Michele di Chio founded OLTRE to design and sell mechatronics for materials handling. OLTRE's product, OVER-BI, is an automated vertical bicycle parking system that can accommodate all types of bicycles. It offers bicycle maintenance and rental services. OVER-BI aims to maximize parking capacity while minimizing space usage through a modular vertical design. The system provides new services while simplifying existing processes and reducing environmental impact and costs for communities. OLTRE plans to fund and implement OVER-BI through private capital investments, negotiated contracts, and open tender invitations.

Introduction
My name is Michele di Chio, I’m the founder of the startup
microenterprise called OLTRE.
We design, build and sell mechatronics for materials handling.
My motto is:«doing old things in a new way, creating added
value with sustainable solutions».
Born in Collegno in the province of Turin in 2011, OLTRE is a
business network in Italy, aiming at expanding all across
Europe and in the entire Mediterranean area, through
cooperations with profit and no-profit organizations,
Universities, Innovation poles, Chambers of Commerce and
Public Administrations.

2. Description of technological solution
Automated multifloor vertical bicycle parking-An interchange node
OVER-BI
Over-BI is a bike parking, able to accomodate all
private types and brands of of bicycles, or the electric
power-assisted pedal-cycles used by bike-share
programs, besides the handbikes and cargo-bikes.
It offers a fully outfitted bike workshop, a self-
mainteinance service and an automatic bike rental
service.
Our design aims to optimize modularity, flexibility of
use, parking capacity and operating speed: that’s the
reason why Over-BI constitutes the solution for
dynamic parking, maximizing the vertical space, in
order to save much more room on the ground.
Over-BI wants to be the best compromise between
innovation and economic solution to an issue that
citizens care a lot about , namely saftey and comfort
during bike transfers.

3. Cost reduction, provision of new services, process simplification ideas,
environmental impact reduction, safety and comfort for the users
How can this program fulfill our community necessities?
OVER-BI
New services:
Battery charger or battery replacement for electric power-
assisted pedal-cycles, self-mainteinance, automated functional
testing, Mobility Information system, interactive totems to make
Public Administration close to the citizens, Bike Monitoring
System, private-bike sharing, interaction with other service
providers (public and private), advertising and Tourism.
Simplification:
The service requires neither the redistribution of shared vehicles,
nor the provision of supervised areas or temporary stalls.
Environmental impact:
This system is a fully sclalable, modular, transferable platform,
recyclable also in its photovoltaic self-powered version .
It does not require expensive specific interventions, since it can be
adapted to urban recovery of disused structures.
Safety and comfort:
Our service guarantees the safekeeping and preservation of
technologically advanced and customized bikes.

4. OVER-BI
Costs:
Caused by acts of vandalism, bad weather conditions , necessity
for mainteinance, damages.
Some european bike- sharing systems wenk bankrupt, or they are
working at a loss, managed by PA to lose money; businessmen
don’t invest, and as a a consequence, inventors do not develop
any new invention and Building Companies can’t build..
Neither private companies nor PA are able to attract new
business/clients towards purchase of new services , hardware and
software programming and IT applications, to make the use of
city bikes (especially the electric-power assisted ones) smarter.
The existing bike-sharing systems (BSSs) need a distribution
network, that may not reduce the negative impact on climate and
management costs, but can be a useful tool for covering the last
km.
European Union has slapped Italy with many fines, due to
continues violations of PM10 and CO2 emissions, with a
consequent increase in costs for the entire community, instead of
creating Sustainable Mobility innovations, boosting urban bicycling
and reducing car trips.

implementation of innovative projects on a regional,
national and european level, which mainly dips into
private capital. These assets will be reclaimable
thanks to the cash flow streams generated by the
infrastructure itself, after its management activation.
Negotiated procedure:
When, for technical or artistic reasons, or for reasons
connected with the protection of exclusive rights,
the contract may only be awarded to a particular
company.
Invitation to tender:
After a feasibility study and definition of all technical
characteristics, an invitation to tender will be
opened, aimed at redeveloping an area for
