The proposal recommends that Hong Kong develop a state-of-the-art big data platform to make a difference in areas like smart cities and support aging populations. It outlines objectives like large-scale machine learning from big data and discusses how Hong Kong is well-positioned for this research with experts across universities and potential collaborators in industry. The expected outcomes include new methodologies, applications impacting society and industry, and educational programs to cultivate big data leaders.
