Building Act 2006
 Building Code & Building Act 2006 have been approved in
principle by cabinet and will be enforced by 1st January 2013.
 Building include;
I. A structure on or attached to land, lagoon bed or sea bed
II. A structure attached to a building
III. Part of a building whether the building is completed or not
 Building Act does not include;
I. A bridge
II. A road
III. Retaining wall associated with bridges, or roads
IV. A road traffic sign
V. Electricity network distribution equipment
Building Act 2006
 Assess design proposals to ensure they are
structural sufficient, safe and stable for their
intended use and do not pose a hazard to persons
or property
 Assess Construction work to ensure it directly
complies with the approved design/construction
drawings submitted in the application.
 Violation of the building act
 Imprisonment
 A fine
Building Act 2006
 Building work must not proceed past a stage
without written approval from Building
Inspectors
 Building not to be used until a certificate of
occupancy has been issued. Occupying the
building without occupancy certificate is an
offense and will result in imprisonment for not
more than 1 year and a fine not exceeding
$10,000.00.

Stages
 Foundation Checklist
 DEMOLITION PLAN
 Construction work is executed on site specified in the
site plan submitted in the application for building
permit
 Site clearance; rubbish are well cleared off
construction site
 Dimensions/measurements for footing directly
comply with construction drawing
 Earth foundation is fully compacted (top soil removed
to reach firm foundation. Some working drawing
require foundation to be filled with hardcore, topped
with sand blind and compacted)
 Re-bars/reinforcement bars are of correct specification
and laid at spacing directed in the working drawing
 Stir ups are of correct specification and installed at
spacing detailed in the official construction drawing
 Starter bars are of correct specification and installed
correctly according to requirements of the
construction working drawing.
 Sufficient reinforcement cover (minimum 50mm)
 Underground pipes have been laid according to
specifications of the construction drawing
 Arorae inspetion photo to be installed
Certificate of compliance for Foundation
Framing
 Blockwork wall
 Fittings for electrical work have been installed
 Blockworks were laid at good standard of
workmanship
 Reinforcements for bond beams and lintel have been
installed according to specification of the construction
drawing
 Top ends of vertical reinforcements beside window
and doors are to be left exposed
 Timber frame
 Bottom plates bolted to slab
 Studs, dwangs, lintel, jack studs and top places
installed correctly according to specifications of the
construction drawing
 Roof trusses must be made according to specification of the
construction drawing and installed at spacing directed in
the working drawing
 Batterns/purlins of correct size, spacing and fixings
 Bracing
 Roofing of correct specification, lapping ,fixing & flashings
 External Cladding must be installed as detailed in the
working drawing
 Internal lining must not be installed.

 Wiring must be laid as detailed in the
electrical plan
 Other requirements of electrical
codes/standard must be fulfilled
 Requirement for circuit diagram must be
fulfilled

Practical Completion Certificate
 Foundation, framing and electrical certificates
 Building must be structural sound, completely
water tight and in any respect complies with
requirements/specifications of the construction
working drawing
 The certificate must be enclosed with a list of
cosmetic defects.
 Due date for attending cosmetic defects/defect
liability period must be set and agreed by
contractor, inspector, client and/or project
administrator

  • 5. Building Act 2006  Building Code & Building Act 2006 have been approved in principle by cabinet and will be enforced by 1st January 2013.  Building include; I. A structure on or attached to land, lagoon bed or sea bed II. A structure attached to a building III. Part of a building whether the building is completed or not  Building Act does not include; I. A bridge II. A road III. Retaining wall associated with bridges, or roads IV. A road traffic sign V. Electricity network distribution equipment

Building Act 2006  Assess design proposals to ensure they are structural sufficient, safe and stable for their intended use and do not pose a hazard to persons or property  Assess Construction work to ensure it directly complies with the approved design/construction drawings submitted in the application.  Violation of the building act  Imprisonment  A fine
  • 7. Building Act 2006  Building work must not proceed past a stage without written approval from Building Inspectors  Building not to be used until a certificate of occupancy has been issued. Occupying the building without occupancy certificate is an offense and will result in imprisonment for not more than 1 year and a fine not exceeding $10,000.00.

  • 13. Issues with current inspection procedure  Critical construction stages are not covered/inspected.  Client ministries are not aware of construction stages that must be inspected.  Conducting inspection at final stage is more of inspecting finishing/decoration work.
  • 14. Inspecting Critical Construction Stages  Foundation Checklist  DEMOLITION PLAN  Construction work is executed on site specified in the site plan submitted in the application for building permit  Site clearance; rubbish are well cleared off construction site  Dimensions/measurements for footing directly comply with construction drawing  Earth foundation is fully compacted (top soil removed to reach firm foundation. Some working drawing require foundation to be filled with hardcore, topped with sand blind and compacted)  Re-bars/reinforcement bars are of correct specification and laid at spacing directed in the working drawing  Stir ups are of correct specification and installed at spacing detailed in the official construction drawing  Starter bars are of correct specification and installed correctly according to requirements of the construction working drawing.  Sufficient reinforcement cover (minimum 50mm)  Underground pipes have been laid according to specifications of the construction drawing  Arorae inspetion photo to be installed
  • 15. Certificate of compliance for Foundation
  • 16. Framing  Blockwork wall  Fittings for electrical work have been installed  Blockworks were laid at good standard of workmanship  Reinforcements for bond beams and lintel have been installed according to specification of the construction drawing  Top ends of vertical reinforcements beside window and doors are to be left exposed  Timber frame  Bottom plates bolted to slab  Studs, dwangs, lintel, jack studs and top places installed correctly according to specifications of the construction drawing  Roof trusses must be made according to specification of the construction drawing and installed at spacing directed in the working drawing  Batterns/purlins of correct size, spacing and fixings  Bracing  Roofing of correct specification, lapping ,fixing & flashings  External Cladding must be installed as detailed in the working drawing  Internal lining must not be installed.
  • 18. Electrical  Wiring must be laid as detailed in the electrical plan  Other requirements of electrical codes/standard must be fulfilled  Requirement for circuit diagram must be fulfilled
  • 20. Practical Completion Certificate  Foundation, framing and electrical certificates  Building must be structural sound, completely water tight and in any respect complies with requirements/specifications of the construction working drawing  The certificate must be enclosed with a list of cosmetic defects.  Due date for attending cosmetic defects/defect liability period must be set and agreed by contractor, inspector, client and/or project administrator
