A terme, lesquelles présentent le meilleur potentiel ? Le PEA-PME, que PME Finance avait présenté en 2011, présente ainsi déjà un premier effet positif : il a mobilisé l’attention des investisseurs et des financiers sur un segment jusque-là délaissé de la Bourse de Paris. L’Observatoire des Entrepreneurs - PME Finance, en partenariat avec Altavalue, a déterminé une liste de quelque 900 sociétés, moitié cotées (que nous publions ici) et moitié non cotées, qui devraient bénéficier en priorité des nouveaux apports de fonds. Si son succès se confirme, et que 5 à 9 milliards d’euros viennent à s’investir sur Euronext B, C et Alternext d’ici à fin 2017, le PEA-PME commencera à redresser le principal déséquilibre du financement des PME : une Bourse deux fois plus petite que le capital-investissement, et pourtant chargée d’offrir des « sorties » aux investisseurs en capital. Peu étonnant, dès lors, que les start-up au plus grand potentiel, comme Critéo, aillent se coter outre-Atlantique.
Le PEA-PME peut faire de la place de Paris la Bourse la plus liquide d’Europe pour les PME-ETI. Ce faisant, il posera les fondements d’un nouvel outil de financement du Mittelstand européen. Il deviendra alors une place de marché d’une profondeur sans égale, pour offrir aux start-up et PME à potentiel une réelle alternative de cotation face aux grandes places américaines. Ce « Nasdaq européen » pourra financer des PME avec des levées de plusieurs dizaines, voire centaines, de millions d’euros, plutôt que quelques millions d’euros comme aujourd’hui. Dans cet esprit, PME Finance propose trois actions :
- Remédier à la fragmentation des marchés, qui nuit à la visibilité et l’attractivité des PME-ETI.
- Relancer la constitution d’une Bourse européenne des entrepreneurs. La fusion des places générales en Europe est un sujet difficile et sensible, pour des raisons de souveraineté nationale, de contrôle et de gouvernance.
