Established in 1993 by the General Assembly as a
Regional Tourism Development Authority for the
LENOWISCO and Cumberland Plateau Districts.
The Code provides that the Authority(Heart of
Appalachia) shall promote, expand and develop as a
whole the tourism industries of the seven counties and
one city within these Planning Districts

 streams, hiking, biking, fishing, traditional mountain music, A
 cultural heritage full of interesting historical facts, not to mention all
 the talented artisans in our region. The Heart of Appalachia region
 is a great place for starting a Tourism related Business.

  Presently Seeking National Byway Designation
 VTC agreed to fund Corridor Management Plan
 HOATA sponsored $500. for each locality to help with
  funding for the Corridor Management Plan
Heart of Appalachia Projects
 2008, Contracted Jason Stidham from Appalachian
  Communications to update website.
 Co-op ads with the Crooked Road and Round the
  Mountain in Virginia Travel Guide for 2009 and 2010
 Full page ad in the new 2009/2010 Crooked Road Travel
  Guide
 Contracted Jim Stallard’s Studio to design and print a new
  Heart of Appalachia Logo and Brochure for 2010.
HOATA Projects continued:
 Developed Group Tour Itinerary Sheet for Blue Ridge
  Travel Association to insert in their marketing media.
 Developed Retractable Banner for Heart of Appalachia in
  order to display at meetings, conferences, etc.
 Developed Rack Card of Heart of Appalachia to be placed
  in visitor’s centers, Tourism destinations and sent out for
  requests until new brochure is developed.

The Great Eastern Trail:
The Heart of Appalachia Board of Directors voted to help with
getting a portion “the Southern Loop” of the Great Eastern Trail
into the counties of Dickenson, Buchanan and Tazewell.


                   Spearhead Trails
Heart of Appalachia has been involved from the initial stage in
planning for development of an ATV Trail now called the
Spearhead Trails in the Heart of Appalachia region. Several of
our board members are on the Spearhead Trailblazers
committee and meet periodically.

                    In April 2009, through grants from the Virginia Tobacco Indemnification and Revitalization Commission and the
                    Motorcycle Industry Council/Specialty Vehicle Institute of America, the Southwest Regional Recreation Authority (SRRA)
                    hired "We Make Things Happen" (WMTH) Corporation to complete a feasibility study and develop a comprehensive plan
                    for the Spearhead Trails initiative.

                                                Summit Engineering developed maps and provided assistance.

The Hatfield McCoy Trail System and Southern West

The History of Hatfield McCoy
• The idea of a large multi-use trail system in southern West Virginia
  was brought about in the early 1992
• The concept didn’t concentrate on just a trail system, the plan was
  for it to be an economic development engine for the suffering
  southern coal counties.
• After several community meetings and test group trail rides in an
  effort to raise awareness and enthusiasm. An economic impact
  study was done and in 1996 the Hatfield McCoy Development
  Coalition was formed.
• The purpose of this coalition was to raise funds, gain participation
  from the land owners and to create the Hatfield McCoy Regional
  Recreation Authority.
• In 1997 the first employees were hired and trail inventory and
  design began.
• In October of 2000, The first 300 miles of trail were opened.
We Are…
• A Unique Public Project Managing Over 300,000 Acres of Private Land
• More than 500 Mile Trail System open to ATVs, ROV’s, Off-Road
  Motorcycles, Mountain Bikers, Hikers, & Equestrian Users
• Averaging 100+ miles of new Trail every two years
• Located in the nine southern counties of
  West Virginia: Bone, Lincoln, Logan, Kanawha, Mercer, Mingo,
  McDowell, Wayne and Wyoming
Primary Goals
• To open over 2000 miles of world-class interconnected trails
  throughout southern West Virginia.

• Hatfield-McCoy Trails is the #1 fast growing outdoor
  recreation tourist destination in the State of West Virginia.
• In 2007, Nearly 25,000 Hatfield-McCoy Trail User Permits
  were sold to the public.
• In 2008, an estimated 26,500 trail riders will visit the
  Hatfield-McCoy Trails.
• Visitors stay on average of 3 days or more in Southern West
  Virginia.
• In 2007, Hatfield-McCoy Trails will have nearly 80,000 visitor

Gilbert, West Virginia
The History of
                                   Gilbert, West Virginia


•   Gilbert WV is a small town in the southwest quadrant of West Virginia with a total land mass of 1.1
    square miles.

•   In 2000, Gilbert WV had a population of 417 people.

•   Although the population has not seen a tremendous
    increase over the past nine years, Gilbert WV has experienced a tremendous growth in both tax
    revenue and infrastructure due primarily (if not exclusively) to the establishment of a Hatfield &
    McCoy ATV Trailhead within their community.

•   In October of 2000, the Hatfield & McCoy Browning Fork Trailhead opened in Gilbert WV and now
    provides access to over 100 miles of OHV trails connecting Gilbert WV to Man WV which (as a crow
    flies) are less than 15 miles apart.

•   In the Spring of 2001, an ordinance was passed in the City of Gilbert declaring itself OHV friendly,
    allowing both ATV’s and dirt bikes to travel into town on major thoroughfares including Hwy 52
    which has become a huge economic boom for the community.

•   Prior to HMT, Gilbert WV had just 16 lodging rooms, a couple small restaurants and gas stations,
    and not much else. Even the local grocery store was struggling to keep its doors open.
Present Day
                            Gilbert, WV
•   Within eight years of the trailhead opening, Gilbert WV now boasts 130
    lodging rooms and more being built, numerous restaurants, a cinema, a
    grocery store, four pharmacies, two car washes, a large campground, 3
    powersports stores and two auto repair shops.
• The Spearhead Trails System will be very similar to the
  Hatfield McCoy Trail System.
• It is in the same geographic area, it has very similar
  demographics and will share a lot of the same rules
  and regulations.

Local family type restaurants,




or themed restaurants.
Sleep
Lodging is the most vital “need”, and has several different
options from motels,




 Cabins
Remodeled older Houses




Campgrounds
Bed and Breakfast

Supplies
•No matter what the type of adventure activity, they all need to   have supplies available
for their vacation.

• Gas is probably the most important “need”.
Every type of adventure activity has its own unique supplies or gear. Adventure tourist will
always forget some of their gear or be willing to purchase new gear while on vacation.




   One thing to remember, a vacation is one of the few times a year that most people will
   spend money because they WANT to!
Specialty shops can be as large as this
welcome center and outfitter supply shop
     at Carolina Adventure World.
It can also be as simple as this mobile
    tack shop at a horse trail Ride in
               Kentucky.

Tourist want things to do in addition to their primary activity.

They are looking for things to do in the evenings or for the rest of
the family to do when Dad is out riding.

Some ideas to consider are:
   •Music or other similar entertainment
   •Craft shops
   •Putt putt golf
   •Go cart tracks
   •Museum
   •Golf
   •Spa
   •Movies
Tips for Successful Business
•Develop a plan for your business and stick with it. Don’t try to be everything or
sell everything. It takes time to grow a new business and generate a clientele.

•Contract out specialized services or products

•Be patient and plan on a lot of financial and personal labor   involvement.

•Provide your customers with the highest quality service or product that you
possibly can.

•Know your service or product.

•Treat your customers better then the way that you expect to be treated as a
customer.

•Listen and consider the comments or suggestions from your customers and
employees.

•Attorneys and accountants are somewhat expensive but well worth it.
The number one asset that you new business will
           have is your employees.
Provide your employees with leadership instead
               of management




You will get a tremendous amount more out of an employee that wants to work for you rather
                         than feeling like they have to work for you.

The Code provides that the Authority(Heart of Appalachia) shall promote, expand and develop as a whole the tourism industries of the seven counties and one city within these Planning Districts

Heart of Appalachia Tourism Authority Office Location  In 2008, the Heart of Appalachia Tourism Authority relocated to the Oxbow Center in St. Paul as a temporary location.  In 2008, Lou Wallace offered Heart of Appalachia Tourism Authority Free Rental Space in her building on Russell Street in St. Paul.  The Authority relocated and is currently in the St. Paul location on 16625 Russell Street

Heart of Appalachia Tourism Authority Projects 2008,2009,2010  Virginia Coal Heritage Trail – HOATA has been the Lead Organization Partner since its beginning Designated by the Virginia General Assembly as the Virginia Coal Heritage Trail, An official Virginia Byway in July 2007. Presently Seeking National Byway Designation  VTC agreed to fund Corridor Management Plan  HOATA sponsored $500. for each locality to help with funding for the Corridor Management Plan

Heart of Appalachia Projects  2008, Contracted Jason Stidham from Appalachian Communications to update website.  Co-op ads with the Crooked Road and Round the Mountain in Virginia Travel Guide for 2009 and 2010  Full page ad in the new 2009/2010 Crooked Road Travel Guide  Contracted Jim Stallard’s Studio to design and print a new Heart of Appalachia Logo and Brochure for 2010.

HOATA Projects continued:  Developed Group Tour Itinerary Sheet for Blue Ridge Travel Association to insert in their marketing media.  Developed Retractable Banner for Heart of Appalachia in order to display at meetings, conferences, etc.  Developed Rack Card of Heart of Appalachia to be placed in visitor’s centers, Tourism destinations and sent out for requests until new brochure is developed.  Tear off map being designed and ready for print in 2010.

The Great Eastern Trail: The Heart of Appalachia Board of Directors voted to help with getting a portion “the Southern Loop” of the Great Eastern Trail into the counties of Dickenson, Buchanan and Tazewell. Spearhead Trails Heart of Appalachia has been involved from the initial stage in planning for development of an ATV Trail now called the Spearhead Trails in the Heart of Appalachia region. Several of our board members are on the Spearhead Trailblazers committee and meet periodically.

ADVENTURE TOURISM Feasibility Study & Comprehensive Plan In April 2009, through grants from the Virginia Tobacco Indemnification and Revitalization Commission and the Motorcycle Industry Council/Specialty Vehicle Institute of America, the Southwest Regional Recreation Authority (SRRA) hired "We Make Things Happen" (WMTH) Corporation to complete a feasibility study and develop a comprehensive plan for the Spearhead Trails initiative. Summit Engineering developed maps and provided assistance.

A small town in Texas marketed bird watching which resulted in 160 new jobs and a 28% increase in sales tax! SW Virginia could include wildlife viewing as part of all their trails and set themselves apart from others.

ADVENTURE TOURISM Black Mountain Trails in East Kentucky The Evarts Trail Head has seen 5 ATV shops open up, 14 new log cabins built, 2 new RV/camps, 31 rental homes and apartments, 3 new restaurants, 2 new car washes, 2 new restaurants, and 61.5 new jobs created.

The History of Hatfield McCoy • The idea of a large multi-use trail system in southern West Virginia was brought about in the early 1992 • The concept didn’t concentrate on just a trail system, the plan was for it to be an economic development engine for the suffering southern coal counties. • After several community meetings and test group trail rides in an effort to raise awareness and enthusiasm. An economic impact study was done and in 1996 the Hatfield McCoy Development Coalition was formed. • The purpose of this coalition was to raise funds, gain participation from the land owners and to create the Hatfield McCoy Regional Recreation Authority. • In 1997 the first employees were hired and trail inventory and design began. • In October of 2000, The first 300 miles of trail were opened.

The History of Gilbert, West Virginia • Gilbert WV is a small town in the southwest quadrant of West Virginia with a total land mass of 1.1 square miles. • In 2000, Gilbert WV had a population of 417 people. • Although the population has not seen a tremendous increase over the past nine years, Gilbert WV has experienced a tremendous growth in both tax revenue and infrastructure due primarily (if not exclusively) to the establishment of a Hatfield & McCoy ATV Trailhead within their community. • In October of 2000, the Hatfield & McCoy Browning Fork Trailhead opened in Gilbert WV and now provides access to over 100 miles of OHV trails connecting Gilbert WV to Man WV which (as a crow flies) are less than 15 miles apart. • In the Spring of 2001, an ordinance was passed in the City of Gilbert declaring itself OHV friendly, allowing both ATV’s and dirt bikes to travel into town on major thoroughfares including Hwy 52 which has become a huge economic boom for the community. • Prior to HMT, Gilbert WV had just 16 lodging rooms, a couple small restaurants and gas stations, and not much else. Even the local grocery store was struggling to keep its doors open.
  • 81. Present Day Gilbert, WV • Within eight years of the trailhead opening, Gilbert WV now boasts 130 lodging rooms and more being built, numerous restaurants, a cinema, a grocery store, four pharmacies, two car washes, a large campground, 3 powersports stores and two auto repair shops.
  • 82. • The Spearhead Trails System will be very similar to the Hatfield McCoy Trail System. • It is in the same geographic area, it has very similar demographics and will share a lot of the same rules and regulations. • It does differ in that it will offer some adventure tourism experiences that HMT doesn’t – Rock climbing – Wildlife viewing – Blueway activities – Driving Tours

It takes time to grow a new business and generate a clientele. •Contract out specialized services or products •Be patient and plan on a lot of financial and personal labor involvement. •Provide your customers with the highest quality service or product that you possibly can. •Know your service or product. •Treat your customers better then the way that you expect to be treated as a customer. •Listen and consider the comments or suggestions from your customers and employees. •Attorneys and accountants are somewhat expensive but well worth it.
