About the Webinar Series
Digital transformation is a central element of the EU's Agenda for the Mediterranean, which puts forward a renewed
framework to strengthen the strategic partnership between the EU and its Southern Neighbourhood in line with
Europe’s Digital Strategy. While focusing on digital transformation, governments need to fully understand that digital
is a means to an end and not an end itself. Therefore, SIGMA is organising this series of webinars around the core
theme of what it means to take a holistic approach to digital transformation and to design public services that meet
the needs of citizens.
Webinar 1: Holistic government digital transformation

The first webinar focuses on how a whole-of-government approach to digital transformation helps to avoid
fragmentation and new silos being created and takes a connected approach to digitally transforming public services
and their delivery for the benefit of citizens.
Webinar 2: Citizen-centric service delivery

Governments need to analyse the processes behind services and gain a better understanding of the needs
and expectations of citizens (and businesses). In doing so, they should not think on behalf of them, but together with
them in a citizen-centric and inclusive manner.
Webinar 3: Improving access to and delivery of services
📅 Early September
The purpose of the citizen-centric design is to provide citizens with full and easy access to services,
whether off- and/or on-line. This webinar focuses on improving the access and delivery of services, by offering
standard setting, offering different channels and actively seeking feedback.

Digital transformation, digital society, digitizing service delivery…digital is on top of all government agenda’s, also in
the ENP South Partner Administrations. The digital future goes beyond national boundaries.
While focusing on digital transformation, governments need to fully understand that digitizing is a means to an end
and not an end itself.
In this webinar we will explore how governments by adopting a whole-of-government approach to digitization that is
holistic in nature and truly looks to unlock the full potential of advancements in technologies to enable them to serve
their mandates better, enhance citizen/user experience, and finally do this in a more efficient manner. The first webinar

ABOUT SIGMA
SIGMA (Support for Improvement in Governance and Management) is a joint initiative of the OECD and the European
Union, principally financed by the EU. Its key objective is to strengthen the foundations for improved public
governance, and hence support socio-economic development through building the capacities of the public sector,
enhancing horizontal governance and improving the design and implementation of public administration reforms,
including proper prioritisation, sequencing and budgeting. We have been working with our partners on strengthening
