus for future
Water-related opportunities. Was successful in being selected by TOHO Water Authority and
Osceola County on separate assignments related to this initiative.
 Selected by TOHO Water Authority (TWA) to provide Engineering Due Diligence for Sale of $173
Million in Revenue Bond sale to support TWA’s Capital Improvement Plan and Alternative Water
Supply strategy.

 Positioned Dewberry in several key market selections in: Indian River County, Pasco County,
Lakewood Ranch CDD, City of Tampa, City of Sarasota, Sarasota County, City of Lake Wales,
City of Deltona, Ft Gordon / City of Augusta, Ga., Jacksonville Electric Authority (JEA),
 Selected by Osceola County, Florida and the TOHO Water authority to implement a significant
Alternative Water Supply project (using ENVISON TM guidelines) called “Judge Farms
Development Plan”. This multi- disciplined, multi-stakeholder project has three main objectives:
o Promote economic development by creating building pads, extending roadways and utilities and
reclaiming existing stormwater ponds centered around the Florida Advanced Manufacturing
Research Center.
o Provide a Stormwater / Rainfall harvesting water storage facility for a minimum of 200,000,000,
and up to 425,000,000 gallons of water to augment existing TWA reclaimed water irrigation
system, as part of the CFWI Project.
o Provide stormwater treatment to remove pollutant loading from Lake Toho as part of the Lake Toho
Nutrient Reduction Plan and Lake Toho Restoration Initiative.

From November 2011 through April 2014, while at Brown and Caldwell, Mr. Walch served as a Client
Service Manager (for business development and serving as a Project Director) for approximately 20
clients, mostly in Florida. He was a principal in Brown and Caldwell’s Corporate Utility Management
Consulting Practice, that targets large municipal client in areas of public utility organizational re-
engineering, Alternative Delivery, Asset Management Implementation, Program Management, P3
opportunities, Public/Private partnerships, Utility Merger & Acquisitions, Municipal Finance (Revenue
Bond and Financial Services).
While at Brown and Caldwell, served as a Client Service Manager (for business development and

Prior to October 2011, Mr. Walch’s served a 30-year career at ATKINS (formerly PBS&J) championed
several of the firm’s major initiatives. Examples of some of these include:
 During a period from 1986-1990 served in a dual role as local Water/ Wastewater Florida
Leader, responsible for Business Development, while also serving as local Client Service
Manager and Project Director for many Florida municipal clients.
 Developed the firm’s Information Management Technology Group in 1992, which
implemented:
o Geographic Information Systems (GIS) as a service line.
o Introduced “Virtual Dynamic Model©” Computer wastewater modeling as a service
supporting utility Master Planning efforts. This first-of-its-kind technology
incorporated real-time weather radar data into dynamic computer models to predict
potential sewer overflows.
o Developed Asset Management Services in 1996 incorporating Geographic
Positioning Systems (GPS) in conjunction with GIS and modeling.
 In 1996, developed PBS&J’s Infrastructure Planning & Finance Program which served as the
beginning of a Management Consulting practice (responsible for business units in Orlando,
Tampa and Miami (40+ staff) developing Master Plans, Hydraulic Modeling and Capital
Improvement Program and Financial Plans for public and private clients.
 Developed “Program Management” as a service line within PBS&J’s Environmental Service.
In 1996 – 2001 served Miami-Dade Water and Sewer department (MDWASD) in two major
assignments:
o Consent Decree Director (Modeling, Peak Flow Study and Master Planning), and
o Pump Station Improvement Program (PSIP) Program Manager. This Program
Management assignment was PBS&J’s first assignment as true “true Program
Management” and acting as the local Director of the office and field inspectors for
this $500M program (Equivalent to over $1 billion in 2015 dollars).
 Developed the PBS&J’s web-based collaboration service line and Consulting Industry’s first
web-based Program Management “Project Specific Web Site” in 1994 (showcased in ENR
magazine) for online project collaboration.
 In 2000, developed PBS&J’s Management Consulting Practice service line to support
implementation of:
o Public / Private utility mergers and acquisitions
o Public / Private Revenue Bond Financial support
o Rate / Fee / Utility User Charge & Feasibility Studies
 Developed and Implemented PBS&J’s Capacity, Management, Operations & Maintenance
(CMOM) initiatives for wastewater, as well as the water industry’s first CMOM program in
2008 for Orange County utilities (Orange County, Florida).
 Served as a Teacher within PBS&J’s University on many of these topics
