Directly responsible for the safe installation of new pipeline projects assigned in the United States. Current project involves complete
oversight of a new-lay 70 mile, 12”, .500wt Ethane line running between Sherwood and Majorsville in West Virginia. This includes
planning, budgeting, project reports/documents, costs, and schedules. Responsible for the hiring, supervising, and management of all
inspection personnel, multiple contractors and their crews, survey, and Non Destructive Examination crews. Write policies and
procedures to continuously improve the MarkWest projects team.
Construction Manager for Enbridge Energy, Mainline Projects; Tulsa Inspection Resources, - Tulsa, OK June 2011 – Sept
2013
Directly responsible for pipeline integrity projects assigned in the United States. Complete oversight of Mainline Integrity Program in
my area of responsibility which included the States of Minnesota, Wisconsin, Michigan, Kansas, Missouri, and Oklahoma. In 2013
directly responsible for 70% of the remediation digs in the United States. This includes planning, budgeting, property owner
notifications/relations, managing inspection and contractor crews, permitting, environmental issues, project reports/documents, costs,
and schedules. Select, hire, and manage all inspection personnel, contractors, and Non Destructive Examination crews. Write policies
and procedures to continuously improve the MLP-US projects team. In charge of several highly motivated and productive teams
controlling in excess of 1.2 million dollars per day on pipeline repairs within the United States.
Construction Manager for Enstor: Quality Integrated Service, Inc., - Guymon, OK November 2010 – June 2011
2. Directly responsible for projects including permitting, budget, approving all contractor invoices, payment of milestones to contractor
during various phases on project, fabrication, installation, engineering reports/documents, material receipts, and start-up of new
pipeline projects and facilities. Complete oversight of projects from start to completion including planning, property owner
notifications/relations, managing inspection and contractor crews, permitting, project reports/documents, costs, and schedules. Make
recommendations to appropriate management on issues. Completed expansion of gas storage facility in Southeastern New Mexico,
(Permian Basin) including tie in of two new production wells, installation of injection and re-injection equipment to include
compressors, dehydration units, scrubbers, flare stacks, condensation units, uprated piping, and all applicable mechanical and
electrical equipment. Commissioned all equipment once installed to insure entire project operated per scope of work.
Consultant/Contract Inspector for Colonial Pipeline Company: Associated Staffing, Inc, - Roswell, GA May 2007 – November
2010
Oversee and inspect all aspects of turn-key pipeline and pipeline facility projects including piping modifications, new construction,
and integrity management remediation projects. Directly responsible for projects from start to completion including materials receipts,
permitting, fabrication, installation, engineering reports/documents, and start-up of new pipeline projects and facilities. Chief
Inspector on the New Jersey Turnpike Project involving the relocation of eighteen miles of 30 inch petroleum pipeline to facilitate
widening of the turnpike between exits 6 and 9. Directly responsible for budgeting, cost tracking, supervision of inspection,
contractors, administrative staff, and scheduling to guarantee results. Complete oversight of other projects from start to completion
including planning, property owner notifications/relations, managing inspection and contractor crews, permitting, project
reports/documents, costs, and schedules. Make recommendations to appropriate management on issues. Have inspected multiple
projects including construction/relocation of pipelines, turn-key of new pipeline facilities, repair and new construction of tanks,
recoating of pipelines, integrity remediation digs, and pipeline recoat projects.

Oversee and inspect all aspects of turn-key pipeline and pipeline facility projects including piping modifications, new construction,
and integrity management remediation projects. Directly responsible for projects from start to completion including material receipts,
permitting, fabrication, installation, engineering reports/documents, and start-up of new pipeline projects and facilities. Recent
customers included Kinder Morgan, Plantation Pipeline Company, Kinder Morgan Southeast Terminals, and Colonial Pipe Line
Company. Acted as Company Liaison between the Federal Pipeline and Hazardous Materials Administration (“PHMSA”) - Office of
Pipeline Safety/Department of Transportation and other regulatory authorities on high level pipeline integrity remediation and
replacement projects.
Senior Utilities Engineer; Virginia State Corporation Commission – Richmond, VA 1998- January 2006
Design, implement, and manage the Commonwealth of Virginia’s Pipeline Safety Program for hazardous liquid pipelines. Directly
responsible for the Commonwealth of Virginia becoming Interstate Agent for PHMSA to include regulatory oversight of petroleum
pipelines and fuel storage facilities operating in Virginia to insure compliance with federal and state regulations. Responsible for
management of the program including certification with the US Department of Transportation, annual forecasting and planning,
budgeting, and financial accountability for program costs. Close interaction with pipeline operators, federal, state, and local
government officials relative to pipeline safety. Oversee and perform inspections of pipelines to ensure compliance with Pipeline
Safety Regulations. Participated as a member of an elite Federal OPS joint inspection team of several petroleum pipeline operator’s
Integrity Management Plans. Performed the majority of inspections including integrity digs, pipeline relocations/repairs, API 653 tank
inspection/repairs, cathodic protection surveys/initiatives, and audits of pipeline operators. Direct and supervise staff engineers and
inspectors to perform inspections of both petroleum and natural gas pipelines. Developed an exemplary repoire with all pipeline
operators and management.
Managed the Commonwealth’s Damage Prevention program between 1998 and 2001 including the direct supervision of damage
prevention investigators and administrative staff, coordination of monthly Advisory Committee Meetings/Hearings to present and
judicate probable violations of the State’s Underground Utility Damage Prevention Act. Initiated and facilitated meetings and
conferences with all stakeholders in damage prevention to improve protection for the Commonwealth’s underground utility
infrastructure. Oversight of the Commonwealth’s “One-Call” system. Conducted meetings with officials from other States to educate
them in our process, and aid their Public Service Commission in adopting more effective solutions to damage prevention laws and
practices.
