The Coalition for Change, Inc. (C4C) continues
to receive reports from present and former
federal employees about government
workplace abuse. For this reason, C4C leaders,
David Grogan and Paulette Taylor joined me
last month in visiting the office of U.S. Senator
Benjamin Cardin to discuss with officials the
plight of many Maryland constituents and
others, who suffer reprisal after exposing civil
rights violations in the federal sector.
Our proactive self-help non-profit organization
- comprised of former and present employees
who have been injured or ill-treated due to
workplace discrimination and/or reprisal –
recently made two separate Freedom of
Information Act (FOIA) request. The C4C sent
a request to the Equal Employment
Opportunity Commission (EEOC) seeking
class action data. (The C4C awaits the
EEOC’s reply.) The C4C also sent a FOIA

request to the Office of Personnel Management
(OPM). In reply, on June 29, 2015 the OPM
provided terminations and hires by ethnicity
and race as of fiscal year 2010 thru fiscal year
20141. A cursory review of FY 2010 data
exposes racial disparity rates in the
hiring / firing ratio of persons based on
race. For example, in FY2010, a total of
291,862 were hired and a total of 77,179 federal
civilian employees were terminated.
Whites comprised 71.2% (207,836) of new
federal hires; and 69.2% (53,424) of persons
terminated from the federal workforce. In FY
2010, the percentage of Whites “fired” fell 2%
below, the percent of Whites “hired.”
Conversely, Blacks comprised 14.6% (42,571)
of federal new hires; and 15.4% (11,874) of
those terminated from the federal workforce.
In FY 2010, the percentage of Blacks “fired”
surpassed the percent of Black “hired” by .8%.
Preliminary trend data analysis discloses that
Blacks/African Americans are more likely to be

terminated from federal service and less likely
to be hired into federal service than Whites.
A complete analysis of data is underway.
Results will be posted on C4C’s website as well
as announced at the upcoming
Whistleblower Summit’s panel
discussion, scheduled for July 31, 2015,
covering federal workforce discrimination’s
adverse impact on the health and wealth of the
Black Community.

The Notification and Federal Employee
Antidiscrimination and Retaliation Act of 2002
(No FEAR Act), which became effective on
October 1, 2003 requires Federal agency
employers to report on its Federal equal
employment opportunity complaint activity.
The U.S. Department of Health and Human
Services’ (HHS) No FEAR data, which was
extracted from the agency website, is presented
below.
In 2014, on average the HHS exceeded the
180 prescribed number of days for completing
investigation of complaints by 51 days, leaving
employees to languish in the administrative
system while awaiting a fair disposition of
claims presented. Reference: 29 CFR 1614.108 -

Thomas Vilsack
Thomas James "Tom" Vilsack, who has
served as the United States Secretary of
Agriculture (USDA) since 2009, previously
served as the Governor of Iowa from 1999 to
2007. Employees of USDA have reported to
C4C that the Department “fosters and creates
barriers to ensure minorities are hardly ever
promoted and exclusively allowed to remain
in the same job and grade year after year.”
C4C was also informed: “Things are worse
than ever at USDA. The Agency steps up
reprisal against employees who speak out in
any way using HR, and refuses to settle cases,
hoping people will leave or die.” In October
2012 twelve women employed at the US Department
of Agriculture filed complaints of discrimination
against Secretary Tom Vilsack and President Barack

Notably, employees of the Iowa’s state
government filed charges alleging “systemic
discrimination” against the state for
discriminatory hiring practices. See 13 accuse
job agency of racism. The Iowa
Department of Administrative Services opened
an investigation into the management at Iowa
Workforce Development. The investigation
disclosed that employees of the agency were
improperly given jobs, pay raises and bonuses.
A class action was filed (Linda Pippen, et al
v State of Iowa, et. al. Case No. 107038).

(C4C) continues to receive reports from present and former federal employees about government workplace abuse. For this reason, C4C leaders, David Grogan and Paulette Taylor joined me last month in visiting the office of U.S. Senator Benjamin Cardin to discuss with officials the plight of many Maryland constituents and others, who suffer reprisal after exposing civil rights violations in the federal sector. Our proactive self-help non-profit organization - comprised of former and present employees who have been injured or ill-treated due to workplace discrimination and/or reprisal – recently made two separate Freedom of Information Act (FOIA) request. The C4C sent a request to the Equal Employment Opportunity Commission (EEOC) seeking class action data. (The C4C awaits the EEOC’s reply.) In reply, on June 29, 2015 the OPM provided terminations and hires by ethnicity and race as of fiscal year 2010 thru fiscal year 20141. A cursory review of FY 2010 data exposes racial disparity rates in the hiring / firing ratio of persons based on race. For example, in FY2010, a total of 291,862 were hired and a total of 77,179 federal civilian employees were terminated. Whites comprised 71.2% (207,836) of new federal hires; and 69.2% (53,424) of persons terminated from the federal workforce. In FY 2010, the percentage of Whites “fired” fell 2% below, the percent of Whites “hired.” Conversely, Blacks comprised 14.6% (42,571) of federal new hires; and 15.4% (11,874) of those terminated from the federal workforce. In FY 2010, the percentage of Blacks “fired” surpassed the percent of Black “hired” by .8%. Ward Jordan The Notification and Federal Employee Antidiscrimination and Retaliation Act of 2002 (No FEAR Act), which became effective on October 1, 2003 requires Federal agency employers to report on its Federal equal employment opportunity complaint activity. The U.S. Department of Health and Human Services’ (HHS) No FEAR data, which was extracted from the agency website, is presented below. In 2014, on average the HHS exceeded the 180 prescribed number of days for completing investigation of complaints by 51 days, leaving employees to languish in the administrative system while awaiting a fair disposition of claims presented. Reference: 29 CFR 1614.108 - Investigation of complaints. EXPOSED Thomas Vilsack Thomas James "Tom" Vilsack, who has served as the United States Secretary of Agriculture (USDA) since 2009, previously served as the Governor of Iowa from 1999 to 2007. Employees of USDA have reported to C4C that the Department “fosters and creates barriers to ensure minorities are hardly ever promoted and exclusively allowed to remain in the same job and grade year after year.” C4C was also informed: “Things are worse than ever at USDA. The Agency steps up reprisal against employees who speak out in any way using HR, and refuses to settle cases, hoping people will leave or die.” In October 2012 twelve women employed at the US Department of Agriculture filed complaints of discrimination against Secretary Tom Vilsack and President Barack Obama.
