Construction Manager for Enstor: Quality Integrated Service, Inc., - Guymon, OK July 2015 – December 2015
Directly responsible for installation of a new Thermal Oxidizer and associated piping to existing reboiler at a compressor station for a
natural gas storage cavern. This includes all new lines for fuel gas, glycol, waste gas, and instrument air. Complete oversight of
inspection and contractor crews, project reports/documents, costs, and schedules. Make recommendations to appropriate management
on issues and areas for improvement. Commission all equipment once installed to insure quality of work product of entire project,
including assurance that the facility is operating properly and per scope of work before turning over to operations as a complete
package.
Sr. Quality Assurance & Quality Control Consultant: North American Energy Holdings, LLC - Mexico July 1015 – August 2016
Selected to provide expert consulting by GDF Suez to evaluate and provide findings of their Quality Assurance and Quality Control
process of the Los Ramones II Pipeline Project. Provided technical support in the areas of Quality Assurance and Quality Control
assessment, and KPI analysis. Development and delivery of project services to both clients internal and external. Interface with other
NAE clients. Generate final report on the Quality Assurance and Quality Control management system to GDF Suez., and
recommended many processes, procedures, and personnel changes up to and including termination of individuals/teams not
performing effectively or shunning their responsibilities. Provided a QA/QC program for their use to improve this and future projects
in Mexico.
Construction Manager for Caliber Midstream, Pipeline Projects; the Texian Group, Inc. - Arneguard, ND Sept. 2014 – May 2015
Directly responsible for the safe installation of new gathering systems in North Dakota. Construct and commission gathering systems
to include fresh water for drilling; along with produced water, crude, and natural gas takeaway from customer well pads. Responsible
for project and construction management, quality, installation, pipe and electrical tie-ins of LACT units at each weld pad for various
crude oil operators. Tie in these pipeline laterals to Caliber’s gathering system and ensure proper operations for delivery to production
facility. This includes planning, budgeting, project reports/documents, quality control, cost control, and schedules. Responsible for
multiple contractor’s compliance with bid, costs, specifications, regulatory requirements, and procedures.
Instrumental in the rewrite and additions to Caliber’s specifications and procedures involving compliance, quality control, and quality
assurance, including procedures and documents I have authored while in the industry. Direct ownership of multiple projects taking
place simultaneously with individual project budgets exceeding six million dollars.

As Project/Construction Manager, responsible for pipeline integrity projects assigned in the United States on pipelines exceeding 42”
in diameter. Complete oversight of Mainline Integrity Program in my area of responsibility which included the States of Minnesota,
Wisconsin, Michigan, Kansas, Missouri, and Oklahoma. In 2013 directly responsible for 70% of Enbridge remediation digs in the
United States. This includes control of the final work product for quality control to ensure compliance with government and company
procedures, continuous improvement of processes to develop a comprehensive quality work product for every anomaly dig, planning,
budgeting, and property owner notifications/relations, managing inspection of contractor crews, permitting, environmental issues,
project reports/documents, costs, and schedules. Select, hire, and manage all inspection personnel, contractors, and Non Destructive
Examination crews. Write policies and procedures to continuously improve the MLP-US projects team. Instrumental in re-writing the
Master Service Agreement and Quality Assurance/Quality Control processes for all Enbridge contractors and inspection staff to
simplify contract expectation, compliance, invoicing, and payment. Put in place cost saving measures which cut costs for projects by
25% on average. In charge of several highly motivated and productive teams controlling in excess of 1.2 million dollars per day on
pipeline repairs within the United States. Acknowledged by Enbridge superiors as having the most complete and accurate quality
assurance/quality control standards and documentation for inclusion into their document control system, which was primarily focused
on compliance, quality assurance and document/records control for entire project.

turn-key of new pipeline facilities, extensive piping modifications in operator facilities, repair and new construction of aboveground
storage tanks, integrity remediation digs, and pipeline recoat projects, etc. Chosen as individual to review, suggest changes, and

product, and start-up of new pipeline projects and facilities. Customers included, Enterprise Product Partners, L.P., and Texas Eastern
Products Pipelines, LLC.
Consultant/Contract Inspector: Integrity Inspection Services, Inc.-Roswell, GA February 2006 – December 2006
Oversee and manage all aspects of turn-key pipeline and pipeline facility projects including piping modifications, new construction,
and integrity management remediation projects. Directly responsible for projects from start to completion including material receipts,
permitting, fabrication, installation, engineering reports/documents, quality assurance and control, and start-up of new pipeline
projects and facilities. Customers included Kinder Morgan, Plantation Pipeline Company, Kinder Morgan Southeast Terminals, and
Colonial Pipe Line Company. Acted as Company Liaison between the Federal Pipeline and Hazardous Materials
Administration (“PHMSA”) - Office of Pipeline Safety/Department of Transportation and other regulatory authorities on high
level pipeline projects.
Senior Utilities Engineer; Virginia State Corporation Commission – Richmond, VA 1998- January 2006
Design, implement, and manage the Commonwealth of Virginia’s Pipeline Safety Program for pipelines and pipeline facilities.
Directly responsible for the Commonwealth of Virginia becoming Interstate Agent for PHMSA to include regulatory oversight
of petroleum and gas pipelines, salt dome gathering and compression systems, and fuel storage facilities operating in Virginia
to insure compliance with federal and state regulations. Responsible for management of the entire program including certification
with the US Department of Transportation, annual forecasting and planning, budgeting, and financial accountability for program costs.
Close interaction with pipeline operators, federal, state, and local government officials relative to pipeline safety. Manage, train a tea
of engineers, and perform inspections of gas and petroleum pipelines and facilities to ensure compliance with Pipeline Safety
Regulations, Operator specifications, and a Quality work product on all projects. Chosen as one of five members of an Elite Federal
PHMSA joint inspection team of several major interstate pipeline operator’s Integrity Management Plans to determine proper
implementation of the intent of the new Integrity Management Rule, ensure their program was written with continuous
quality improvement initiatives so it would continue to evolve into a more comprehensive process as designed by the Integrity
3. Management Rules of CFR 49 Parts 192 and 195. Managed inspection, scheduling, and quality work of my team including new
pipeline construction projects, integrity digs, pipeline relocations/repairs, API 653 tank inspection/repairs, cathodic protection
surveys/initiatives, and audits of pipeline operators. Direct and supervise staff engineers and inspectors to perform inspections of both
petroleum and natural gas pipelines. Designed and put in place inspection procedures, forms, and follow-up processes to ensure the
quality of the program would continuously improve. Developed an exemplary rapport with all pipeline operators and management.
Managed the Commonwealth’s Damage Prevention program between 1998 and 2001 including the direct supervision of damage
prevention investigators and administrative staff, coordination of monthly Advisory Committee Meetings/Hearings to present and
adjudicate probable violations of the Commonwealth’s Underground Utility Damage Prevention Act. Initiated and facilitated meetings
and conferences with all stakeholders in damage prevention to improve protection for the Commonwealth’s underground utility
infrastructure. Oversight of the Commonwealth’s “One-Call” system. Conducted meetings with officials from other States to educate
them in our process, and aid their Public Service Commissions in adopting more effective solutions to damage prevention laws and
practices.

Train, direct and evaluate up to forty employees in all aspects of refined petroleum pipeline operation and maintenance. Responsible
for eight pump stations, delivery terminals, take-off locations, laterals, associated facilities, and three-hundred and fifty miles of
pipeline throughout Virginia. Control an annual operating budget exceeding $1,000,000.00. Responsible for all capital projects,
operations, maintenance, employee development within my area of responsibility, and Total Quality Management Initiatives. Maintain
awareness of and mitigate concerns relative to environmental issues, pipeline and facility placement, operations, maintenance, and
potential hazards of pipelines. Interact extensively and effectively with community leaders, public and government agencies to ensure
the smooth implementation of operations, develop a consensus of environmental concern, and to minimize potential incident impact.
Ensure the compliance of all installations, operations and procedures with local, state, and federal regulations. Oversee the operations,
maintenance, and monitoring of pipelines to ascertain degradation from standards, increase profits, and develop personnel to become
more effective. Designed and put in place Quality initiatives to provide the cleanest fuel, efficiencies to improve deliveries, and
increased throughput by 50%.
