Agenda Comparison Grid and Fact Sheet or Talking Points Brief
It may seem to you that healthcare has been a national topic of
debate among political leaders for as long as you can
remember.
Healthcare has been a policy item and a topic of debate not only
in recent times but as far back as the administration of the
second U.S. president, John Adams. In 1798, Adams signed
legislation requiring that 20 cents per month of a sailor’s
paycheck be set aside for covering their medical bills. This
represented the first major piece of U.S. healthcare legislation,
and the topic of healthcare has been woven into presidential
agendas and political debate ever since.
As a healthcare professional, you may be called upon to provide
expertise, guidance and/or opinions on healthcare matters as
they are debated for inclusion into new policy. You may also be
involved in planning new organizational policy and responses to
changes in legislation. For all of these reasons you should be
prepared to speak to national healthcare issues making the
news.
In this Assignment, you will analyze recent presidential
healthcare agendas. You also will prepare a fact sheet to
communicate the importance of a healthcare issue and the
impact on this issue of recent or proposed policy.
To Prepare:
· Review the agenda priorities of the current/sitting U.S.
president and the two previous presidential administrations.
· Select an issue related to healthcare that was addressed by
each of the last three U.S. presidential administrations.
· Reflect on the focus of their respective agendas, including the
allocation of financial resources for addressing the healthcare
issue you selected.
· Consider how you would communicate the importance of a
healthcare issue to a legislator/policymaker or a member of
their staff for inclusion on an agenda.

Part 1: Agenda Comparison Grid
Use the Agenda Comparison Grid Template found in the
Learning Resources and complete the Part 1: Agenda
Comparison Grid based on the current/sitting U.S. president and
the two previous presidential administrations and their agendas
related to the public health concern you selected. Be sure to
address the following:
· Identify and provide a brief description of the population
health concern you selected and the factors that contribute to it.
· Describe the administrative agenda focus related to the issue
you selected.
· Identify the allocations of financial and other resources that
the current and two previous presidents dedicated to this issue.
· Explain how each of the presidential administrations
approached the issue.

member of their staff for this healthcare issue. You can use
Microsoft Word or PowerPoint to create your Fact Sheet or
Talking Point Brief. Be sure to address the following:
· Summarize why this healthcare issue is important and should
be included in the agenda for legislation.
· Justify the role of the nurse in agenda setting for healthcare
issues.
Written Expression and Formatting - The paper follows correct
APA format for title page, headings, font, spacing, margins,

Planning Considerations for the HR Project

Question 1
The scope is the work that is supposed to be cover with the
project development over a specific time that is supposed to be
covered (Derenskaya,2018). The scope is documented in the
scope statement that helps in an integral part of the project plan.
The scope management entails six processes that should be
managed so that the project can be run smoothly. The scope
contains the following procedure: The collection of the
requirements is planned on the scope management plus
stakeholder input. At this point, there is the involvement of
interviews, focus groups, and surveys to help understand the
requirements that will help cover the scope of the project.
The human resource project scope statement will be defined as
the requirements for covering the project. The scope is then
documented in the required documentation that includes the
scope management plan; all this will help have a quantitative
scope for the project (Jainendrakumar,2015). Then I will create
the work breakdown structure for the scope of my project that
has already defined the requirements for the human resource
project's completion. I will validate the scope and have clear
deliverables of my project that my project team will have to
achieve for the project to meet its scope. As the project
manager, I will control the scope and the project at large since I
will have to write a report on the performance of the
deliverables of the plan (Collins, Parrish & Gibson Jr,2017). I
will have to see the gaps that are needed within the project.
Scheduling, as used in project management, is a list of events,
milestones, plus deliverables in the project, and they have to be
met within a specific time frame (Kerzner,2017). To have
effective project scheduling, there must be proper time
management for all activities that have been stipulated with the
scope statement. When a schedule is being drafted, there must
be planned schedule management that will help have the
program managed, and the project manager does this. The
definition of project activities is essential so that the project
team would have a full understanding of actions that should
take place in the development of the project. After
understanding schedule activities, the team will be having a
sequence of activities and the procedure on how they should be
done to fulfill the project deliverables (Schwindt &
Zimmermann,2015). Estimation of resources will help know
how time will be scheduled and other resources for the project.
Understanding the funds that should be put into action will
make it easier to estimate the time that they will take to cover
all areas of the project. Then the schedule will be developed to
cover the process of the project.
There are three types of schedules: mater project schedule,
milestone plus detailed project schedule, where that has a list of
tasks against the timeline of the project calendar. Milestone's
program mainly tracks milestones plus major deliverables plus
not all jobs are should complete the project. Detailed schedule
tracks every project activity, and it's suitable for the large and
lengthy projects so that mistakes can be avoided.
Through my project team, I would like them to understand the
scope of the project that we are handling based on human
resources so that we can have all deliverables as the schedule.
The team will have to cover all activities that will help have all
objectives covered for the project.
Question 2
Employees should be able to work as a team; this will help have
a better working environment that will make the project achieve
the objectives. Teamwork will promote the sharing of ideas and
have more skills that are incorporated together to enhance
project deliverables. The partnership will help integrate the
project to have a global view of how the team will develop
aspects of the project.
The resources should be affordable so that they cannot take a lot
of capital on resourcing; this will help have a proper
expenditure (Brière, Proulx, Flores, et al.,2015). The money
that is supposed to be spent should not be more than the budget
that is scheduled and planned for the project. The resourcing
process should have the best guide on covering the project
processes without passing the upper limits of the budget.
The team should be starters so that they cannot be passed with
the schedule of the project. The team should not wait to be
given instructions from the project manager on what they should
do, and they have a work breakdown structure, which will guide
them on what they are supposed to do. Through the behavior, it
will help the project to end reasonably.
There should be some skill and experience to the project team
members; this will help have the work covered in time. Full of
skills and expertise promotes competence that will help handle
emerging issues that will be solved among the team members
without involving the project manager since they will be making
the right decision that a project manager would have made
(Chen, Jin, Xia, et al., 2017). Through this, the project manager
will be assured of quality work through project development.
Question 3
I have determined the budget of the project based on the work
breakdown structure of the project. Through the WBS, I used
the project deliverables and their components to make
adjustments on the costs that would be needed. After knowing
the deliverables, I estimated the costs per work package of the
project. I used the review of historical data and lessons learned
for the project that I had managed earlier. This gave me a rough
estimate of the cost that will be spent.
The cost aggregate of every deliverable is based on the weight
and time that it will take. A task that will take about two weeks
is aggregated at $ 3bn, and the framework has a gap of 5%
difference on the aggregation on the costs. The cash flows will
come from the sponsor, who will be ensuring all the supervisors
are covered on their pay. The capital will also come from
activities, such as selling the materials that will remain for the
project. Finally, the inflows will come from stakeholders of the
project who will finance the project.
Question 4
The project manager can use various risk identification tools
and techniques, which will help him know some of the risks that
will happen during the project development (Qazi, Quigley,
Dickson, et al., 2016). Tools such as data analysis will help the
project manager to know the root cause of the problem and have
solutions that will help him cover the gap. Similarly, data
gathering will help the project manager to brainstorm possible
risks that will arise during the project's development and
operation.
The project manager will have to look beyond the apparent risks
that happen through project development. This will help the
project manager have a variety of options that he would think to
happen shortly during the project. Looking beyond the obvious
will help the project manager to have potential risks, which will
help him be ready to curb them on their occurrence. Through
thinking beyond the norm, the project manager will have to
carry the performance of quantitative risk analysis; this will
help the manager to have a deeper level of risk awareness and
have ready strategies for controlling such occurrences.
The project manager will have to engage the right stakeholder
that will help identify project risks that are likely to happen
(Ramazani & Jergeas,2015). Having the right person who
understands the project will help the manager to single out an
example of risks that are likely to happen shortly. Similarly,
stakeholder analysis will help have the data that the project
manager would have found hard to oversee. Through this, it will
help have the cover of the project and ensure all the risks are
covered.

Introduction
The ideas in project management are designed for power
transfer from managers to project managers. The concepts are
formed in a way that they make sure the projects are completed,
and the cost is the least. The idea of project management has
been hoeing in the streamlining of obligations and task which
are within the project in the creation of best’s schedules.
However, power over the plans and the administrative actions
within the firms, rely on the structure of the firm.
Powers
The power present on the project manager in cases whereby the
protocol and the resources have 88been allocated to the
different tasks. The manager has the authority to award the
finances and any support for the organization collection.
(Kloppenborg, 2019). They can undertake decisions within the
projects. Within a matrix, organization power is share among
the line manager together with the project manager. Resources
in such organizations are accountable to the line managers. The
line manager is obligated to the selection of and the allocation
of any support for the project. Besides, he has the obligation of
executing all the plans entirely.
Possible issues
Poor managerial abilities cause seal issues, which have led to
the emergence of doubt o the project entirely. The first problem
is in line with the theme of poor managerial within the costs.
This is whereby the value in the project ran out of control. Thus
will leads to the presence of unfavorable and adverse variations
in the project. This, in turn, led to financial viability whereby
the project may get lost.
The second problem is that it is in line with the issue whereby
there will be a delay in the completion of the projects. Every
project has a timeframe whereby there is a need to work along.
Bad teams cannot stick within the time frame needed. Thu this
type of problem leads to the issue being delayed. The third
problem in the matter is that the project will lack in terms of
satisfying the objectives of the organization. This might lead to
the closure of the project hence become unsuccessful.
There is a chance to make changes in projects as well as the
request present. This is in line with any changes that are
relevant and are needed within the organization. A time the
clients bring in a new report that can be out of the goal within
the projects; thus, the project will end up being extended and
run out of budget. Therefore there is a need for the managers to
be capable of dealing with the changes by tactical means as well
as identification of the changes and the positions within the
scope of the projects. Such will have taken in, the changes
which can stand in for the new aspect in tot the plans. The
client's compatibility needs to be viewed when the manager is
looking into the changes, and there is a need for proper
documentation before getting any commitments within the
changes and the request for the project extension. (Keegan et al.
.2018).
With the lack if the best and most effective changes within the
management process, the environment to support the ideas will
be in absence, and the participants will feel confused within the
changes in the future of the organization. This will have adverse
effects on the intercommunication in the firm. A trust might be
lost in such a case.
Challenges
Within virtual teams, the people work in varied locations. Form
home. Offices, among others. Team members are on the verge of
achieving team objectives. There is collaboration through the
use of technology. (Kloppenborg, 2019).
Some of the issues faced by managers include;
1. Within a virtual team, there is not space for face to face
meeting thus multiple communication channels are not present
2. The level of miscommunication in this type of
communication proves high
3. The ability to track the effort within the member is hard to
follow; thus, achieving the objective is even harder.
4. It is impossible to have a unique work culture within the
firm
5. The ideas call for new skills to be leaner by the team
members.
6. There is a need for team members to learn as much as
possible. This is about the diverse cultures which will be in the
group.
7. If the team members are placed within a different continent,
the time frame might lead to some having the struggle in case
there is a need for a meeting any conference call.
To have the ability to manage geographically spread teams will
need the application of managing global virtual teams. There is
the use of simulations, videotapes, frameworks as well as the
use of coaching will give the assistance needed in terms of
development with the design and the management of the global
teams by the way which is encouraging for collaboration,
cohesion, inter-communication within the team's diversity.
There are benefits for applying these tactics;
There is the chance to feel the impact that global teams can
have on the project
With the use of the strategies in place, one can have the ability
to get not out of the projects.
On can be capable of creating processes which will help in the
overcoming of barriers which are present
Communication
The communication plan recommended is to deliver any data
and any information together with any documentation within the
specific teams in addition to the launching of the products in
the places where they will be needed. (Turner, 2019). There is
a need for the manager to make aware that his team members
will meet with different activities used in any manufacturing
process. There will be a need for the team to make sure that all
the tools and resources utilized in the process are present. This
will have impacts on the project whereby it will not be delayed;
instead, the activities will happen at a faster rate and speed.
Three is the need for the project to be capable in the satisfaction
of the customer demands by the issues of and the application 0f
timely deliveries related to the products and the quality and the
quantity. Therefore the manager will need to be in line with
every aspect of the cross transitional teams and the manager's
objectives, which will help to lay down the path for success in
the projects. This will include elements of the products being in
line with the tools for use.
To be capable in the provision for the needs in the aspects of
the projects in time to avoid form the project being late in the
term of submission. There is the need for any secondary jigs
together with any tool that represents this will help in the
assurance of the set milestones for the project, therefore, the
resources as well the raw material within the project will all be
utilized in the managing of the project to be at risk. With such,
there is a need for the project to have all these as ensured by the
managers in place. The processes which have been presented by
the teams need to be adhered to. Such will help the organization
in the production of the best in terms of the product that will
come out if the project. (French, et al. 2016).
The verification of tools used for testing is crucial; the
equipment used in the process of validation, as well as the
material test, needs to be done on the items that are under
production. There is a need for the manager to follow the
production line storage and the checklist. This will be made up
of all the company and the organization's quality production
levels in terms of the goods that the firm will be provided into
the market arena. There is a need for the teams to refer to the
fishbone diagram. This will give them the chance to get to the
root of the matter and find the problem basis whereby they will
be capable of detecting the readings for the issues in the priests.
Within any project, the manager will need to find the root cause
of any item, with this there is the need for the manager to find a
quality engineer who will utilize their expertise in finding the
problems within the projects in the firm. (Pollard, 2019). Also,
there is a crucial need, which is in line with the use of charts.
Such will be described the failures in the products and the
status which are in line with the time. This will make the
process of tracking and recording easier. There is the capability
to access useful information and counter any future occurrences
of such.
Conclusion
In conclusion, the obligation of the managers is probably
crucial and vital within the duties thirty are allocated in any
project. These are the people in control within the specific time
and financial aspect within the projects. To have the ability to
complete any project, there is the need to have the plan be
within an achievable budget.

Strategic Planning

Strategic planning includes ways, activities, or plans set up by
the management team to help in sustaining the growth of the
organization through guiding developments of programs and
building solid financial foundations. Strategic planning is
crucial within an organization as it helps in the realization of
short and long-term goals (Cassidy, 2016). Since this company
has had downsizes in maintaining standards, the cost of
embedding HR generalists, and frustrations within business
units, there is a need for this strategic planning. This
centralized model of delivering HR services will need a team so
that the initiation of need changes can be done. This paper
provides a brief description of how strategic planning will apply
to initiate these changes.
Steps of strategic planning
The general goal for strategic planning is developing a plan that
can help in achieving the overall goals of an organization.
Different steps were proposed to help in realization of the set
objectives and goals (Cassidy, 2016). Discussed and described
the following strategic planning steps: strategic analysis,
guiding principles, strategic objectives, flow-down objectives,
and portfolio alignment.
i) Strategic Analysis
Strategic analysis includes identifying and evaluating relevant
data. In an organization, there are internal and external
environments that need to be analyzed so that the ability to
influence performance can be established. In this stage, the
SWOT analysis is applied (Gürel, & Tat, 2017). This entails the
identification of strengths, weaknesses, threats, and
opportunities. The reason for analyzing the external
environment is to seek knowledge pertaining to threats as well
as opportunities (Cassidy, 2016). The threats, risks, and
opportunities within an organization are usually resulted by
stakeholders' presence or members of the organization, for
example, the employees. Through a critical evaluation of the
environment, it's easier to understand what strongholds are
there in the current competing positions.
ii) Guiding Principles
Guiding principle as the second step within strategic planning
involves modeling and designing missions and visions (Cassidy,
2016). Within this step, concepts and even ideas are formulated
to help in bringing up a framework that will be used in strategic
planning. This step is useful since the organization will be able
to know where more effort and focus need to be put; so that the
desired outcome can be met and achieved and also not to lead
the organization astray. A vision is a vividly described
statement concerning the future of the organization. Through
the vision statement, employees are able to work towards a
certain goal bearing in mind the cons and pros. Vision
statements are also created or made to enhance the standard
values that will help stakeholders work in harmony and embrace
trustworthiness.
The mission statement, on the other hand, is retrieved from the
vision statement; this is where the core purposes and values
within an organization are entailed. The values within the
mission statement are representations of how employees, staff
members, and other people within the organization should act
and treat each other. The organization's culture and beliefs are
found in the mission statement.
iii) Strategic Objectives
Strategic objectives are plans that show how good it is to
implement the mission of an organization. These plans include
realistic and measurable goals and which, in the long run, will
translate to the purpose of the business. Strategic planning is a
blueprint of decisions. This is because the applicable resources
of the project are named as well as their specific areas of
allocation.
iv) Flow-down Objectives
Flow-down objectives are integrated ideas. This integration
takes part between the new and existing ideas so that continuous
improvement of systems can be provided. All people should be
involved at this stage since the process of implementation is
ongoing. The objectives are too clearly defined. In this step, the
SMART model is utilized so that the objectives can be specific,
measured, achieved, relevant, and time-bound.
v) Portfolio Alignment
The fifth step is portfolio alignment. This step includes an
evaluation of the project to determine the benefits and purposes
of the project. The project is looked at closely to give answers
on how it fits an organization. The rate of success within an
organization is improved due to the presence of the portfolio
alignment. The reason for this is that the short and long-term
goals align with the organization's goals. Also, with portfolio
alignment, an organization will be able to admission if a project
is of good quality and how the chances of feasibility or viability
fair before its implementation.
Importance of Strategic Planning Steps
The above-listed steps give clear directions of where the
undergoing project is headed. There will be no or fewer
mistakes during the implementation of the stages. Embedding an
HR generalist meant that the organization was using a lot of
money. So, it was hard to maintain standards and frustrations
kept knocking, but now because the above steps will be applied,
it will be hard to work outside specific scopes such as cost.
These steps are also essential in this project since the
organization will be provided with a sense of direction. The
motivation will also be high due to predictability.
Mission and Vision of the Project
I choose a gas and oil company for this project. An appropriate
vision statement for this company should read "to be a probe
and an invention company with a global reference point for
innovators and tycoons." The mission statement of the company
should read, "Customer satisfaction must administer our
thinking ways at all levels as well as all aspects of the
company." The team should be able to understand the mission
and vision statements since much of its content is based on the
performance standards as well as metrics of the objectives they
are to achieve. The vision and vision statements will be
providing the team with treasured directions and guidance on
where the project is headed. Since the vision above states, the
company should be a probe and an invention one, it's giving the
end goal of the project.
A Project Charter
A project charter is describable as a document providing a
project description. Within this document, information about the
project, such as proposed objectives, the process of
implementation, and stakeholders involved are listed (Martin, &
Haggerty, 2017). This type of document is exceptionally vital
throughout the entire project cycle. The document has crucial
information that is needed to commence a project. It also makes
sure the project manager will understand the requirements and
needs of the sponsor, which includes how to use resources
within the organization to carry on with the project (Martin, &
Haggerty, 2017). A project charter states requirements that will
satisfy the needs of stakeholders.
Character Elements in the Project Charter
i) Scope
Some character elements that are essential within a project
charter comprise of scope, understanding the risk, and
definition of roles and responsibilities (Martin & Haggerty
2017). The project scope determines and helps in documenting
tasks that need to be carried on, specific set objectives and
goals, costs, and deliverables (Bryson, Edwards, & Van Slyke,
2018). If a project's scope is now well defined, then
consequences will be that the project will not even commence or
get implemented.
ii) Role and responsibilities
The role and responsibilities are very crucial within this
document. Since projects are sophisticated or complex, there
needs to be a clear definition of who is responsible for what
(Martin, & Haggerty, 2017). It is vital that members
participating in the project should know and understand their
roles so that by the end of the day, someone will be responsible
for insufficient deliverables or inferior work. Since the project
charter is a document, it comprises a list of all members with
each member taking a particular task, and this makes it easier
for a manager to specify individuals who were not careful with
their work.
iii) Understanding risks
There is also the element of understanding risks. Before or
during seeking project approval, it's important to thoroughly
identify risks that may result in a project to fail (Martin, &
Haggerty, 2017). It's obvious that nobody likes starting
something, then at the end of it, negative results are the
outcomes. Everyone gets to enjoy project prospects when the
project is drawn up. It would also be too sad for stakeholders to
see something they put too much energy, income, and time
going down or failing. Certain risks need to be overlooked in an
overly optimistic and positive manner. By thoroughly
identifying risks within a project, the project charter gains
strengths. When project managers identify these risks before the
project commences, it means that they fully understand the
project and explain that there is a deep understanding of the
whole project and the project's main agendas when threats or
risks are clearly identified (Martin & Haggerty 2017).
Statement of emphasis
Strategic planning is a very crucial element within an
organization. A strategic plan, pamphlets everything concerning
a business, and that's why it's a vital tool (Bryson, Edwards, &
Van Slyke, 2018). A business, organization, or company that
has been downsizing should use the steps of strategic planning
for a successful project. The steps are so vital because they
name the mission, vision as well as values within an
organization. The strategic analysis step, for example, is
essential when designing a strategic plan because this is where
the strengths and weaknesses of the organization are listed.
Also, I would like to stress on the project charter, vision, and
mission. These are critical items within a project; in fact, they
are the backbone. Understanding these three aspects will
basically pronounce success and misunderstanding. Having
inadequate knowledge about them will lead to failure. The
vision of an organization, for example, gives an understanding
of the organization's future environment, thus pushing
employees to work to individual goals (Bryson, Edwards, & Van
Slyke, 2018). Vision statements also enhance team or group
work because it's more efficient to work with a similar sense of
dissection. When a vision is developed, there will be an
improvement of values; thus, there is behavior regulation and
fewer conflicts. This is also because there are organizational
norms that guide the members.
Mission statements are also too important because they are
navigational tools designed when thinking about the future of an
organization. For example, in this gas and oil company, a lot
hasn't been working out, and the company needs change, so the
mission statement is describing the company's future. This
statement is a bedrock as it will identify the purpose of the
company's work and in what way the company should move. A
project charter too is a vital tool since it carries the whole
project; otherwise, without this document, the project will be
fictitious (Martin, & Haggerty, 2017). The document is a
project's guideline.

Centralized model of delivering HR services
Directing and managing project work successfully means that a
project management plan has been defined clearly by the project
manager. It means that the project teams are well structured and
organized at every department level. The project manager has
the obligation to manage formal and informal boundaries of
relationships among departments, team members and the overall
organization. Project management plan helps in the management
and directing process of the work effectively because it has
analysed and details about timelines, scope, cost and
deliverables baselines.
Regular meetings with the team’s members also contribute to
the success of the project work because important details and
information is shared among departments during the project life
cycle. Generally, direct and managed project work is the
process of leading and performing the work of defined in the
project management plan and also the manager can implement
the changes approved so as to achieve the objectives of the
project, (Sanghera, 2019).The benefit is that it promotes
maximum management of the project work.
Strategies to increase management of the project
In order to develop a centralized model of delivering HR
services there is need to enhance management and sustain
progress by setting regular meetings that can aid for discussion
of outcomes and results This will help identify the goals and
objectives of the project are still defined clearly and each
member is aware of the strengths and weakness. At this phase,
the plans for the next stage of the project work can be discussed
so as to ensure that all members of the project team are on the
same page. Addressing relevant factors is important at this stage
because it ensure that things are running smoothly in the
organization. Setting up meetings also helps ensure that there is
maximum inclusion.
Frequent performance feedback: It is crucial to recognize that
when company and individual goals are being communicated,
project managers need to offer feedback on performance as
much as they want to track and monitor progress. Feedback on
good performance reinforces strong sets of skills and positive
behaviour among the project team which creates room for
improvement in various areas that will be underperformed,
(Wiley, 2016). Risk management strategies can also be
integrated because it is a building block of project management
and implementation process. Uncertainty in project work cannot
fail to emerge and the project manager needs to integrate a risk
management system which can enhance the timely identification
and mitigation of risks.
Management of Risks
Risk management in projects is a process that includes
assessment of risks and developing a mitigation strategy for
those risks. Risks are everything in any project and its presence
has an impact on costs, schedules and quality of the project.
The HR project can incur various risks that need to be handled
appropriately so as to reduce chances of project failure.
Technical risks are likely to be encountered and the best
strategy is to deploy risk avoidance strategy because it involves
the development of an alternative strategy that has a higher
potential of success. Therefore, to accomplish the tasks of the
project is to find alternatives that can maximize success and
thinking outside the box improves the management process of
risks in real time.
Another possible risk that is likely to be experienced in the HR
project is people risks where unavailability of skills can be
encountered by the project manager and the best strategy to
deploy is risk reduction. Risk reduction may entail hiring of
expertise to assess the technical expertise and skills needed so
as to reduce risks in the project. Highly skilled personnel can
help predict problems and find solutions that prevent negative
impact on projects, (Watt, 2018). Legal and political risks can
be solved using risk sharing strategy because it involves
partnering with others to share the responsibility of the
implications.
In this case, we can partner with another company to share the
risk if the other company has expertise and experience that does
not exist in the project team. Risk reduction is more important
than other strategies in risk management process because
problems are detected earlier which creates room for solutions.
Risk reduction happens when the key stakeholders are not on
the same page. It also helps research the challenging issues
earlier before the risk causes damages to the company as well as
the project.
Project Closing
The project closing process is always overlooked by many
project managers and tend to only focus on the deliverables
completed as per the cost and time objectives. The failure to
conduct project close out can lead to increased amount of risks,
it will also prevent the organization from realizing the benefits
forecasted in regard to the deliverables and also undermine the
credibility of the project. Just as any other project management
process, project close out helps avoid adverse and unfavourable
scenarios during the implementation process. The project
manager can take actions such as releasing resources which is
crucial process because it involves releasing external resources
and making sure that internal resources remain. The project
team members have to be reminded that the time allocated on
the projects is limited.
Completion of paperwork is another action that the project
manager can undertake where the stakeholders have to sign off
and approve the work. All documents involved in the project
have to be signed to serve as legal proof. Reports have to be
generated during close out so as fasten the completion of the
project much faster. Celebrating success can also be used by the
project manager to increase motivation in project team members
which is reflected in future projects. A good job increases
morale as well where the team feels great and happy for work
well done through rewards and celebration occasions. It is a
crucial process because it improves the future projects in the
organization especially if the project manager will still make
use of the old team.
Project Management in Action: The Power of Lessons Learned
As the project team dissolves, the learning fades into memories
whereby it is extremely difficult for other people to learn from
the insights in the future. Capturing the lessons learned
throughout a project cycle is very crucial because it can help
improve project management process; failure to learn from
project failures can lead to repeated practices. It also means that
we miss out on opportunities that can enable project managers
to implement good processes and complete future or existing
works successfully. Therefore, as your team project leader, it is
my duty to clarify the significance of the information so as to
maximize components in future projects.
As a team, there is need to harness knowledge and scope so as
to enhance performance and provide insights on what is
expected of each team member. The value of lessons learned in
the project life cycle tends to outweigh the implementation
costs when it is carried out correctly. Since knowledge only
remains in the mind of those who are involved hence making it
a barrier to effective transfer of the knowledge. The moment
you begin to share the captured knowledge and concepts related
to project management, promotes a culture of knowledge base.
It is important to share the insights with other people because it
encourages retention and reduces turnover and errors are also
minimized at the same.
Successful people and teams tend to learn from their mistakes
and mistakes of other people, therefore, we all need to address
the underlying issues that we meet so as to reduce repeating of
errors from earlier experiences. The discovery process is crucial
and success of projects is detrimental in that we have to work as
a team to maximize the benefits based on the information we
have. Reinvention of ideas can also be avoided. Lessons learned
are to be facilitated by someone else other than the project
manager and results of the project have to be summarized by
someone else and it promotes increased knowledge among the
members who skipped a step. Strengths and weaknesses have to
be identified and analysed so as to develop recommendations to
improve various aspects, (Tengö, et.al, 2017). In future,
projects will require that the lessons that need to be retrieved so
as to ensure a success completion of the tasks.
In conclusion, project management relies on so many
components that ensure the success of the project, therefore,
identifying methods that can be used in monitoring the progress
of the project, and maximizing resources to complete the
projects. Risk management is a crucial stage where uncertain
events can be predicted which can cause problems; risks need to
be at the back of every project manager or a project
management plan.

Assignment: Agenda Comparison Grid and Fact Sheet or Talking Points Brief It may seem to you that healthcare has been a national topic of debate among political leaders for as long as you can remember. Healthcare has been a policy item and a topic of debate not only in recent times but as far back as the administration of the second U.S. president, John Adams. In 1798, Adams signed legislation requiring that 20 cents per month of a sailor’s paycheck be set aside for covering their medical bills. This represented the first major piece of U.S. healthcare legislation, and the topic of healthcare has been woven into presidential agendas and political debate ever since. As a healthcare professional, you may be called upon to provide expertise, guidance and/or opinions on healthcare matters as they are debated for inclusion into new policy. You may also be involved in planning new organizational policy and responses to changes in legislation. For all of these reasons you should be prepared to speak to national healthcare issues making the news. In this Assignment, you will analyze recent presidential healthcare agendas. You also will prepare a fact sheet to communicate the importance of a healthcare issue and the impact on this issue of recent or proposed policy. To Prepare: · Review the agenda priorities of the current/sitting U.S. president and the two previous presidential administrations. · Select an issue related to healthcare that was addressed by each of the last three U.S. presidential administrations. · Reflect on the focus of their respective agendas, including the allocation of financial resources for addressing the healthcare issue you selected. · Consider how you would communicate the importance of a healthcare issue to a legislator/policymaker or a member of

Running Head: THE HUMAN RESOURCE PROJECT 1 THE HUMAN RESOURCE PROJECT 6 Planning Considerations for the HR Project Larry Ratliff Strayer University HRM 517 May 17, 2020 Professor Young Question 1 The scope is the work that is supposed to be cover with the project development over a specific time that is supposed to be
  • 4. covered (Derenskaya,2018). The scope is documented in the scope statement that helps in an integral part of the project plan. The scope management entails six processes that should be managed so that the project can be run smoothly. The scope contains the following procedure: The collection of the requirements is planned on the scope management plus stakeholder input. At this point, there is the involvement of interviews, focus groups, and surveys to help understand the requirements that will help cover the scope of the project. The human resource project scope statement will be defined as the requirements for covering the project. The scope is then documented in the required documentation that includes the scope management plan; all this will help have a quantitative scope for the project (Jainendrakumar,2015). Then I will create the work breakdown structure for the scope of my project that has already defined the requirements for the human resource project's completion. I will validate the scope and have clear deliverables of my project that my project team will have to achieve for the project to meet its scope. As the project manager, I will control the scope and the project at large since I will have to write a report on the performance of the deliverables of the plan (Collins, Parrish & Gibson Jr,2017). I will have to see the gaps that are needed within the project. Scheduling, as used in project management, is a list of events, milestones, plus deliverables in the project, and they have to be met within a specific time frame (Kerzner,2017). To have effective project scheduling, there must be proper time management for all activities that have been stipulated with the scope statement. When a schedule is being drafted, there must be planned schedule management that will help have the program managed, and the project manager does this. The definition of project activities is essential so that the project team would have a full understanding of actions that should take place in the development of the project. After understanding schedule activities, the team will be having a sequence of activities and the procedure on how they should be
  • 5. done to fulfill the project deliverables (Schwindt & Zimmermann,2015). Estimation of resources will help know how time will be scheduled and other resources for the project. Understanding the funds that should be put into action will make it easier to estimate the time that they will take to cover all areas of the project. Then the schedule will be developed to cover the process of the project. There are three types of schedules: mater project schedule, milestone plus detailed project schedule, where that has a list of tasks against the timeline of the project calendar. Milestone's program mainly tracks milestones plus major deliverables plus not all jobs are should complete the project. Detailed schedule tracks every project activity, and it's suitable for the large and lengthy projects so that mistakes can be avoided. Through my project team, I would like them to understand the scope of the project that we are handling based on human resources so that we can have all deliverables as the schedule. The team will have to cover all activities that will help have all objectives covered for the project. Question 2 Employees should be able to work as a team; this will help have a better working environment that will make the project achieve the objectives. Teamwork will promote the sharing of ideas and have more skills that are incorporated together to enhance project deliverables. The partnership will help integrate the project to have a global view of how the team will develop aspects of the project. The resources should be affordable so that they cannot take a lot of capital on resourcing; this will help have a proper expenditure (Brière, Proulx, Flores, et al.,2015). The money that is supposed to be spent should not be more than the budget that is scheduled and planned for the project. The resourcing process should have the best guide on covering the project processes without passing the upper limits of the budget. The team should be starters so that they cannot be passed with the schedule of the project. The team should not wait to be
  • 6. given instructions from the project manager on what they should do, and they have a work breakdown structure, which will guide them on what they are supposed to do. Through the behavior, it will help the project to end reasonably. There should be some skill and experience to the project team members; this will help have the work covered in time. Full of skills and expertise promotes competence that will help handle emerging issues that will be solved among the team members without involving the project manager since they will be making the right decision that a project manager would have made (Chen, Jin, Xia, et al., 2017). Through this, the project manager will be assured of quality work through project development. Question 3 I have determined the budget of the project based on the work breakdown structure of the project. Through the WBS, I used the project deliverables and their components to make adjustments on the costs that would be needed. After knowing the deliverables, I estimated the costs per work package of the project. I used the review of historical data and lessons learned for the project that I had managed earlier. This gave me a rough estimate of the cost that will be spent. The cost aggregate of every deliverable is based on the weight and time that it will take. A task that will take about two weeks is aggregated at $ 3bn, and the framework has a gap of 5% difference on the aggregation on the costs. The cash flows will come from the sponsor, who will be ensuring all the supervisors are covered on their pay. The capital will also come from activities, such as selling the materials that will remain for the project. Finally, the inflows will come from stakeholders of the project who will finance the project. Question 4 The project manager can use various risk identification tools and techniques, which will help him know some of the risks that will happen during the project development (Qazi, Quigley, Dickson, et al., 2016). Tools such as data analysis will help the project manager to know the root cause of the problem and have
  • 7. solutions that will help him cover the gap. Similarly, data gathering will help the project manager to brainstorm possible risks that will arise during the project's development and operation. The project manager will have to look beyond the apparent risks that happen through project development. This will help the project manager have a variety of options that he would think to happen shortly during the project. Looking beyond the obvious will help the project manager to have potential risks, which will help him be ready to curb them on their occurrence. Through thinking beyond the norm, the project manager will have to carry the performance of quantitative risk analysis; this will help the manager to have a deeper level of risk awareness and have ready strategies for controlling such occurrences. The project manager will have to engage the right stakeholder that will help identify project risks that are likely to happen (Ramazani & Jergeas,2015). Having the right person who understands the project will help the manager to single out an example of risks that are likely to happen shortly. Similarly, stakeholder analysis will help have the data that the project manager would have found hard to oversee. Within a matrix, organization power is share among the line manager together with the project manager. Resources in such organizations are accountable to the line managers. Possible issues Poor managerial abilities cause seal issues, which have led to the emergence of doubt o the project entirely. The first problem is in line with the theme of poor managerial within the costs. This is whereby the value in the project ran out of control. Thus will leads to the presence of unfavorable and adverse variations in the project. This, in turn, led to financial viability whereby the project may get lost. The second problem is that it is in line with the issue whereby there will be a delay in the completion of the projects. Every project has a timeframe whereby there is a need to work along. The third problem in the matter is that the project will lack in terms of satisfying the objectives of the organization. This might lead to the closure of the project hence become unsuccessful. There is a chance to make changes in projects as well as the request present. This is in line with any changes that are relevant and are needed within the organization. A time the clients bring in a new report that can be out of the goal within the projects; thus, the project will end up being extended and run out of budget. Strategic planning is crucial within an organization as it helps in the realization of short and long-term goals (Cassidy, 2016). Since this company has had downsizes in maintaining standards, the cost of embedding HR generalists, and frustrations within business units, there is a need for this strategic planning. This centralized model of delivering HR services will need a team so that the initiation of need changes can be done. This paper provides a brief description of how strategic planning will apply to initiate these changes. Steps of strategic planning The general goal for strategic planning is developing a plan that can help in achieving the overall goals of an organization. Different steps were proposed to help in realization of the set objectives and goals (Cassidy, 2016). Discussed and described the following strategic planning steps: strategic analysis, guiding principles, strategic objectives, flow-down objectives, and portfolio alignment. i) Strategic Analysis Strategic analysis includes identifying and evaluating relevant data. In an organization, there are internal and external

This entails the identification of strengths, weaknesses, threats, and opportunities. The threats, risks, and opportunities within an organization are usually resulted by stakeholders' presence or members of the organization, for example, the employees. Through a critical evaluation of the environment, it's easier to understand what strongholds are there in the current competing positions. ii) Guiding Principles Guiding principle as the second step within strategic planning involves modeling and designing missions and visions (Cassidy, 2016). Within this step, concepts and even ideas are formulated to help in bringing up a framework that will be used in strategic planning. This step is useful since the organization will be able to know where more effort and focus need to be put; so that the desired outcome can be met and achieved and also not to lead the organization astray. A vision is a vividly described statement concerning the future of the organization. Through the vision statement, employees are able to work towards a certain goal bearing in mind the cons and pros. Vision statements are also created or made to enhance the standard values that will help stakeholders work in harmony and embrace trustworthiness. The mission statement, on the other hand, is retrieved from the vision statement; this is where the core purposes and values within an organization are entailed. The values within the mission statement are representations of how employees, staff members, and other people within the organization should act and treat each other. The organization's culture and beliefs are found in the mission statement. iii) Strategic Objectives Strategic objectives are plans that show how good it is to

Importance of Strategic Planning Steps The above-listed steps give clear directions of where the undergoing project is headed. There will be no or fewer mistakes during the implementation of the stages. Embedding an HR generalist meant that the organization was using a lot of money. So, it was hard to maintain standards and frustrations kept knocking, but now because the above steps will be applied, it will be hard to work outside specific scopes such as cost. These steps are also essential in this project since the organization will be provided with a sense of direction. The motivation will also be high due to predictability.

An appropriate vision statement for this company should read "to be a probe and an invention company with a global reference point for innovators and tycoons." The mission statement of the company should read, "Customer satisfaction must administer our thinking ways at all levels as well as all aspects of the company." The team should be able to understand the mission and vision statements since much of its content is based on the performance standards as well as metrics of the objectives they are to achieve. The vision and vision statements will be providing the team with treasured directions and guidance on where the project is headed. Since the vision above states, the company should be a probe and an invention one, it's giving the end goal of the project. A Project Charter A project charter is describable as a document providing a project description. Within this document, information about the project, such as proposed objectives, the process of implementation, and stakeholders involved are listed (Martin, & Haggerty, 2017). This type of document is exceptionally vital throughout the entire project cycle. The document has crucial information that is needed to commence a project. It also makes sure the project manager will understand the requirements and needs of the sponsor, which includes how to use resources within the organization to carry on with the project (Martin, & Haggerty, 2017). A project charter states requirements that will satisfy the needs of stakeholders. Character Elements in the Project Charter i) Scope Some character elements that are essential within a project charter comprise of scope, understanding the risk, and definition of roles and responsibilities (Martin & Haggerty 2017). The project scope determines and helps in documenting tasks that need to be carried on, specific set objectives and goals, costs, and deliverables (Bryson, Edwards, & Van Slyke,

It is vital that members participating in the project should know and understand their roles so that by the end of the day, someone will be responsible for insufficient deliverables or inferior work. Since the project charter is a document, it comprises a list of all members with each member taking a particular task, and this makes it easier for a manager to specify individuals who were not careful with their work. iii) Understanding risks There is also the element of understanding risks. Before or during seeking project approval, it's important to thoroughly identify risks that may result in a project to fail (Martin, & Haggerty, 2017). It's obvious that nobody likes starting something, then at the end of it, negative results are the outcomes. Everyone gets to enjoy project prospects when the project is drawn up. It would also be too sad for stakeholders to see something they put too much energy, income, and time going down or failing. Certain risks need to be overlooked in an overly optimistic and positive manner. By thoroughly identifying risks within a project, the project charter gains strengths. When project managers identify these risks before the project commences, it means that they fully understand the project and explain that there is a deep understanding of the whole project and the project's main agendas when threats or risks are clearly identified (Martin & Haggerty 2017). The vision of an organization, for example, gives an understanding of the organization's future environment, thus pushing employees to work to individual goals (Bryson, Edwards, & Van Slyke, 2018). Vision statements also enhance team or group work because it's more efficient to work with a similar sense of dissection. When a vision is developed, there will be an improvement of values; thus, there is behavior regulation and fewer conflicts. This is also because there are organizational norms that guide the members. Mission statements are also too important because they are navigational tools designed when thinking about the future of an organization. For example, in this gas and oil company, a lot hasn't been working out, and the company needs change, so the mission statement is describing the company's future. This statement is a bedrock as it will identify the purpose of the company's work and in what way the company should move. A project charter too is a vital tool since it carries the whole project; otherwise, without this document, the project will be fictitious (Martin, & Haggerty, 2017). Risk management strategies can also be integrated because it is a building block of project management and implementation process. Another possible risk that is likely to be experienced in the HR project is people risks where unavailability of skills can be encountered by the project manager and the best strategy to deploy is risk reduction. Risk reduction may entail hiring of expertise to assess the technical expertise and skills needed so as to reduce risks in the project. Highly skilled personnel can help predict problems and find solutions that prevent negative impact on projects, (Watt, 2018). Legal and political risks can be solved using risk sharing strategy because it involves partnering with others to share the responsibility of the implications. In this case, we can partner with another company to share the risk if the other company has expertise and experience that does not exist in the project team. Risk reduction is more important than other strategies in risk management process because problems are detected earlier which creates room for solutions. Risk reduction happens when the key stakeholders are not on the same page. It also helps research the challenging issues earlier before the risk causes damages to the company as well as the project. Project Closing The project closing process is always overlooked by many project managers and tend to only focus on the deliverables completed as per the cost and time objectives. The failure to conduct project close out can lead to increased amount of risks, it will also prevent the organization from realizing the benefits

It is important to share the insights with other people because it encourages retention and reduces turnover and errors are also minimized at the same. Successful people and teams tend to learn from their mistakes and mistakes of other people, therefore, we all need to address the underlying issues that we meet so as to reduce repeating of errors from earlier experiences. The discovery process is crucial and success of projects is detrimental in that we have to work as a team to maximize the benefits based on the information we have. Reinvention of ideas can also be avoided. Lessons learned are to be facilitated by someone else other than the project manager and results of the project have to be summarized by someone else and it promotes increased knowledge among the members who skipped a step. In future, projects will require that the lessons that need to be retrieved so as to ensure a success completion of the tasks.
