Data fluency in the age of surveillance capitalismMary Aviles
Mistakes in data management can badly damage the relationships between businesses and their customers. The Harvard Business Review defines data entitlement as a dangerous mindset, whereby companies collect personal information and use it to make money, with little regard to the people who lent it to them in the first place. Data is a language and data fluency is rapidly becoming a “gap” with many people unable to access critical trade offs. Companies, too, need to acquire data fluency in order to retain their customers’ trust, to avoid unintended consequences, and to live their values. Companies can also support policy reforms, promoting responsible information use. At a time with less institutional protection and fewer objective societal referees, we need our local business community to understand how these data-driven systems work and to act in their customers’ and communities’ interests.
In this presentation, we’ll meet some characters attendees may recognize in themselves and in their staff and talk about how to creative accessible information sharing systems. Attendees will learn how to identify a critical business performance metric that few organizations define or track. We’ll discuss best practices in data stewardship and how to use data during a crisis. We’ll examine ways in which data usage can both build trust and differentiate via aligned values and transparency signals. Finally, we’ll consider how to avoid making tradeoffs that can shift the value of data toward monetary considerations at the expense of societal considerations.
Non-profits, governments, and civil society groups are not immune from the disruption digital networks have wrought in every other aspect of society. Jason and his team recently studied 40 campaigns, companies, and organizations that have recently won substantial social change efforts, and analyzed the common principles underlying their success. The results lined up with a career spent studying (and living) digital networks and movements.
Jason will be sharing the results of this research in Vancouver for the first time – a month before its official international launch. These principles of 21st Century campaigns will be combined with stories that bring them to live, and approaches to make them practical for organizations of all sizes and stripes.

Microsoft: A Waking Giant In Healthcare Analytics and Big DataHealth Catalyst
In 2005, Northwestern Memorial Healthcare embarked upon a strategic Enterprise Data Warehousing (EDW) initiative with the Microsoft technology platform as the foundation. Dale Sanders was CIO at Northwestern and led the development of Northwestern’s Microsoft-based EDW. At that time, Microsoft as an EDW platform was not en vogue and there were many who doubted the success of the Northwestern project. While other organizations were spending millions of dollars and years developing EDW’s and analytics on other platforms, Northwestern achieved great and rapid value at a fraction of the cost of the more typical technology platforms. Now, there are more healthcare data warehouses built around Microsoft products than any other vendor. The risky bet on Microsoft in 2005 paid off.
Ten years ago, critics didn’t believe that Microsoft could scale in the second generation of relational data warehouses, but they did. More recently, many of these same pundits have criticized Microsoft for missing the technology wave du jour in cloud offerings, mobile technology, and big data. But, once again, Microsoft has been quietly reengineering its culture and products, and as a result, they now offer the best value and most visionary platform for cloud services, big data, and analytics in healthcare.
In this context, Dale will talk about:
His up and down journey with Microsoft as an Air Force and healthcare CIO, and why he is now more bullish on Microsoft like never before
A quick review of the Healthcare Analytics Adoption Model and Closed Loop Analytics in healthcare, and how Microsoft products relate to both
The rise of highly specialized, cloud-based analytic services and their value to healthcare organizations’ analytics strategies
Microsoft’s transformation from a closed-system, desktop PC company to an open-system consumer and business infrastructure company
The current transition period of enterprise data warehouses between the decline of relational databases and the rise of non-relational databases, and the new Microsoft products, notably Azure and the Analytic Platform System (APS), that bridge the transition of skills and technology while still integrating with core products like Office, Active Directory, and System Center
Microsoft’s strategy with its PowerX product line, and geospatial analysis and machine learning visualization tools

Building Powerful Outreach - Executive Research BriefGovLoop
You’ve done the research. You’ve gotten leadership buy-in. Your government program is set to start helping people. But if nobody knows about it, your program will never make a difference. It’s like if a public health department had prepared thousands of flu shots, but no patients showed up to get them. In this brief, we will tell you how to empower your outreach.
NoSQL is not only SQL, so it’s structured and unstructured data AND much of it is very important data, data that requires enterprise-grade features. I’m referring to all the features of Relational databases that large enterprises expect
In today's fast paced and digital world, many in government are looking to the cloud as a means to transform their agency. The cloud allows us to easily collaborate, share resources, receive on demand computing power, and change the way we deliver services to citizens. With the cloud, this all can be done faster and more efficiently than ever before.

Build Better Virtual Events and Training for Your Agency
Meet In-Person to Learn How to Thrive Online
Conferences are being canceled, and training budgets have been trimmed, but government personnel still need to learn the latest developments in their areas of expertise. That's the crux of the problem facing agency leaders and human resources professionals that want to sustain a top-notch government workforce. Moving in-person events and training to an online forum is one solution, but it's not always easy to do it well.
A successful virtual training program has 3 key ingredients:
An interactive technology platform
Just-in-time, relevant content
Active facilitation by a skilled moderator

In ways yet to be seen, cybersecurity has already affected the “agency of the future.” Today, the world is interconnected like never before. As a nation, we must work collaboratively to ensure that cyber defense strategies are robust and effective to secure our way of life.
President Obama said during remarks at the White House, “the cyber threat is one of the most serious economic and national security challenges we face as a nation” and that “America’s economic prosperity in the 21st century will depend on cybersecurity.”
Throughout his tenure, President Obama has directed agencies to conduct a thorough analysis of the Federal Government’s efforts to protect data, information, communication and critical infrastructure. Often, we forget that every day Americans rely on cyber defense for our economic viability and security.
Cyber includes much more than just our personal identity and social security numbers. Every day, cyber defense is used to protect:
Broadband networks
Information networks that power business, hospitals and schools
Critical infrastructure
Classified government intelligence and documents

Securing your Kubernetes cluster_ a step-by-step guide to success !KatiaHIMEUR1
Today, after several years of existence, an extremely active community and an ultra-dynamic ecosystem, Kubernetes has established itself as the de facto standard in container orchestration. Thanks to a wide range of managed services, it has never been so easy to set up a ready-to-use Kubernetes cluster.
However, this ease of use means that the subject of security in Kubernetes is often left for later, or even neglected. This exposes companies to significant risks.
In this talk, I'll show you step-by-step how to secure your Kubernetes cluster for greater peace of mind and reliability.

7. Defining Big Data
“Big Data refers to the massive amounts
of data that collect over time that are difficult to
analyze and handle using common database
management tools.” – PC Magazine
The Method for an Integrated
Knowledge Environment open-source
project. The MIKE project argues that
big data is not a function of the size of
a data set but its complexity.
Consequently, it is the high degree of
permutations and interactions within a
data set that defines big data.
The National Institute of Standards
and Technology. NIST argues that big
data is data which “exceed(s) the
capacity or capability of current or
conventional methods and systems.”
In other words, the notion of “big” is
relative to the current standard of
computation.
Definitions from: The Big Data Conundrum: How to Define It?
8. A Working Definition
“Big data is a term describing the storage
and analysis of large and or complex data
sets using a series of techniques
including, but not limited to: NoSQL,
MapReduce and machine learning.”
See full study: Undefined By Data: A Survey of Big Data Definitions
- Jonathan Stuart Ward and Adam Barker, School of Computer
Science, University of St. Andrews, UK.
9. Do we care?
• Leveraging data in new ways to meet
mission need.
• Unlocking new insights by synthesizing
data across your department
• Collaborating and sharing resources
12. Social Welfare
• The oldest case is the Famine Early Warning Systems
Network (FEWS NET) developed by U.S. Agency for
International Development in 1986.
• The $25 million dollar program helps optimize the
distribution of up to $1.5 billion dollars per year in USAID
Food for Peace assistance.
13. Smarter Healthcare
• Predicting the likelihood of hospitalization or death
within 90 days, the Patient Care Assessment System
(PCAS) calculates the Care Assessment Needs (CAN)
Score.
• This score allows the Veterans Health Administration
(VHA) to focus care teams and proactively care for
their patients.
• The system collects 120 unique elements for 5.25
million patients and is supported by an 80-terabyte
corporate data warehouse.
14. Biometric Intelligence
• Since 2003, US armed forces have collected biometric
information from non-US citizens in Iraq and Afghanistan.
• It identifies enemy combatants and permits access into
controlled areas.
• The system, known as The Automated Biometric
Identification System (ABIS), stores 4.4 million unique
identities and has identified over 3,000 enemy
combatants, added 190,000 identities to the watch list,
and protected the welfare of the United States and its
allies.
15. Big Data’s Challenges – From the
Survey
• Data governance
• Data locked in legacy systems
• Unclear mission and goals
• Lack of support
• Lack of clarity on metrics
16. Big Data’s Core Challenge
How do we find the needle in the
haystack…when the haystack keeps
getting exponentially bigger?
26. Where to begin?
• What problem are we trying to solve?
• How do we engage the right people?
• How do we break down silos?
• What kinds of data do we need?
• What do I need to be able to do with the data?
• Who needs access and when?
• Can I leverage existing technology my agency has?
• What does success look like?
27. Before we wrap up…
Today, public service
offers a unique
opportunity
